The idea of the socialist majority for the establishment of a parliamentary commission in order to strengthen the role of the Assembly was vague since it was thrown in a meeting of them on the eve of the new parliamentary session.
The efforts of some MPs to explain it have made it even more unclear, as they charge a mishmash of tasks such as add water and add flour, until the ridiculous reduction of the stake, such as the smooth functioning of the administration of the Assembly!
Some of the tasks assigned to the new Commission have been carried out by the Assembly since it was created, but they have performed them badly, very badly. Such as, for example, those of parliamentary control of the government and other state institutions.
Instead of facilitating to the maximum the parliamentary investigation, accountability, interpellations, transparency of the government and its agencies in the Assembly, the majority deputies do the opposite, they make it difficult to the maximum, while for themselves, in the wake of an ugly tradition of the majority of previous, with very few exceptions, behave like government notaries.
There is no need for new commissions to make a big difference in this area. There is a need for new mindsets and rules that promote the formation and integrity of deputies, their dependence on the vote of citizens.
This is not achieved with patches that ignore the real causes that have severely devalued parliamentarism. Not even with tricks that hide other intentions than what is said.
What specifically will be the unduplicated function of the much-talked-about new Commission? No one has said it clearly until now. In conditions where there is no sector of public life in the country that is not covered by a permanent parliamentary commission, the young man who is thought to be set up falls to be a commission of commissions, a supercommission!
Every vague thing is a source of conjecture of all kinds. Therefore, it is not surprising that the idea of the supercommission, the leak here and there in the media, even in the form of a broken phone and what the creators are suspected to have in mind, has given voice to the opinion and the denunciation that speaking about the need to protect human rights from their violation of justice, socialists are looking for solutions that show the place of justice in the sense of making God known. And further, in one form or another, to hold SPAK’s hand, to frighten it, to discourage it from the momentum it has gained.
Rama’s emissaries in the media have forcefully refuted these accusations, which, as I said, are fueled and will continue to be fueled primarily by the uncertainty about the new Commission.
The trick is but not seen, says an Italian expression. In unclear things I often find more clarity than in clear things, emphasized the German philosopher Frederik Nietzsche. The supercommission we are talking about is a good illustration of this thin sentence.
The very idea itself, its very immersion, the very public filters that it is directed against SPAK and the new justice are a test without appearing on the stage of the reaction of the political environment and the public arena to stone throwing.
Once, a kind of message from behind the scenes, wanting to remind the prosecutors and judges of the code of the still fresh tradition of subordinating the judicial power to the political power.
The leaders of the plural political caste solidarity of the transition in power and in the opposition do not give up their claim and intention to remain above the law and justice or to avoid it.
Especially in the conditions when their shelves hold skeletons of crimes or “treasures” of corruption, which are veins when it was not known and was not expected to happen what is happening with investigations without taboo.
Well, the former corrupt officials of the previous DP governments did not see far and felt eternal in their ignorance, but these SP who started, continued and continue in parallel government with the approval and implementation of the reform in justice?
How is it possible that they have painted their finger so much, while SPAK was appearing and consolidating on the stage of history? Did they subconsciously think that the new justice will catch only those of the other party, the high officials of the former government?
Didn’t they think that the reform is just an eye-opener and will die in implementation like many other legal initiatives voted with fanfare as historical events?
Have they not remembered that the Americans will not maintain the protagonism even in the implementation of this reform, and they, the socialists of Rama, in agreement with the anti-SPAK opposition of Berisha and Meta, would find a way to twist the lot on the road, on the move, taking advantage of the defocusing and hiatuses of American and European politics in little Albania, the exploitation of which is the only skill of cunning politicians in our country.
(Which has and will continue to bother them in the medium and long term, given that the strategic partners, the USA, Great Britain and the EU, even when dealing with major issues, such as the Ukraine War or The war in Gaza, they always keep an eye on our region, from our Albania and return with time and full agenda at the earliest opportunity).
The dreams and intentions to divert the product of justice reform to the old bed of shyness and de facto subordination to political power have been served for a multitude of visible and invisible episodes during the last years. In their evolution, these intentions also revealed Prime Minister Edi Rama, placing him on the other side of the rope in relation to the Americans, no longer as a knight, but as a hidden obstacle to an effective justice that knows no myths, that does not divides the subjects of criminal law into mother and stepmother.
The event that brought this conflict to light for the general public is the unprecedented participation of the former US ambassador, Juri Kim, in the meeting for the election of the SPAK head, where it was clearly seen that the US promise “no one above the law” given to the Albanian people, their reputation in front of the scenes and perfidious games of local political actors.
It is not unexpected, I would even say it is physiological, that those who have a position in high politics and are afraid of investigations are worried that the “monster” is not under their control and do everything possible to vent it. , frightened, restrained, hindered.
How?
By opening words or by launching semi-real and semi-chimeric commissions that will put their hands in a different form in the edifice of SPAK and the new justice.
With the hope that this noise and these maneuvers with and without balls will displace the balance within these new institutions, inciting and forcing people who think their own way inside to do the opposite.
In this way, they will want to lure and throw the bait to the anti-SPAK part of the opposition, which is quite motivated even without this, but seeing the expansion of the front, it certainly takes even more heart in its intifada.
It turns out that they are not motivated by any concerns of a professional or social nature, but simply fear for themselves. Therefore, they also fight against SPAK to book the advertisement that they are being persecuted as a sign of political revenge at the moment when they are under investigation.
SPAK is not out of control, it is not above the law. SPAK is not infallible. But SPAK leads the hope of “no one above the law”, at least in terms of investigations that have been missing for decades in the higher spheres, it is becoming and will become a normality in Albania as in the whole democratic world. The court then has justice. Therefore, his unconditional support and encouragement is an absolute priority at this time.
