The Special Anti-Corruption Prosecution (SPAK) issued 21 security measures yesterday (November 25) as part of the investigation into an international criminal organization, which includes members of the criminal group, a senior police officer, a judge on duty during the commission of the criminal activity, a lawyer and two journalists.
Among the individuals for whom SPAK has issued an arrest warrant is the sniper from Shkodra, Prekë Kodra, who is accused of attempting to assassinate Kosovo’s Prime Minister, Albin Kurti.
The plan to eliminate the head of the Kosovo government was revealed in a secret e-mail of the former Director General of the State Police, Gledis Nano, in September 2022.
Data from e-mails addressed to Gledis Nano (who held the position of Chief of Police at the time) that were published by hackers revealed the plan of two individuals from Kosovo and another from Albania to assassinate Kosovo’s Prime Minister, Albin Kurti.
According to the e-mail, it is said that everything had to be done to bring destabilization to both countries. It was sent in 2021 to Gledis Nano.
The suspect in the assassination is Prek Kodra from Shkodra, who is said to have good skills in using snipers. Referring to information from the Counter-Terrorism Unit, the first target would be Ismet Haxha.
A month later, it is said that Xhavit Haliti would be killed, so that everything would look like revenge between them. While after them, Prime Minister Albin Kurti would be killed, in order to destabilize Kosovo. These three assassinations were planned to be carried out in the next three months from the drafting of the plan.
After the publication in the media of data obtained from e-mails addressed to the former head of the State Police, Gledis Nano, Kurti’s press office also reacted at the time.
According to them, the head of the Kosovo government was notified of the planned assassination attempt on Albin Kurti a year ago by the authorities, who immediately took measures.
“The Prime Minister of the Republic of Kosovo, Albin Kurti, has been notified of this case by the Kosovo Intelligence Agency. Security institutions have taken all measures to prevent this action. The case has not been made public in order not to spread panic,” the response to Euronews Albania states.
Prek Kodra is suspected of being involved in several criminal events in Kosovo and Montenegro. Kodra has a criminal record and is being investigated for premeditated murder and illegal possession of hunting weapons.
He was declared wanted in 2016, while after searches in his apartment, two hunting weapons and 90 cartridges were found. In September last year, the search warrant was suspended, and he is considered a high-risk person.

In a reaction, on September 21, 2022, Prek Kodra dismissed these accusations, considering them “inventions”. In the show “Pressing”, he said that he was informed of this information by a relative of his from Germany.
Question: Your name has been part of all the newspapers, as part of a plan to kill Prime Minister Kurti, what do you have to say about this?
Prek Kodra: How can I explain, I was just making something up as if unidentified people had invented something about me. I only know Albin Kurti from television. You have accused me and are taking my and my family’s neck. For the first time, around 11 in the morning I was in Shkodra in a cafe and someone called me from Germany and said are you watching the news and sent me the link. I saw the link and saw something that I had never imagined in my life.
He also said that they stopped him in Kosovo when he went to buy a car and they didn’t tell him the reasons why they were holding him for hours
Prek Kodra: They stopped me in Kosovo a year ago at customs, on November 24th if I’m not mistaken. I was going to Kosovo to buy a pickup truck. When they stopped me, I was in my daughter’s car to buy a pickup truck for my company. When I went to customs, they stopped me and kept me from 2 pm to 11 pm without telling me why they stopped me. At customs, they arrested me. I had 15 thousand euros with me.
Question: Where were you interrogated?
Prek Kodra: They took me to Pristina and interrogated me by the Serious Crimes Department. I didn’t know why that was happening to me. When they told me that I was suspected of counterfeiting money, I was sure because I had taken it to my company.
