The former Secretary General of the Ministry of Interior, currently a Socialist Party MP, Plarent Ndreca, who has been taken into custody by SPAK for violating equality in tenders, is accused of having, in collaboration with other Ministry officials, favored Gjon Radovan as the beneficiary of the tender for the reconstruction of 4 police stations.
It is learned that according to SPAK, Plarent Ndreca and Ministry officials have privileged Radovan in all phases of the procurement procedure and in the end have declared him the winner and signed a contract with the Association of Economic Operators, Derbi-E shpk, while it did not meet the legal criteria.
As it turns out in the SPAK file, Radovan is a friend of former Interior Minister Sandër Lleshaj, with whom he has also exchanged messages.
It seems that due to his acquaintances and connections with the head of the institution, his company has also won tenders at the Ministry of Interior.
The investigation shows that emails were exchanged between Radovan, who was a consultant to the Ministry of the Interior for this tender, and the defendant Plarent Ndreca, containing data regarding the premises of the Vlora, Pogradec and Mirditë police stations, which were to be reconstructed.
According to SPAK, the data was previously forwarded to citizen Gjon Radovani, who is a partner of APE shpk that was declared the winner as a consortium of operators with Derbi-E shpk, in the procurement procedure.
The file states that meetings were held between Ndreca and Radovan, as well as other officials of the ministry, and they discussed the condition of the police facilities.
“This communication proves that the defendant Plarent Ndreca had prior knowledge of the engagement and participation of citizen Gjon Radovani in the drafting of standard projects for state police facilities for which the procurement procedure would later be developed,” SPAK emphasizes.
For the defendant Plarent Ndreca, who was at that time the Secretary General and Head of the Contracting Authority in the procurement procedure, the subject of the investigation, his illegal behavior is clearly evidenced by documenting a series of legal violations during the various phases of the public procurement procedure under investigation.
SPAK emphasizes that he, in cooperation with other employees, such as procurement specialists, members of the KVO, a member of the KSHA, the director of the Minister’s cabinet and the director of Support Services in the Ministry, made it possible for BOE Derbi-E and APE shpk to win this tender, creating advantages for this entity during the procurement procedure.
Surprisingly, despite the fact that former Deputy Minister Gjon Radovani turns out to have won tenders from the institution that was run by one of his friends, neither he nor Sandër Lleshaj have been charged by SPAK.
