Bamir Topi, invited to the show “The Unexposed” on MCN TV, spoke about SPAK.
According to the former President, SPAK is the most untouchable institution in the country and that it has even approached the “crib of power”.
“My analysis shows that SPAK is the only institution that is not directly affected, as is the case with other institutions. The fact that the action is on a broad front, without distinctions, I will not say to what extent, but I am in sync with a broad public opinion, which is 75% in support.
I see that it has come very close to the power’s lair. In the event that it takes one, two, three members of the government cabinet, in any country in the world when a scandal occurs… You mean we are not at that kind of standard where the prime minister resigns because a scandal occurs that has nothing to do with his duty, a tragedy occurs and he resigns, we are not at that level. But when ministers in turn are either on trial or in an investigation process and this is done by an instrument outside the government, then it makes you think that it does not depend on him, or that this is extremely sophisticated that we cannot understand.
I think it is a process that has come from the consciousness of Parliament. Parliament in 2016 was under pressure to start the justice reform. But the support was clear. We have clearly seen that every time there is a difficult situation in the perception of what is happening, they (the Americans) have become visible, saying we support this institution. The support is clear, transparent.
I was also in the government cabinet with Mr. Meksi. There was a kind of passion, idealism in politics. The way a draft law was studied, how it was filtered, the government cabinet meetings, which were recorded, everyone’s words, should be on record today, everything was transparent. Here comes the story with circulating decisions, which says he puts 17 signatures without seeing them. The chief administrator of the state thinks he can put the signatures in 30 seconds, this is not normal. Second, the attempt to put the digital part and to obscure the documentary part, is the most harmful thing that is happening in Albania. Since ancient Rome, there are documents”, Topi said, among other things.
