A scandalous event took place yesterday afternoon after the protest of residents in Thumana who demand the construction of entrances and exits to the new highway. The director of the Road Police Directorate of the State Police, Altin Qato, raped a person after handcuffing him.
As can be seen in the following footage, Qato lifted the protester who was sitting in the car and then slapped him hard in the face.
Other officers are also present who stand there and do not take any action to defend the young man. In her post, Klodiana Lala writes: “Bravo Altin Qato Even your shoulder was missing after you took the souls of the citizens!”
The State Police has reacted regarding the video and through an official announcement it is learned that Qato has been suspended from his duties and a disciplinary investigation has started against him.
Meanwhile, the police clarified that the two detained citizens were not part of the protest, but performed maneuvers in the street opposing the blue uniforms.
“The Director General of the State Police, Head Madhor Muhamet Rrumbullaku, has just become aware of a video published on social networks and in the media, has immediately ordered the Directorate of Professional Standards in the DPSSH, for the preliminary suspension from the duties of the Head of the Road Police First A. Q.
Also, a disciplinary investigation has been initiated against him for a serious disciplinary violation, provided for by article 204, point 2, letter “a”, of the State Police regulation, “discreditable conduct”. The disciplinary investigation will be carried out in cooperation with the Police Supervision Agency.
We clarify the public opinion that the citizens who appear in the video were not part of the protest that was being held by the residents of the area on the Thumane-Kashar road axis, but were traveling with their vehicle in the direction of Tirana, performing maneuvers on the road and opposing and insulting the employees of The Traffic Police, who have advised them to slow down and stay in line until traffic normalizes. Even after being advised by the Road Police employees, these citizens have continued to play the vehicle’s sound system without stopping, causing concern to other road users and their irritation at the same time.
Citizens E.Q., 36 years old, and Gj.K, 36 years old, were escorted to the Police premises and at the end of the actions they were prosecuted for “Disobedience to the order of the public order police officer”, the police announced.
