Journalist Armand Shkullaku connects the changes in the “Rama” government with the investigations carried out by SPAK.
In the show “Opinion”, Shkullaku said that the changes in the government are being made because there are accusations in SPAK against some of the former members of the government cabinet.
According to him, it is said that the thing that annoys Prime Minister Rama the most is that one of the ministers of the government he leads says “Prime Minister, I think that…”.
Armand Shkullaku: “The selection criterion in this case is rather safety and loyalty. All these names you mentioned and some others that Rama took with him, were his loyal people in the municipality. The first criterion for Rama Governments, especially during the end of the second mandate and this 2-year term, is that the concept “I think” does not exist. The biggest thing that annoys Rama the most is that one of them says to him “Prime Minister, I think that…”. This is the first criterion. The second criterion is the lack of political personality. He chooses all these people. Only we say that the minister must provide evidence that he is a minister. No. The executive is the highest representation of the will of the people. The people who should be in this representation must have a high political level, they must be figures.
This has come for 2 reasons, that the high political profile, the minister, even if he does not have extraordinary skills in management, will choose someone else below him to be managerial. He is a political man first and foremost. Being a man with political weight, this limits him in other actions that may be abusive, etc., etc. The changes that took place in 2008 led us to an electoral law that the list of deputies is made by the party chairman. There is no political profile value because if you take these people to run for majoritarians, of course they will not get any votes because no one knows them, Edi Rama gets the votes. The third element of this government and previous governments is that they are under the shadow of SPAK. Rama keeps what he had for fun. From the time he changed Tahir and Beqaj, they were both under accusation. The last changes were made because there are accusations against some of them in SPAK.”
