The Special Prosecutor’s Office against Corruption and Organized Crime concluded the investigations following the accusations of the head of the DP parliamentary group, Gazment Bardhi, that Olsi Rama was involved in the “Xibraka” file.
SPAK emphasizes that the investigations have resulted in no evidence or facts linking citizen Olsi Rama to the criminal activity, for which several individuals have previously been convicted, and no other possible perpetrators of the criminal offenses in question have been identified.

The Special Prosecutor’s Office against Corruption and Organized Crime has concluded the investigations for criminal proceedings no. 88 of 2024, registered after the resumption of the suspended investigations of criminal proceedings no. 335/1 of 2016. This proceeding was related to the criminal offenses of “Production and sale of narcotics”, “Trafficking in narcotics”, and “Commitment of criminal offenses by structured criminal groups”, provided for in the relevant articles of the Criminal Code.
The investigations resumed after the administration of information sent by the deputy Gazment Bardhi, who alleged the involvement of the citizen, Ols Rama in illegal activities. In the framework of these investigations, SPAK has carried out a series of investigative actions, including cooperation with the competent authorities of Kosovo.
The investigations have resulted in the absence of evidence or facts linking the citizen Olsi Rama to the criminal activity, for which several individuals have previously been convicted. Also, no other possible perpetrators of the criminal offenses in question have been identified.
In accordance with Article 326 of the Criminal Procedure Code, on December 23, 2024, the suspension of the investigations for criminal proceedings no. 88 of 2024 has been decided, since the other perpetrators of the criminal offenses have not been identified. The file has been sent to the General Directorate of the State Police to continue efforts to identify the perpetrators.
The head of the DP parliamentary group, Gazment Bardhi, reacted after the SPAK announcement on the “Xibraka” case.
“I just learned about the announcement that the Special Prosecution Office has distributed to the media regarding the Xibraka case. To be honest, I did not believe my eyes with what I read. The investigations have ended, but they are not over was the essence of that actually ridiculous announcement by the Prosecution, which I warned about from the first day when I denounced with concrete facts and data the reasonable suspicion of the possible involvement of Prime Minister Edi Rama’s brother in the Xibraka laboratory case.
The Prosecution announced that it had completed the investigations for file no. 88 of 2024 in the first sentence, but in the fifth sentence of a five-sentence announcement it said that I had suspended the investigations and sent the complete file so that the State Police “make an effort” to identify what it hid 10 years ago.
The truth is actually quite different. The Prosecution has neither investigated nor carried out any investigative action to discover the truth. The Prosecution, which puts its hand to the fire that Olsi Rama is not involved in criminal activity, declares itself that it is impossible to identify who the persons involved are, but so far unidentified.
And the announcement that one is not, but we do not know who they are is in fact the same logic that the State Police used 10 years ago, telling us all that they had managed to identify the specific age of 45, but could not find the name. I understand the SPAK prosecutors because they feel threatened, intimidated, powerless in the face of Edi Rama’s power. But, they have no reason to make fun of us to bring to everyone’s attention that making fun is actually their method of work.
Albanians remember that the same prosecutor Alfred Shehu came out with voice and image 4 years ago and told Albanians that in the election event in Elbasan, no election materials were found in the car of the authors of that criminal activity. His rush to pardon the ruling gang was met with self-contradiction only 3 days later when he declared in court in writing and orally that yes, electoral materials were found in the car of the persons involved in that criminal event.
And in these conditions, repeating myself after 4 years, I have no more message than to feel regret that due to pressure, due to interference, due to intimidation, prosecutors not only do not show themselves to be professional but are forced to become ridiculous. Personally, I have clearly seen their inability to make punishable someone who has the status of impunity due to the power of his brother. However, the prosecution had the chance to prove to us that it is independent, impartial, professional and that it conducts a full and comprehensive investigation.
Today I will focus on just one fact. In the plenary session of April 4, 2024, the then Interior Minister Taulant Balla officially declared, informed the Albanian Parliament that he was aware of the identity of the 45-year-old person. With voice and image.
My question for Prosecutor Shehu today is whether he summoned Taulant Balla to ask him about the information that he, as Interior Minister, conveyed to the Albanian Parliament that he knew the 45-year-old person and that he had no connection with the Socialist Party or Edi Rama, but had connections with the Democratic Party. This fact, alone, is enough to show that there has been no investigation, there has been no investigative action to uncover the truth.
There has been an attempt to fool Albanians as if an investigation is being conducted, to come out with that ridiculous announcement today. However, reiterating my position that I understand that they are powerless, I have only one request, spare us from making a fool of ourselves. The Special Prosecution Office does not need to degrade to such positions or announcements, that in 5 written lines, the first sentence contradicts the fifth sentence, or what is said in the first sentence is completely different from what is said in the fifth sentence, or positions of the type we do not know who he is, but we swear before Edi Rama that Olsi Rama is not. That’s it for tonight, because of course we are not discouraged, we will go to the end of this issue, the truth as it turned out in the case when prosecutor Shehi lied about the Elbasan incident will be re-established, even though it will take some time”, said Bardhi.
