Pas zvarritjeve t\u00eb vazhdueshme t\u00eb procedur\u00ebs p\u00ebr aeroportin e Vlor\u00ebs, p\u00ebr t\u00eb cilin, jo pak her\u00eb u lakua se kishte interes shum\u00eb t\u00eb lart\u00eb, vet\u00ebm dy kompani paraqit\u00ebn oferta, ku nj\u00ebra nuk p\u00ebrmbushte asnj\u00eb kriter. Kompania tjet\u00ebr, nj\u00eb konsorcium mes Mabco Construction (Mabetex Group \u2013 50% t\u00eb aksioneve), YDA \u2013 Group (48%) dhe 2A Group SH.P.K (2%) ofroi 104 milion\u00eb euro, duke u shpallur fitues.<\/p>\n<p>Por nuk \u00ebsht\u00eb vet\u00ebm Vlora, aeroporti i Kuk\u00ebsit, i cili \u00ebsht\u00eb dh\u00ebn\u00eb me koncesion 35-vje\u00e7ar, u b\u00eb n\u00eb disa raste \u201cpodium\u201d ku u n\u00ebnvizuan premtimet e mbajtura dhe si kreu i qeveris\u00eb Rama, ashtu edhe ministrja Balluku than\u00eb se n\u00eb prill do t\u00eb nisin fluturimet. P\u00ebr ta ilustruar k\u00ebt\u00eb konkretisht, nuk munguan edhe demonstrime fluturimi, kritikuar jo pak nga njoh\u00ebsit e sektorit.<\/p>\n<p>Entuziazmi i qeveris\u00eb me aeroportet kulmoi s\u00eb fundmi me aeroportin e Sarand\u00ebs. Jo se projekti nuk ishte lakuar m\u00eb her\u00ebt, por ministrja e Energjis\u00eb dhe Infrastruktur\u00ebs deklaroi se pritej q\u00eb shum\u00eb shpejt t\u00eb shpallej gara. Sipas saj, n\u00eb momentin q\u00eb n\u00ebnshkruhej kontrata p\u00ebr Vlor\u00ebn do t\u00eb nisin procedurat p\u00ebr aeroportin e Sarand\u00ebs dhe p\u00ebr ta \u00e7uar para si projekt.<\/p>\n<p>Ende mbetet p\u00ebr t\u2019u par\u00eb sesi do t\u00eb jet\u00eb skema e aeroportit t\u00eb Sarand\u00ebs, pasi Kuk\u00ebsi dhe Vlora jan\u00eb me trafik t\u00eb garantuar. Kjo do t\u00eb thot\u00eb se t\u00eb ardhurat e munguara ndaj kompanive, n\u00eb rast se nuk arrihet trafiku, do t\u00eb paguhen nga buxheti me parat\u00eb e taksapaguesve shqiptar\u00eb.<\/p>\n<p>Aeroporti i Vlor\u00ebs, qeveria garanton 138 milion\u00eb euro p\u00ebr kompanin\u00eb<\/p>\n<p>Nd\u00ebrtimi i nj\u00eb aeroporti n\u00eb Jug t\u00eb vendit padyshim q\u00eb ka an\u00ebt e mira, ashtu sikurse mbart edhe rreziqe. Ervin Minarolli, ish-drejtor i Autoritetit t\u00eb Aviacionit Civil, shprehet se n\u00ebse projekti do t\u00eb ishte m\u00eb i vog\u00ebl, do ta kthente m\u00eb shpejt investimin e p\u00ebr rrjedhoj\u00eb, do t\u00eb kishte m\u00eb pak ndikim n\u00eb buxhet.<\/p>\n<p>\u201c<em>N\u00eb qoft\u00eb se n\u00eb Vlor\u00eb do t\u00eb zhvillohej nj\u00eb aeroport modest, sigurisht q\u00eb vlera e investimit do t\u00eb ishte shum\u00eb e vog\u00ebl dhe projekti m\u00eb i justifikuar. N\u00eb \u00e7do rast, duhet t\u00eb kemi parasysh q\u00eb pavar\u00ebsisht d\u00ebshir\u00ebs, aeroporti i Vlor\u00ebs, jasht\u00eb sezonit veror, nuk mund ta konkurroj\u00eb Aeroportin e Tiran\u00ebs, duke pasur parasysh dhe zon\u00ebn e mbulimit p\u00ebr secilin prej tyre. P\u00ebr m\u00eb tep\u00ebr q\u00eb qeveria premton ulje me 25% t\u00eb tarifave aeroportuale, gj\u00eb q\u00eb e v\u00ebshtir\u00ebson dhe m\u00eb shum\u00eb kthimin n\u00eb koh\u00eb t\u00eb investimit<\/em>\u201d \u2013 pohon Minarolli.<\/p>\n<p>Vet\u00eb qeveria, n\u00eb dokumentet e saj, pranon se nj\u00eb aeroport q\u00eb nis nga green fjeld, pra nd\u00ebrtohet nga e para dhe nuk ka t\u00eb dh\u00ebna t\u00eb sakta mbi pritshm\u00ebrin\u00eb e trafikut, mbart rreziqe t\u00eb larta. Mungesa e siguris\u00eb p\u00ebr trafikun b\u00ebri t\u00eb t\u00ebrhiqej edhe kompania turke, e cila shfaqi interes n\u00eb fazat e para kur u lakua aeroporti i Vlor\u00ebs, n\u00eb vitin 2018.<\/p>\n<p>\u201c<em>Referuar t\u00eb ardhurave totale t\u00eb parashikuara n\u00eb skenar\u00ebt e studimit, v\u00ebn\u00eb n\u00eb dispozicion t\u00eb Komisionit, shprehemi se ky projekt mbart risqe t\u00eb larta p\u00ebr arsye se \u00ebsht\u00eb nj\u00eb aeroport, i cili nd\u00ebrtohet nga fillimi n\u00eb nj\u00eb zon\u00eb t\u00eb gjelb\u00ebr (green field), dhe \u00ebsht\u00eb e pamundur t\u00eb parashikohet me sakt\u00ebsi trafiku dhe nuk ka nj\u00eb baz\u00eb t\u00eb dh\u00ebnash. Gjithashtu, sipas parashikimit t\u00eb konsulentit, t\u00eb kontraktuar nga Autoriteti Kontraktor p\u00ebr kryerjen e studimit, v\u00ebrehet nj\u00eb norm\u00eb e ul\u00ebt kthimi n\u00eb rastin baz\u00eb, e cila arrin 9.23%.<\/em><\/p>\n<p><em>N\u00eb k\u00ebto kushte, n\u00eb rast se do t\u00eb vendoset t\u00eb vazhdohet me zhvillimin e k\u00ebtij projekti, at\u00ebher\u00eb autoriteti kontraktues do t\u00eb marr\u00eb masat p\u00ebr t\u00eb garantuar t\u00eb ardhurat e parashikuara n\u00eb skenarin baz\u00eb, pra t\u00eb ardhurat e munguara, midis nivelit faktik dhe atij t\u00eb parashikuar n\u00eb skenarin baz\u00eb p\u00ebr 10 vitet e para t\u00eb operimit<\/em>\u201d \u2013 thuhet n\u00eb dokumentet e hartuara nga konsulenti p\u00ebr k\u00ebt\u00eb projekt.<\/p>\n<p>Referuar tabel\u00ebs, parashikohet q\u00eb t\u00eb ardhurat e garantuara n\u00eb skenarin baz\u00eb p\u00ebr 10 vitet e para t\u00eb operimit t\u00eb jen\u00eb 9.6 milion\u00eb euro n\u00eb vitin e kat\u00ebrt, 10.3 milion\u00eb n\u00eb vitin e pest\u00eb, 11.2 milion\u00eb p\u00ebr t\u00eb gjashtin, 12.1 milion\u00eb p\u00ebr t\u00eb shtatin e k\u00ebshtu me radh\u00eb, me nj\u00eb kulmim prej 18.6 milion\u00ebsh n\u00eb vitin e tremb\u00ebdhjet\u00eb nga n\u00ebnshkrimi i kontrat\u00ebs. N\u00eb total, t\u00eb ardhurat e garantuara duhet t\u00eb jen\u00eb rreth 138 milion\u00eb euro.<\/p>\n<p>N\u00eb rast t\u00eb tejkalimit t\u00eb t\u00eb ardhurave t\u00eb parashikuara n\u00eb rastin optimist, at\u00ebher\u00eb t\u00eb ardhurat mbi nivelin e parashikuar do t\u00eb ndahen n\u00eb raport 50:50 me shtetin.<\/p>\n<p>K\u00ebto parashikime jan\u00eb b\u00ebr\u00eb p\u00ebrpara periudh\u00ebs s\u00eb pandemis\u00eb, nd\u00ebrsa nuk ka vler\u00ebsim se si do t\u00eb ndikoj\u00eb situata aktuale n\u00eb trafikun e pasagjer\u00ebve.<\/p>\n<p>Rreziku mjedisor n\u00eb lagun\u00ebn Vjos\u00eb-Nart\u00eb dhe dilema e siguris\u00eb s\u00eb fluturimeve<\/p>\n<p>Aeroporti i Vlor\u00ebs do t\u00eb nd\u00ebrtohet n\u00eb zon\u00ebn e Ak\u00ebrnis\u00eb, af\u00ebr me lagun\u00ebn Vjos\u00eb-Nart\u00eb. Projekti vler\u00ebsohet se seriozisht mund t\u00eb k\u00ebrc\u00ebnoj\u00eb biodiversitetin e zon\u00ebs sipas ambientalist\u00ebve. Aleksand\u00ebr Traj\u00e7e, Drejtor Ekzekutiv i Shoqat\u00ebs s\u00eb Ruajtjes dhe Mbrojtjes s\u00eb Mjedisit Natyror n\u00eb Shqip\u00ebri, thot\u00eb se k\u00ebrc\u00ebnimi nuk \u00ebsht\u00eb vet\u00ebm mjedisor, por fakti q\u00eb ky \u00ebsht\u00eb nj\u00eb korridor p\u00ebr shpend\u00ebt shtegtar\u00eb, mund t\u00eb kthehet n\u00eb rrezik serioz edhe p\u00ebr fluturimet.<\/p>\n<p>\u201c<em>Nd\u00ebrtimi i aeroportit n\u00eb brend\u00ebsi t\u00eb zon\u00ebs s\u00eb mbrojtur Vjos\u00eb-Nart\u00eb do t\u00eb kishte pasoja shkat\u00ebrrimtare p\u00ebr biodiversitetin e zon\u00ebs dhe sidomos p\u00ebr shpend\u00ebt folezues dhe migrator\u00eb, t\u00eb cil\u00ebt jan\u00eb me mij\u00ebra n\u00eb zon\u00eb. P\u00ebr m\u00eb tep\u00ebr, prania e mij\u00ebra flamingove, pelikan\u00ebve, \u00e7afkave dhe shpend\u00ebsh t\u00eb tjer\u00eb t\u00eb m\u00ebdhenj e rrit thell\u00ebsisht rrezikun e p\u00ebrplasjes s\u00eb tyre me avion\u00ebt, \u00e7ka p\u00ebrb\u00ebn nj\u00eb rrezik serioz dhe p\u00ebr sigurin\u00eb e njer\u00ebzve\u201d<\/em> \u2013 pohon ai.<\/p>\n<p>Traj\u00e7e n\u00ebnvizon se n\u00eb raportin e ruajtjes s\u00eb biodiversitetit dhe zhvillimit ekonomik intensiv duhet t\u00eb kishte mbizot\u00ebruar i pari, t\u00eb pakt\u00ebn n\u00eb nj\u00eb zon\u00eb q\u00eb ka statusin \u201czon\u00eb e mbrojtur\u201d. Ai vler\u00ebson se nj\u00eb aeroport mund t\u00eb ishte menduar diku m\u00eb larg k\u00ebsaj zone dhe k\u00ebtu t\u2019i lihej vendi aktiviteteve m\u00eb miq\u00ebsore me mjedisin dhe me zhvillim t\u00eb q\u00ebndruesh\u00ebm.<\/p>\n<p>Qartazi q\u00eb, n\u00eb zonat e mbrojtura duhet t\u00eb mbizot\u00ebroj\u00eb ruajtja e natyr\u00ebs dhe jo t\u00eb prioritizohen modele intensive t\u00eb zhvillimit ekonomik. Vjos\u00eb-Narta \u00ebsht\u00eb nj\u00eb zon\u00eb e mbrojtur q\u00eb n\u00eb vitin 2004 dhe si e till\u00eb, duhet t\u00eb orientohet drejt ruajtjes s\u00eb vlerave natyrore dhe biodiversitetit dhe jo drejt zhvillimeve intensive ekonomike. Modelet e ekonomis\u00eb s\u00eb q\u00ebndrueshme si eko-turizmi, agro-turizmi apo turizmi i natyr\u00ebs n\u00eb p\u00ebrgjith\u00ebsi jan\u00eb prevalente n\u00eb zona t\u00eb mbrojtura.<\/p>\n<p>Ndikimi n\u00eb turiz\u00ebm, pozitiv; A ka logjik\u00eb ekonomike p\u00ebr dy aeroporte n\u00eb Jug?<\/p>\n<p>Nj\u00eb nga lobuesit m\u00eb t\u00eb m\u00ebdhenj p\u00ebr pranin\u00eb e nj\u00eb aeroporti n\u00eb Jug t\u00eb vendit ka qen\u00eb sektori i turizmit. Par\u00eb n\u00eb k\u00ebt\u00eb k\u00ebndv\u00ebshtrim, mendojm\u00eb se p\u00ebr vet\u00eb pozicionin e aeroportit t\u00eb Kuk\u00ebsit do t\u00eb jet\u00eb nj\u00eb vler\u00eb e shtuar. T\u00eb gjith\u00eb besoj jemi dakord me faktin q\u00eb konkurrenca na nxit t\u00eb jemi n\u00eb p\u00ebrmir\u00ebsim t\u00eb vazhduesh\u00ebm dhe p\u00ebrmir\u00ebsimi na b\u00ebn edhe m\u00eb konkurrues edhe p\u00ebrtej nesh.<\/em><\/p>\n<p><em>Aeroporti i Vlor\u00ebs do t\u00eb jet\u00eb nj\u00eb destinacion turistik dhe shumica e pasagjer\u00ebve q\u00eb vizitojn\u00eb Shqip\u00ebrin\u00eb gjat\u00eb sezonit t\u00eb ver\u00ebs, ve\u00e7an\u00ebrisht ata q\u00eb zgjedhin Jugun, do t\u2019i drejtohen pik\u00ebrisht k\u00ebtij aeroporti. Kjo p\u00ebr ne \u00ebsht\u00eb konkurrenc\u00eb e drejtp\u00ebrdrejt\u00eb, pasi gjat\u00eb sezonit t\u00eb ver\u00ebs ne kemi dhe fluksin m\u00eb t\u00eb madh t\u00eb pasagjer\u00ebve.
