K\u00ebtyre u shtohet edhe pesha e lart\u00eb q\u00eb ka bujq\u00ebsia n\u00eb ekonomi (rreth 19% e PBB-s\u00eb), nj\u00eb sektor q\u00eb mbetet i pataksuar.<\/p>\n<p>Niveli i ul\u00ebt i t\u00eb ardhurave kusht\u00ebzon edhe kahun tjet\u00ebr, at\u00eb t\u00eb shpenzimeve. Parat\u00eb q\u00eb qeveria shpenzon p\u00ebr administrat\u00ebn, subvencionet e pensioneve, pagesat e interesave t\u00eb borxheve dhe sidomos investimet kapitale p\u00ebr rrug\u00eb, uj\u00ebsjell\u00ebs, kanalizime, shkolla, spitale etj., nuk i kalojn\u00eb 30% t\u00eb PBB-s\u00eb (n\u00eb nj\u00eb periudh\u00eb normale). T\u00eb ardhurat e ul\u00ebta kufizojn\u00eb mund\u00ebsit\u00eb p\u00ebr rritjen e pagave t\u00eb administrat\u00ebs (q\u00eb jan\u00eb m\u00eb t\u00eb ul\u00ebtat n\u00eb rajon), apo t\u00eb pensioneve (q\u00eb mbeten posht\u00eb kufirit minimal t\u00eb jetes\u00ebs).<\/p>\n<p>N\u00eb k\u00ebto kushte, ashtu si nj\u00eb familje q\u00eb siguron pak t\u00eb ardhura, eficienca e p\u00ebrdorimit t\u00eb parave duhet t\u00eb ishte n\u00eb maksimum dhe n\u00eb koh\u00eb t\u00eb mira t\u00eb mendohet q\u00eb t\u00eb lihen para m\u00ebnjan\u00eb p\u00ebr nj\u00eb dit\u00eb t\u00eb v\u00ebshtir\u00eb. P\u00ebr m\u00eb tep\u00ebr q\u00eb parat\u00eb t\u00eb cilat i mbledh buxheti jan\u00eb t\u00eb taksapaguesve: bizneseve q\u00eb arrijn\u00eb fitime t\u00eb mundimshme, apo pun\u00ebmarr\u00ebsve q\u00eb u ndalet direkt nga paga.<\/p>\n<p>N\u00eb fakt, po ndodh e kund\u00ebrta. Efektiviteti i p\u00ebrdorimit t\u00eb parave publike gjithnj\u00eb ka l\u00ebn\u00eb shum\u00eb p\u00ebr t\u00eb d\u00ebshiruar. Kontrolli i Lart\u00eb i Shtetit, \u00e7do vit, raporton p\u00ebr shkelje n\u00eb vlera t\u00eb m\u00ebdha n\u00eb menaxhimin e buxhetit. Raporti vjetor i Agjencis\u00eb s\u00eb Prokurimit Publik p\u00ebr vitin 2020 tregon se ka nj\u00eb rritje t\u00eb ndjeshme t\u00eb procedurave me negocim pa shpallje paraprake, t\u00eb cilat jan\u00eb kritikuar vazhdimisht p\u00ebr shkak t\u00eb hap\u00ebsirave q\u00eb l\u00ebn\u00eb p\u00ebr abuzime.<\/p>\n<p>N\u00eb projektet e Partneritetit Publik \u2013 Privat (PPP), nj\u00eb praktik\u00eb e zakonshme e viteve t\u00eb fundit, riskun financiar e ka marr\u00eb p\u00ebrsip\u00ebr shteti. N\u00eb shum\u00eb prej tyre, bizneset paguhen nga buxheti p\u00ebr trafikun e munguar, kontrollet e pakryera, plehrat e pagjeneruara etj. PPP-t\u00eb jasht\u00eb bilancit t\u00eb buxhetit (q\u00eb nuk llogariten si borxh) kan\u00eb arritur deri tani 9% t\u00eb PBB-s\u00eb.<\/p>\n<p>Si t\u00eb mos mjaftonte kriza q\u00eb ka shkaktuar n\u00eb ekonomi, e si rrjedhoj\u00eb n\u00eb buxhet, pandemia e Covid-19, goditja finale erdhi nga Qendra Nd\u00ebrkomb\u00ebtare p\u00ebr Zgjidhjen e Mosmarr\u00ebveshjeve t\u00eb Investimeve (ICSID) nj\u00eb gjykat\u00eb arbitrazhi, pjes\u00eb e Bank\u00ebs Bot\u00ebrore. Kjo e fundit dha vendimin p\u00ebrfundimtar n\u00eb gjyqin me Francesco Becchetti, duke e detyruar qeverin\u00eb shqiptare t\u00eb paguaj\u00eb 110 milion\u00eb euro p\u00ebr d\u00ebmin q\u00eb i ka shkaktuar sip\u00ebrmarr\u00ebsit italian p\u00ebr mbylljen e televizionit \u201cAgon\u201d n\u00eb vitin 2015.<\/p>\n<p>Vendimi \u00ebsht\u00eb tregues i pap\u00ebrgjegjshm\u00ebris\u00eb s\u00eb p\u00ebrdorimit t\u00eb shtetit, si nj\u00eb mjet personal presioni, ku d\u00ebmin do ta paguajn\u00eb t\u00eb gjith\u00eb taksapaguesit. Se sa e lart\u00eb \u00ebsht\u00eb kjo shum\u00eb p\u00ebr buxhetin shqiptar, mjaft t\u00eb themi q\u00eb aq u p\u00ebrdor gjithsej nga qeveria n\u00eb 2020-n p\u00ebr mb\u00ebshtetjen direkte t\u00eb bizneseve n\u00eb pandemi dhe me k\u00ebt\u00eb shum\u00eb do t\u00eb ishin bler\u00eb vaksina Pfizer t\u00eb mjaftueshme p\u00ebr t\u00eb gjith\u00eb popullat\u00ebn dhe do t\u00eb kishte mbaruar tashm\u00eb procesi i vaksinimit (Izraeli, q\u00eb nxitoi t\u2019\u00ed siguronte i pari, i bleu 25 dollar\u00eb p\u00ebr nj\u00eb vaksin\u00eb).<\/p>\n<p>Dhe nuk \u00ebsht\u00eb vet\u00ebm Becchetti. Ai \u00ebsht\u00eb vet\u00ebm fillimi. N\u00eb radh\u00eb jan\u00eb dhe shum\u00eb \u00e7\u00ebshtje t\u00eb tjera arbitrazhi, q\u00eb kan\u00eb nj\u00eb probabilitet t\u00eb lart\u00eb p\u00ebr t\u2019u humbur (gjykatat nd\u00ebrkomb\u00ebtare t\u00eb arbitrazhit priren q\u00eb t\u00eb mbrojn\u00eb sip\u00ebrmarr\u00ebsit dhe t\u2019u l\u00ebn\u00eb qeverive kostot e vendimeve t\u00eb tyre politike). Bashkimi i kompanive \u201cCopri\u201d dhe \u201cAktor\u201d, t\u00eb cilat ishin t\u00eb angazhuara n\u00eb nd\u00ebrtimin e autostrad\u00ebs Tiran\u00eb-Elbasan, ka arritur t\u00eb fitoj\u00eb n\u00eb faz\u00ebn e par\u00eb nj\u00eb d\u00ebmshp\u00ebrblim prej 45 milion\u00eb dollar\u00ebsh. Kompania italo-japoneze, \u201cDondi Kubota\u201d, e cila zbatoi projektin impiant t\u00eb p\u00ebrpunimit dhe pastrimit t\u00eb uj\u00ebrave t\u00eb zeza t\u00eb Tiran\u00ebs, pretendon 90 milion\u00eb euro d\u00ebme p\u00ebr nd\u00ebrprerje kontrate.<\/p>\n<p>\u201cArka Energy B.V.\u201d, q\u00eb fitoi dhe m\u00eb pas iu anulua tenderi p\u00ebr parkun fotovoltaik t\u00eb Ak\u00ebrnis\u00eb n\u00eb Fier, k\u00ebrkon n\u00eb arbitrazh 110 milion\u00eb euro. P\u00ebrplasja e qeveris\u00eb me \u201cDurr\u00ebs Kurum Shipping\u201d, p\u00ebr nd\u00ebrprerje kontrate, mund t\u00eb kushtoj\u00eb 100 milion\u00eb euro. N\u00eb total, d\u00ebmshp\u00ebrblimi potencial llogaritet rreth 450 milion\u00eb euro, nj\u00eb shum\u00eb q\u00eb \u00ebsht\u00eb m\u00eb shum\u00eb se gjysma e shpenzimeve kapitale t\u00eb nj\u00eb viti dhe mund ta \u00e7onte buxhetin n\u00eb paaft\u00ebsi paguese, n\u00ebse t\u00eb gjith\u00eb do t\u00eb k\u00ebrkonin nj\u00ebher\u00ebsh t\u00eb paguheshin.<\/p>\n<p>Mungesa e k\u00ebrkes\u00ebs s\u00eb llogaris\u00eb s\u00eb publikut p\u00ebr m\u00ebnyr\u00ebn se si p\u00ebrdoren parat\u00eb e tyre, nj\u00eb tipar i vendeve pak t\u00eb zhvilluara dhe me demokraci t\u00eb dob\u00ebt, tashm\u00eb duhet t\u00eb marr\u00eb fund.
