        "rendered": "<p>Me ane te nje postimi ne Facebook Petrit Vasili ka nenvizuar faktin se ligji flet qarte ne lidhje me shkeljet qe jane bere me tenderat.Ai i ka bere thirrje SPAK qe te heqe dore nga &#8220;cironkat&#8221;, por te \u00e7oje para drejtesise peshkaqenet!<\/p>\n<p>Postimi i plote<\/p>\n<p>Lleshaj genjeu per pergjegjesite e tij per tenderin e uniformave duke bere gjoja indiferentin monumental dhe deklaroi:<\/p>\n<p>&#8220;Si Minist\u00ebr i Brendsh\u00ebm nuk kam pasur as ndonj\u00eb shtys\u00eb personale dhe mbi t\u00eb gjitha as autoritet ligjor p\u00ebr t\u2019u p\u00ebrfshir\u00eb n\u00eb asnj\u00eb procedure konkrete prokurimi&#8221;.<\/p>\n<p>Lleshaj ka pergjegjesi te qarta, qe ja ngarkon VKM Nr.81 date 14.2.2018.&#8221;P\u00cbR KRIJIMIN, ORGANIZIMIN DHE FUNKSIONIMIN E AGJENCIS\u00cb S\u00cb BLERJEVE T\u00cb P\u00cbRQENDRUARA &#8220;.<\/p>\n<p>Kjo VKM percakton qarte ne piken 5 dhe 6 se:<\/p>\n<p>Drejtori i Pergjithshem i Agjencise pergjigjet para Ministrit dhe emerohet e shkarkohet nga ai.<\/p>\n<p>Edhe buxheti i Agjencise edhe pjese e buxhetit te Ministrise se Brendeshme.<\/p>\n<p>Ja cfare thote VKM 81 date 14.2.2018:<\/p>\n<p>&#8220;3. Agjencia ka buxhetin e vet, i cili \u00ebsht\u00eb pjes\u00eb e buxhetit t\u00eb Ministris\u00eb s\u00eb Brendshme.<\/p>\n<ol start=\"5\">\n<li>Agjencia drejtohet nga Drejtori i P\u00ebrgjithsh\u00ebm, i cili organizon dhe drejton t\u00eb gjith\u00eb veprimtarin\u00eb e k\u00ebsaj Agjencie dhe p\u00ebrgjigjet para Ministrit.<\/li>\n<li>Drejtori i P\u00ebrgjithsh\u00ebm i Agjencis\u00eb em\u00ebrohet, lirohet ose shkarkohet nga Ministri&#8221;.<\/li>\n<\/ol>\n<p>Drejtori pra pergjigjet vetem para Ministrit te Brendeshem ndersa Lleshaj genjen hapur.<\/p>\n<p>Cfare halli ka qe genjen eshte detyre e drejtesise ta qartesoje.<\/p>\n<p>Keta kete te rilindjes kete mision kane qe te mashtrojne pa fund dhe pacipesisht, por e verteta nuk mbulohet.<\/p>\n<p>SPAK te heqe dore nga cironkat, por te \u00e7oje para drejtesise peshkaqenet!<\/p>\n<p>P.S Foto e VKM Nr.81 date 14.2.2018<\/p>",
