T\u00eb 136 faqet e k\u00ebtij raporti p\u00ebrb\u00ebjn\u00eb prov\u00ebn e shkruar se qeverisja e sotme e sektit Rama nuk i ka plot\u00ebsuar t\u00eb 15 parakushtet e v\u00ebna p\u00ebr integrimin, nga ana e Bashkimit Europian. Sikurse e kan\u00eb theksuar edhe eurodeputet\u00eb, p\u00ebrfaq\u00ebsues t\u00eb lart\u00eb t\u00eb vendimmarrjes n\u00eb komisionet e Parlamentit Europian, besueshm\u00ebria e vet\u00eb BE-s\u00eb varet nga p\u00ebrmbushja e 15 parakushteve t\u00eb BE-s\u00eb nga Shqip\u00ebria, para se t\u00eb vazhdohet me procesin e pranimit n\u00eb BE. Rruga drejt an\u00ebtar\u00ebsimit n\u00eb Bashkimin Europian \u00ebsht\u00eb nj\u00eb nga k\u00ebrkesat q\u00eb synojn\u00eb garantimin e demokratizimit, modernizimit, sundimit t\u00eb ligjit dhe garantimit t\u00eb stabilitetit. N\u00ebse an\u00ebtar\u00ebt e rinj bashkohen pa respektuar plot\u00ebsisht vlerat thelb\u00ebsore t\u00eb BE-s\u00eb, do t\u00eb minonin besueshm\u00ebrin\u00eb e Bashkimit Europian n\u00eb t\u00ebr\u00ebsi. ProgresRaporti 2021 p\u00ebr Shqip\u00ebrin\u00eb i Komisionit Europian p\u00ebrfaq\u00ebson nj\u00eb aktakuz\u00eb serioze dhe t\u00eb mirargumentuar t\u00eb d\u00ebshtimit t\u00eb sektit n\u00eb organizimin e zgjedhjeve t\u00eb 25 prillit, n\u00eb Reform\u00ebn n\u00eb Drejt\u00ebsi, n\u00eb luft\u00ebn kund\u00ebr korrupsionit, n\u00eb integrimin e vendit n\u00eb BE, n\u00eb ekonomi dhe n\u00eb reform\u00ebn e decentralizimit t\u00eb pushtetit vendor.<\/p>\n<p><strong>BE DHE ZGJEDHJET E 25 PRILLIT<\/strong><\/p>\n<p>N\u00eb lidhje me zgjedhjet e 25 prillit, ProgresRaporti i Komisionit Europian cil\u00ebson se \u201cShqet\u00ebsimet mbeten n\u00eb lidhje me keqp\u00ebrdorimin e burimeve publike ose funksioneve zyrtare, me pretendimet p\u00ebr blerjen e vot\u00ebs dhe rrjedhjen e t\u00eb dh\u00ebnave personale t\u00eb ndjeshme q\u00eb mbulojn\u00eb preferencat politike t\u00eb qytetar\u00ebve\u201d (Progres-Raporti 2021, fq.4, paragrafi i par\u00eb).<\/p>\n<p>Ai vijon n\u00eb faqen 29, paragrafi i par\u00eb, duke theksuar se \u201cRrjedhja e t\u00eb dh\u00ebnave t\u00eb ndjeshme personale, duke p\u00ebrfshir\u00eb preferencat politike u shfaq gjat\u00eb fushat\u00ebs p\u00ebr zgjedhjet e p\u00ebrgjithshme t\u00eb 25 prillit\u201d<\/p>\n<p>N\u00eb faqen 26, paragrafi i kat\u00ebrt, Raporti paraqet indiferenc\u00ebn e plot\u00eb t\u00eb qeverisjes s\u00eb sotme ndaj rekomandimeve zgjedhore t\u00eb Bashkimit Europian. Ai n\u00ebnvizon se \u201cRekomandimet e jasht\u00ebzakonshme t\u00eb BE -s\u00eb p\u00ebr p\u00ebrmir\u00ebsimin e financimit t\u00eb partive politike dhe reform\u00ebn zgjedhore, t\u00eb cilat nuk jan\u00eb pjes\u00eb e rekomandimeve t\u00eb OSBE\/ODIHR, ende duhet t\u00eb adresohen. Incidentet, t\u00eb cilat ndodh\u00ebn gjat\u00eb fushat\u00ebs zgjedhore, ve\u00e7an\u00ebrisht n\u00eb lidhje me blerjen e vot\u00ebs, kan\u00eb treguar se ka nevoj\u00eb p\u00ebr financa transparente t\u00eb partive politike\u201d<\/p>\n<p><strong>INTEGRIMI EUROPIAN<\/strong><\/p>\n<p>Sekti i liderit global d\u00ebshtoi theksh\u00ebm dhe me procesin e integrimit europian, jet\u00ebsor p\u00ebr shqiptar\u00ebt. N\u00eb faqen 11, paragrafi i fundit, Progres-Raporti shprehet se \u201cSidoqoft\u00eb, integrimi n\u00eb BE shfaqet me profil t\u00eb ul\u00ebt n\u00eb prioritetet e p\u00ebrcaktuara n\u00eb programin e qeveris\u00eb s\u00eb re t\u00eb paraqitur n\u00eb shtator 2021\u201d. N\u00eb programin qeveris\u00ebs t\u00eb shpalosur me buj\u00eb pak jav\u00eb m\u00eb par\u00eb, strategjia e integrimit 2021-2025 dhe plani i veprimit p\u00ebr zbatimin e saj nuk shfaqet asgj\u00ebkund. \u00c7far\u00eb, papritmas e harruam integrimin, p\u00ebr megalomanin\u00eb e liderit global q\u00eb\u00a0preferon t\u00eb kritikoj\u00eb si drit\u00ebshkurt\u00ebr BE-n\u00eb?<\/p>\n<p>M\u00eb tej, Progres-Raporti vazhdon: \u201cKonsultimi mbi politikat dhe legjislacionin duhet t\u00eb jet\u00eb m\u00eb thelb\u00ebsor n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb rris\u00eb m\u00eb tej p\u00ebrfshirjen dhe transparenc\u00ebn e procesit t\u00eb reform\u00ebs, ve\u00e7an\u00ebrisht n\u00eb \u00e7\u00ebshtjet q\u00eb lidhen me reformat e orientuara drejt BE\u2013s\u00eb\u201d. (Progres-Raporti 2021, fq.12, paragrafi i par\u00eb.<\/p>\n<p>Reforma n\u00eb Drejt\u00ebsi<\/p>\n<p>P\u00ebr Reform\u00ebn n\u00eb Drejt\u00ebsi, p\u00ebr t\u00eb cil\u00ebn qeverisja e sotme shfaqet si kampione e mb\u00ebshtetjes, Progres-Raporti i BE-s\u00eb e thot\u00eb tro\u00e7 se \u201cEfikasiteti i sistemit gjyq\u00ebsor \u00ebsht\u00eb ndikuar nga koh\u00ebzgjatja e procedurave, shkalla e ul\u00ebt e pastrimit dhe ngarkesa e madhe. Gjykatat e Apelit kan\u00eb nj\u00eb num\u00ebr t\u00eb madh t\u00eb \u00e7\u00ebshtjeve t\u00eb trash\u00ebguara dhe vende t\u00eb lira gjyq\u00ebsore, me vet\u00ebm 40 nga 78 gjyqtar\u00ebt e Apelit n\u00eb detyr\u00eb. Nj\u00eb hart\u00eb e re gjyq\u00ebsore duhet miratuar dhe zbatuar urgjentisht, p\u00ebr t\u00eb rishp\u00ebrndar\u00eb gjyqtar\u00ebt dhe burimet brenda sistemit gjyq\u00ebsor. Koh\u00ebzgjatja mesatare p\u00ebr nj\u00eb \u00e7\u00ebshtje n\u00eb nivelin e Apelit \u00ebsht\u00eb 998 dit\u00eb (rreth 3 vjet) p\u00ebr \u00e7\u00ebshtjet penale dhe 1742 dit\u00eb (rreth 5 vjet) p\u00ebr \u00e7\u00ebshtjet civile dhe tregtare\u201d. (Progres-Raporti 2021, faqja 22, paragrafi i kat\u00ebrt.<\/p>\n<p><strong>ANTIKORRUPSIONI<\/strong><\/p>\n<p>\u00cbsht\u00eb n\u00eb luft\u00ebn ndaj korrupsionit q\u00eb qeverisja Rama \u201cshk\u00eblqen\u201d me ngjyr\u00ebn m\u00eb t\u00eb zez\u00eb t\u00eb saj. \u201cD\u00ebnimet n\u00eb rastet q\u00eb p\u00ebrfshijn\u00eb zyrtar\u00eb t\u00eb nivelit t\u00eb lart\u00eb mbeten ende t\u00eb kufizuara, duke nxitur nj\u00eb kultur\u00eb mosnd\u00ebshkimi brenda niveleve m\u00eb t\u00eb larta t\u00eb Shtetit\u2026 N\u00eb p\u00ebrgjith\u00ebsi, korrupsioni \u00ebsht\u00eb mbizot\u00ebrues n\u00eb shum\u00eb fusha t\u00eb jet\u00ebs publike dhe t\u00eb biznesit dhe mbetet nj\u00eb \u00e7\u00ebshtje shqet\u00ebsuese serioze\u201d, cil\u00ebson Progres Raporti i BE-s\u00eb n\u00eb fq. 5, paragrafi i tret\u00eb.<\/p>\n<p>Me tej, ai vazhdon: \u201cNdikimi i masave kund\u00ebr korrupsionit n\u00eb zonat ve\u00e7an\u00ebrisht t\u00eb cenueshme (doganat, administrata tatimore, arsimi, sh\u00ebndet\u00ebsia, prokurimi publik, kontratat PPP etj.) mbetet i kufizuar. Kontrollet e brendshme dhe mekanizmat e inspektimit brenda administrat\u00ebs publike mbeten t\u00eb dob\u00ebta dhe joefektive\u201d. Komentet ndaj k\u00ebtyre konsideratave t\u00eb BE-s\u00eb jan\u00eb t\u00eb tep\u00ebrta.<\/p>\n<p><strong>EKONOMIA<\/strong><\/p>\n<p>Komisioni Europian, n\u00eb Progres-Raportin 2021, n\u00eb Klasterin e Tret\u00eb t\u00eb raportit, me titull \u201cKonkurreshm\u00ebria dhe rritja gjith\u00ebp\u00ebrfshir\u00ebse\u201d, cil\u00ebson:<\/p>\n<ol>\n<li>\u201cHumbjet e larta t\u00eb t\u00eb ardhurave dhe shpenzimet e jasht\u00ebzakonshme, t\u00eb cilat \u00e7uan n\u00eb rritjen e deficitit fiskal dhe borxhit publik n\u00eb vitin 2020, duke fshir\u00eb p\u00ebrpjekjet disavje\u00e7are t\u00eb konsolidimit fiskal\u201d. (Progres-Raporti 2021, faqja 53, paragrafi i dyt\u00eb).<\/li>\n<li>\u201cBorxhi dhe deficiti publik i Shqip\u00ebris\u00eb u rrit\u00ebn ndjesh\u00ebm p\u00ebr shkak t\u00eb pandemis\u00eb COVID-19 n\u00eb vitin 2020 dhe do t\u00eb mbeten n\u00eb nivele t\u00eb larta n\u00eb vitin 2021\u201d. (Progres-Raporti 2021, faqja 51, paragrafi i dyt\u00eb\u201d).<\/li>\n<li>\u201cReformat social-ekonomike duhet t\u00eb ndiqen me p\u00ebrpar\u00ebsi, p\u00ebr t\u00eb ndihmuar n\u00eb adresimin e dob\u00ebsive ekzistuese strukturore, konkurrenc\u00ebn e ul\u00ebt, papun\u00ebsin\u00eb e lart\u00eb dhe ndikimin e pandemis\u00eb\u201d. (Progres Raporti 2021, faqja 8, paragrafi i par\u00eb).<\/li>\n<li>\u201cBoshll\u00ebqe t\u00eb konsiderueshme mbeten, n\u00eb krahasim me vendet partnere rajonale dhe europiane. Konkurrueshm\u00ebria e Shqip\u00ebris\u00eb pengohet nga mungesa e njohurive sip\u00ebrmarr\u00ebse dhe teknologjike, nivele t\u00eb konsiderueshme t\u00eb informalitetit, nevoja t\u00eb paplot\u00ebsuara p\u00ebr investime n\u00eb kapital njer\u00ebzor dhe fizik dhe shpenzime t\u00eb ul\u00ebta p\u00ebr k\u00ebrkim dhe zhvillim. Boshll\u00ebqet paraekzistuese dhe t\u00eb r\u00ebnd\u00ebsishme n\u00eb aft\u00ebsit\u00eb dhe arsimin ndoshta jan\u00eb zgjeruar, p\u00ebr shkak t\u00eb bllokimeve t\u00eb lidhura me COVID-19 dhe m\u00ebsimit n\u00eb distanc\u00eb, i cili nuk \u00ebsht\u00eb i arritsh\u00ebm p\u00ebr t\u00eb gjith\u00eb. Integrimi rajonal dhe eksportet u rrit\u00ebn, por mbet\u00ebn n\u00ebn potencialin. Mungesa e produktit dhe diversifikimi gjeografik n\u00eb eksportet e Shqip\u00ebris\u00eb e shtojn\u00eb cenueshm\u00ebrin\u00eb e tyre ndaj goditjeve t\u00eb jashtme\u201d(Progres Raporti 2021, faqja 7, paragrafi i tret\u00eb).<\/li>\n<li>\u201cR\u00ebnia e eksporteve t\u00eb sh\u00ebrbimeve dhe remitancave zgjeroi deficitin tashm\u00eb t\u00eb lart\u00eb t\u00eb llogaris\u00eb rrjedh\u00ebse n\u00eb m\u00ebnyr\u00eb t\u00eb konsiderueshme n\u00eb vitin 2020\u201d (Progres Raporti 2021, faqja 52, paragrafi i dyt\u00eb).<\/li>\n<li>\u201cPlanet p\u00ebr konsolidimin fiskal dhe zgjerimin e rekomanduar t\u00eb baz\u00ebs tatimore jan\u00eb shtyr\u00eb\u201d (Progres-Raporti 2021, faqja 53, paragrafi i tret\u00eb; si dhe<\/li>\n<li>\u201cRreziqet fiskale vazhdojn\u00eb, nd\u00ebrsa reformat n\u00eb menaxhimin e investimeve publike kan\u00eb ngecur\u201d (Progres Raporti 2021, faqja 53, paragrafi i kat\u00ebrt).<\/li>\n<\/ol>\n<p><strong>PUSHTETI VENDOR DHE REFORMA ADMINISTRATIVE<\/strong><\/p>\n<p>Bashkimi Europian n\u00eb Progres-Raport v\u00eb theksin edhe n\u00eb d\u00ebshtimin e q\u00ebndrueshm\u00ebris\u00eb financiare t\u00eb reform\u00ebs s\u00eb decentralizimit t\u00eb pushtetit vendor. Ai cil\u00ebson se \u201cNd\u00ebrsa bashkive u jan\u00eb dh\u00ebn\u00eb kompetenca m\u00eb t\u00eb m\u00ebdha p\u00ebr b\u00ebrjen e politikave, nj\u00ebsive t\u00eb qeverisjes vendore u mungojn\u00eb ende burimet e mjaftueshme financiare dhe kapaciteti administrativ p\u00ebr t\u2019i ushtruar ato n\u00eb m\u00ebnyr\u00eb efektive \u2026 Situata e tyre financiare \u00ebsht\u00eb b\u00ebr\u00eb gjithnj\u00eb e m\u00eb e komplikuar nga pandemia, me burimet n\u00eb dispozicion t\u00eb NJQV-ve duke u zvog\u00ebluar gjithnj\u00eb e m\u00eb shum\u00eb\u2026 Reforma administrative territoriale duhet t\u00eb konsolidohet si pjes\u00eb e agjend\u00ebs m\u00eb t\u00eb gjer\u00eb t\u00eb decentralizimit. Nevojitet nj\u00eb monitorim dhe vler\u00ebsim sistematik i zbatimit t\u00eb strategjis\u00eb komb\u00ebtare t\u00eb decentralizimit dhe qeverisjes vendore 2015- 2022\u2033 (Progres Raporti 2021, faqja 12, paragrafi i tret\u00eb dhe i kat\u00ebrt).<\/p>\n<p>Progres-Raporti 2021 i Komisionit Europian p\u00ebr Shqip\u00ebrin\u00eb rr\u00ebzon nj\u00eb her\u00eb e p\u00ebrgjithmon\u00eb p\u00ebrrallat q\u00eb k\u00ebrkon t\u00eb shes\u00eb sekti Rama, se gjoja \u00ebsht\u00eb vet\u00eb Bashkimi Europian me problemet e tij t\u00eb brendshme, q\u00eb po e bllokon ose ngadal\u00ebson integrimin e Shqip\u00ebris\u00eb (problemet e Maqedonis\u00eb s\u00eb Veriut me Bullgarin\u00eb, q\u00ebndrimi refraktar i disa vendeve t\u00eb tjera an\u00ebtare etj., etj.).<\/p>\n<p>Shpreh besimin se, pavar\u00ebsisht ndonj\u00eb simpatie personale q\u00eb kthehet leht\u00eb n\u00eb favorizim klientelist, p\u00ebrfaq\u00ebsuesit e Bashkimit Europian n\u00eb Tiran\u00eb do t\u00eb din\u00eb t\u00eb ngrihen n\u00eb lart\u00ebsin\u00eb e detyr\u00ebs dhe t\u00eb k\u00ebrkojn\u00eb plot\u00ebsimin e t\u00eb 15 parakushteve t\u00eb BE-s\u00eb p\u00ebr an\u00ebtar\u00ebsim, pasi k\u00ebshtu ndihmojn\u00eb realisht qytetar\u00ebt shqiptar\u00eb dhe forcojn\u00eb kultur\u00ebn e p\u00ebrgjegjshm\u00ebris\u00eb dhe llogaridh\u00ebnies n\u00eb vend. Ata nuk duhet ta anashkalojn\u00eb k\u00ebt\u00eb devijim t\u00eb sh\u00ebmtuar t\u00eb problemeve reale t\u00eb qeverisjes s\u00eb sotme t\u00eb Shqip\u00ebris\u00eb n\u00eb rrug\u00ebn e saj drejt integrimit n\u00eb familjen e madhe t\u00eb p\u00ebrbashk\u00ebt europiane, duke shitur mosplot\u00ebsimin e 15 parakushteve t\u00eb BE-s\u00eb p\u00ebr problematik\u00eb zgjerimi t\u00eb BE-s\u00eb.<\/p>\n<p>Ndryshe nga sa pretendon qeverisja e sotme, se detyrat e sht\u00ebpis\u00eb p\u00ebr integrimin europian i ka b\u00ebr\u00eb m\u00eb s\u00eb miri, sipas gjetjeve dhe rekomandimeve t\u00eb Progres-Raportit 2021 p\u00ebr Shqip\u00ebrin\u00eb t\u00eb Komisionit Europian, sekti Rama jo vet\u00ebm nuk i ka b\u00ebr\u00eb detyrat e sht\u00ebpis\u00eb si duhet, por edhe ka ngelur n\u00eb klas\u00eb.<\/p>\n<p>Opozita e vendit ka p\u00ebr detyr\u00eb madhore, p\u00ebrpara t\u00eb gjith\u00eb qytetar\u00ebve shqiptar\u00eb, q\u00eb t\u00eb \u00e7montoj\u00eb t\u00eb plot\u00eb mekanizmin 3D t\u00eb g\u00ebnjeshtr\u00ebs virtuale q\u00eb qeverisja Rama ka perfeksionuar gjat\u00eb k\u00ebtyre 8 viteve, p\u00ebr ta nxjerr\u00eb liderin global, Kryeministrin ton\u00eb, lakuriq n\u00eb mashtrimet e tij t\u00eb p\u00ebrs\u00ebritura.<\/p>","protected":false},"excerpt":{"rendered":"<p>NGA BUJAR LESKAJ Komisioni Europian publikoi dit\u00ebn e djeshme Progres-Raportin p\u00ebr Shqip\u00ebrin\u00eb.
