Gjith\u00eb t\u00eb tjerat jan\u00eb n\u00eb aj\u00ebr ose n\u00eb kokat e s\u00ebmura t\u00eb qeveris\u00eb o Beu yn\u00eb sepse:<\/p>\n<ol>\n<li>Qeveria para s\u00eb t\u00eb jap\u00eb leje p\u00ebr t\u00eb shp\u00ebrb\u00ebr\u00eb Portin e Durr\u00ebsit, duhet t\u00eb marr\u00eb mendim nga agjencit\u00eb e specializuara: Kapiteneria e Portit, Agjencia Portuale Durr\u00ebs, Universiteti dhe Akademia e Detit, p\u00ebrfaq\u00ebsit\u00eb studimore, q\u00eb merren me nd\u00ebrtimin e porteve, p\u00ebrfaq\u00ebsuesit e Bashkis\u00eb, Prefektur\u00ebs, komunitetit t\u00eb Durr\u00ebsit, grupet e interesit n\u00eb t\u00ebr\u00ebsi etj. Ky \u00ebsht\u00eb ligj kushtetues. N\u00eb Rijeka, kompania v\u00ebndase ACI-Gitone n\u00eb bashk\u00ebpunim me kompanin\u00eb gjermane L\u00dcRSEN po p\u00ebrfundojn\u00eb dokumentacionin p\u00ebr nd\u00ebrtimin e marin\u00ebs n\u00eb porto Baros n\u00eb Rijeka dhe porti i konteiner\u00ebve po nd\u00ebrtohet n\u00eb Jug t\u00eb portit ekzistues, n\u00eb nj\u00eb thell\u00ebsi uji prej 30m. Ky vendim \u00ebsht\u00eb shoq\u00ebruar me konsultime publike me grupet e interesit, operator\u00ebt portual\u00eb, stivador\u00ebt, agjencit\u00eb detare dhe spedicionere, pilot\u00ebt dhe sh\u00ebrbimet ndihm\u00ebse, si dhe me bot\u00ebn akademike. N\u00eb nd\u00ebrtimin e portit turistik t\u00eb Rijek\u00ebs nuk jan\u00eb planifikuar nd\u00ebrtime banesash dhe kullash si n\u00eb Durr\u00ebs. Kostoja e parashikuar e nd\u00ebrtimit do t\u00eb jet\u00eb 54,5 milion USD dhe do t\u00eb jet\u00eb nj\u00eb koncension 30 vje\u00e7ar. K\u00ebto t\u00eb dh\u00ebna mund t\u2019i gjej\u00eb kushdo n\u00eb internet.<\/li>\n<li>P\u00ebrse porti i jahteve dhe kullat o Beu yn\u00eb nuk nd\u00ebrtohen n\u00eb Porto Romano, duke e kthyer at\u00eb cop\u00eb tok\u00eb n\u00eb Dubain durrsak? N\u00ebse Alabbari ktheu shkret\u00ebtir\u00ebn, ku piqet kula\u00e7i n\u00eb diell, n\u00eb nj\u00eb parajs\u00eb, \u00e7far\u00eb e pengon at\u00eb, q\u00eb nj\u00eb vend mesdhetar dhe t\u00eb bekuar si Porto Romano, ta kthej\u00eb n\u00eb parajs\u00eb? P\u00ebrse ai k\u00ebrkon me \u00e7do kusht Portin e Durr\u00ebsit, e ky pas tre mij\u00eb vjet\u00ebsh t\u00eb ngrej\u00eb leckat n\u00eb krah e t\u2019ia mbath\u00eb 6,5 km larg, n\u00eb Porto Romano?<\/li>\n<li>Pse nuk b\u00ebhet me tender ky investim gjigand por i jepet t\u00eb parit, q\u00eb ofron projektin, preventin dhe parat\u00eb? Kjo \u00ebsht\u00eb shkelje e ligjit shqiptar p\u00ebr tenderat. Le t\u00eb b\u00ebjm\u00eb nj\u00eb llogari. Sip\u00ebrfaqja e truallit t\u00eb portit 80ha e llogaritur me 2000 euro\/m2, sipas vler\u00ebs s\u00eb tregut, arrin 1.6 deri n\u00eb 1.8 miliard euro. Gjat\u00ebsia e kalat\u00ebs s\u00eb portit \u00ebsht\u00eb 2.200 metra dhe vlera e tij si port, s\u00eb bashku me akuariumin 67ha dhe investimet e kryera aty, llogaritet rreth 1.3 miliard\u00eb euro. Porto Romano sipas projektit kushton 500 milion\u00eb euro dhe \u00ebsht\u00eb investim i qeveris\u00eb shqiptare. Arab\u00ebt do t\u00eb investojn\u00eb 2 miliard\u00eb euro, pothuaj aq sa ia dhuron qeveria me truallin falas. P\u00ebr t\u00eb nd\u00ebrtuar portin e ri shqiptar\u00ebt do t\u00eb shpenzojn\u00eb. (1.8+1,3 +0,5) = 3.6 miliard\u00eb euro. Shkurt edhe nj\u00eb idiot e kupton se \u00e7far\u00eb po ndodh. P\u00ebrgjigju bej efendi se populli \u00ebsht\u00eb i zem\u00ebruar dhe do t\u00eb dij\u00eb se \u00e7\u2019b\u00ebhet me pronat e tij!<\/li>\n<li>Portet nuk nd\u00ebrtohen me k\u00ebrkes\u00ebn e sheik\u00ebve dhe pala\u00e7ove t\u00eb qeveris\u00eb q\u00eb shkojn\u00eb n\u00eb Dubai e sillen si zorraxhinj te Nustreti, por nga k\u00ebrkesat e tregut, leverdia ekonomike dhe pozita gjeografike. Zhvillimet e sotme n\u00eb transport dhe n\u00eb logjistik\u00eb kusht\u00ebzojn\u00eb nd\u00ebrtimin e anijeve, rrjedhimisht dhe t\u00eb porteve. Tendenca e nd\u00ebrtimit t\u00eb porteve \u00ebsht\u00eb t\u00eb pres\u00eb anijet e dhjet\u00ebvje\u00e7ar\u00ebve t\u00eb fundit p\u00ebrfshir\u00eb dhe kontejner\u00ebt. N\u00eb Selanik ka nj\u00eb port modern, q\u00eb \u00ebsht\u00eb n\u00eb gjendje t\u00eb pres\u00eb edhe anijet e kontejner\u00ebve t\u00eb tonazheve t\u00eb m\u00ebdha. N\u00eb Rijeka po nd\u00ebrtohet porti i kontejner\u00ebve me nj\u00eb thell\u00ebsi tridhjet\u00eb metra. Thell\u00ebsia maksimale e Portit t\u00eb Durr\u00ebsit \u00ebsht\u00eb 11.5m kurse n\u00eb Porto Romano p\u00ebr arsye gjeografike dhe teknike nuk mund t\u00eb kalohet thell\u00ebsia 7.5 metra dhe gjat\u00ebsia e kalatave nuk mund t\u00eb kaloj\u00eb 200m.<\/li>\n<\/ol>\n<p>Ekspert\u00ebt thon\u00eb se n\u00eb Porto Romano nuk mund t\u00eb nd\u00ebrtohet dot nj\u00eb \u201cdeep port\u201d (port i thell\u00eb) ku t\u00eb ankorohen anijet kontejnere t\u00eb tonazheve t\u00eb larta. At\u00ebher\u00eb si do t\u00eb b\u00ebhet \u201cPorti m\u00eb i madh n\u00eb Ballkan dhe nj\u00eb sh\u00ebmbull n\u00eb Mesdhe mbi transportin modern detar n\u00eb Porto Romano\u201d sipas cic\u00ebrimave t\u00eb ministres Balluku? Pyetja q\u00eb shtrojn\u00eb specialist\u00ebt \u00ebsht\u00eb: n\u00ebse ka nj\u00eb \u201cdeep port\u201d n\u00eb Selanik, po nd\u00ebrtohet nj\u00eb \u201cdeep port\u201d n\u00eb Rijeka, i aft\u00eb p\u00ebr t\u00eb pritur anijet e gjenerat\u00ebs s\u00eb fundit t\u00eb konteiner\u00ebve, at\u00ebhere kujt do t\u2019i sh\u00ebrbente ky port me thell\u00ebsi 7.5 metra?<\/p>\n<p>Si ta quajm\u00eb k\u00ebt\u00eb: padituri, bab\u00ebzi apo tradh\u00ebti komb\u00ebtare? Ve\u00e7 k\u00ebsaj nj\u00eb port nuk mund t\u00eb imagjinohet pa lidhje me autostrad\u00eb dhe hekurudh\u00eb t\u00eb pakt\u00ebn me vendet e rajonit. Kur do t\u2019i b\u00ebsh, e me \u00e7far\u00eb parash t\u00eb gjitha k\u00ebto o beu yn\u00eb? N\u00ebse plani i qeveris\u00eb vihet n\u00eb zbatim, asnj\u00eb anije kontejner\u00ebsh e dhjet\u00ebvje\u00e7ar\u00ebve t\u00eb fundit nuk mund t\u00eb ankorohet n\u00eb Porto Romano. Biznesmen\u00ebve tan\u00eb dhe v\u00ebllez\u00ebrve kosovar\u00eb do t\u2019u duhet t\u00eb shkojn\u00eb n\u00eb Selanik apo Rijeka dhe at\u00ebher\u00eb asgj\u00eb nuk mund t\u00eb korrigjohet. P\u00ebr aq koh\u00eb, thon\u00eb ekspert\u00ebt, (jo gomer\u00ebt) q\u00eb Shqip\u00ebria nuk \u00ebsht\u00eb n\u00eb gjendje t\u00eb ket\u00eb nj\u00eb \u201cdeep port\u201d, Porti i Durresit mbetet e vetmja mund\u00ebsi, q\u00eb mos t\u00eb pengohet l\u00ebvizja e panderprer\u00eb e mallrave. D\u00ebshtimi i projekteve t\u00eb tilla e \u00e7on n\u00eb falimentim nj\u00eb shtet t\u00eb vog\u00ebl e me arkat bosh si Shqip\u00ebria.
