Koncepti i \u201czgjedhjes\u201d n\u00eb rastin e Presidentit \u00ebsht\u00eb m\u00eb af\u00ebr konceptit \u201cem\u00ebrim\u201d sesa produkt i nj\u00eb gare zgjedhore. Vet\u00ebm 28 deputet\u00eb mund t\u00eb propozojn\u00eb nj\u00eb kandidat p\u00ebr President dhe k\u00ebto mandate i kan\u00eb vet\u00ebm dy grupe, PS dhe PD. Kushtetuta parashikon tri raunde votimi me 84 vota (nga 77 q\u00eb ka aktualisht maxhoranca) dhe m\u00eb pas dy raunde votimi me 71 vota.<\/p>\n<p>N\u00eb secilin prej kat\u00ebr raundeve t\u00eb para mund t\u00eb ket\u00eb kandidat\u00eb t\u00eb rinj n\u00eb proces, raundi i fundit nuk lejon kandidat\u00eb t\u00eb rinj dhe n\u00ebse Presidenti nuk zgjidhet, Parlamenti shp\u00ebrndahet duke kaluar n\u00eb zgjedhje t\u00eb parakohshme. N\u00eb asnj\u00eb nga raundet nuk k\u00ebrkohen detyrimisht dy kandidat\u00eb, madje nuk ka detyrim as t\u00eb ket\u00eb kandidat\u00eb, duke e konsideruar raundin e konsumuar edhe kur nuk ka votim e kandidat\u00eb. Presidenti i zgjedhur p\u00ebrpara dat\u00ebs 24 maj e merr detyr\u00ebn m\u00eb 24 korrik, duke pasur nj\u00eb periudh\u00eb dymujore tranzicioni.<\/p>\n<p>Sistemi yn\u00eb zgjedhor p\u00ebr Presidentin nuk lejon vet\u00ebkandidimin apo rikandidimin. Mund t\u00eb ket\u00eb individ\u00eb q\u00eb duan t\u00eb zgjidhen President\u00eb, por ata mund t\u00eb legjitimohen vet\u00ebm n\u00ebse sigurojn\u00eb 28 n\u00ebnshkrime deputet\u00ebsh, si\u00e7 mund t\u00eb ket\u00eb President\u00eb q\u00eb duan nj\u00eb mandat t\u00eb dyt\u00eb, por nuk kan\u00eb mund\u00ebsi t\u00eb jen\u00eb n\u00eb gar\u00eb n\u00ebse nuk sigurojn\u00eb mb\u00ebshtetje t\u00eb nj\u00ebjt\u00eb paraprake. Ky sistem \u00ebsht\u00eb penalizues p\u00ebr gar\u00ebn presidenciale dhe p\u00ebr integritetin e institucionit t\u00eb Presidentit. Ka vende me sistem t\u00eb nj\u00ebjt\u00eb parlamentar q\u00eb i lejojn\u00eb Presidentit n\u00eb detyr\u00eb n\u00eb rikandidoj\u00eb pa mb\u00ebshtetje paraprake parlamentare ose q\u00eb mund t\u00eb ket\u00eb kandidat\u00eb me num\u00ebr m\u00eb t\u00eb vog\u00ebl mb\u00ebshtet\u00ebsish, duke pluralizuar gar\u00ebn p\u00ebr Presidentin.<\/p>\n<p>Sistemi yn\u00eb nuk e lejon zgjedhjen e Presidentit direkt nga qytetar\u00ebt. Alibia refuzuese lidhet me pretendimin se zgjedhja nga populli duhet shoq\u00ebruar me rritje t\u00eb kompetencave t\u00eb Presidentit. N\u00eb fakt, n\u00eb Evrop\u00eb, madje edhe n\u00eb vende fqinje rreth nesh (Maqedonia e Veriut apo Mali i Zi, Kroacia apo Sllovenia), zgjedhja direkte e Presidentit nuk e ka ndryshuar natyr\u00ebn parlamentare t\u00eb shtetit dhe se President\u00ebt n\u00eb k\u00ebto vende kan\u00eb kompetenca t\u00eb nj\u00ebjta dhe n\u00eb nj\u00eb rast, m\u00eb t\u00eb pakta, sesa Presidenti n\u00eb Shqip\u00ebri. Zgjedhja direkte vet\u00ebm sa do ta forconte integritetin e institucionit, lidhjen mes qytetar\u00ebve e Presidentit, si dhe konceptin e llogaridh\u00ebnies dhe p\u00ebrgjegj\u00ebsis\u00eb publike.<\/p>\n<p>Zgjedhja nga Parlamenti e dob\u00ebson Presidentin dhe si\u00e7 ka ndodhur n\u00eb dy raste, ai i \u00ebsht\u00eb mir\u00ebnjoh\u00ebs personalisht shefit\/shefave t\u00eb maxhoranc\u00ebs q\u00eb e kan\u00eb p\u00ebrzgjedhur, jo qytetar\u00ebve dhe shoq\u00ebris\u00eb. Zgjedhja direkte do ta dob\u00ebsonte fuqin\u00eb e partive politike dhe t\u00eb krijonte figura publike me mb\u00ebshtetje, t\u00eb cilat edhe n\u00ebse d\u00ebshtojn\u00eb, do t\u00eb ishin b\u00ebrthama p\u00ebr l\u00ebvizje t\u00eb reja politike n\u00eb vend.<\/p>\n<p>Gjat\u00eb tri dekadave, Shqip\u00ebria ka pasur 7 president\u00eb, 6 t\u00eb zgjedhur nga maxhoranca e radh\u00ebs dhe 1 President konsensual. Nga sondazhet e vazhdueshme zgjedhja konsensuale ka rezultuar m\u00eb e vler\u00ebsuara, jo p\u00ebr shkak t\u00eb formul\u00ebs sa p\u00ebr shkak t\u00eb cil\u00ebsive t\u00eb Presidentit t\u00eb zgjedhur. Aktualisht, maxhoranca ka deklaruar gatishm\u00ebri p\u00ebr bisedime politike, por bisedimet kan\u00eb vler\u00eb vet\u00ebm n\u00eb dy raste: kur ajo e ka t\u00eb pamundur zgjedhjen e Presidentit, jo kur ka 6 vota m\u00eb shum\u00eb sesa kufiri zgjedhor i nevojsh\u00ebm, si dhe n\u00eb rastin kur maxhoranca d\u00ebshiron t\u00eb jap\u00eb nj\u00eb mesazh politik t\u00eb integritetit institucional, maturimit politik dhe t\u00eb gjith\u00ebp\u00ebrfshirjes, \u2013 cil\u00ebsi q\u00eb n\u00eb politik\u00ebn shqiptare thuajse deri tani nuk ekzistojn\u00eb. N\u00eb k\u00ebto rrethana, me siguri zgjedhja e tanishme e Presidentit do t\u00eb ndodh\u00eb n\u00eb raundin e kat\u00ebrt, at\u00ebher\u00eb kur numrat vendosin dhe kur deputet\u00ebt i frik\u00ebsohen humbjes s\u00eb mandateve, pra, shp\u00ebrndarjes s\u00eb Parlamentit.<\/p>\n<p>Cili \u00ebsht\u00eb modeli i Presidentit q\u00eb k\u00ebrkon Shqip\u00ebria e sfidat e saj? Krahas kritereve kushtetuese, Presidenti duhet t\u00eb ket\u00eb s\u00eb paku kat\u00ebr cil\u00ebsi thelb\u00ebsore: t\u00eb njihet p\u00ebr integritein profesional dhe publik, t\u00eb jet\u00eb promovues i kultur\u00ebs ligjore dhe kushtetuese, t\u00eb mos jet\u00eb i akuzuar p\u00ebr korrupsion dhe as militant politik, si dhe t\u00eb g\u00ebzoj\u00eb besim nga partner\u00ebt kryesor\u00eb per\u00ebndimor\u00eb, sidomos SHBA dhe BE.<\/p>\n<p>Shqip\u00ebria ka me mij\u00ebra individ\u00eb q\u00eb mund t\u00eb pretendojn\u00eb t\u00eb em\u00ebrohen President\u00eb, por natyrisht ka vet\u00ebm nj\u00eb num\u00ebr t\u00eb kufizuar individ\u00ebsh q\u00eb plot\u00ebsojn\u00eb standarde t\u00eb tilla. Midis tyre, ata q\u00eb mund t\u00eb ken\u00eb v\u00ebmendjen dhe mb\u00ebshtetjen e maxhoranc\u00ebs mund t\u00eb jet\u00eb s\u00eb paku 50% m\u00eb i vog\u00ebl, ndaj lista em\u00ebrore mbetet shum\u00eb e kufizuar, por e mjaftueshme p\u00ebr nj\u00eb vend t\u00eb vog\u00ebl si Shqip\u00ebria.<\/p>\n<p>Loja me emrat, gjinit\u00eb, skemat etj., duke k\u00ebrkuar m\u00eb t\u00eb pranueshmin midis militant\u00ebve t\u00eb nj\u00eb partie apo emra pa p\u00ebrvoj\u00eb solide t\u00eb integritetit institucional, vet\u00ebm sa e dob\u00ebson akoma m\u00eb shum\u00eb procesin dhe besimin publik tek ai.<\/p>\n<p>Presidenti i Republik\u00ebs nuk mund t\u00eb jet\u00eb nj\u00eb \u201cminist\u00ebr tjet\u00ebr\u201d i qeveris\u00eb, si\u00e7 ka ndodhur disa her\u00eb n\u00eb t\u00eb kaluar\u00ebn dhe as produkt i pazareve t\u00eb votave apo dhurimit p\u00ebr shkak t\u00eb nevojave politike, eksperimente q\u00eb rezultuan t\u00eb d\u00ebshtuara.<\/p>\n<p>Shqip\u00ebria p\u00ebrballet me sfida t\u00eb m\u00ebdha, ka problem t\u00eb shumta, ka mosbesim t\u00eb madh qytetar te politika e institucionet, shoq\u00ebria ndodhet n\u00eb udh\u00ebkryq, nd\u00ebrkoh\u00eb q\u00eb Presidenti i ri do t\u00eb betohet me hapjen e bisedimeve p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE dhe n\u00eb nj\u00eb rend t\u00eb ri t\u00eb siguris\u00eb bot\u00ebrore.<\/p>\n<p>P\u00ebr k\u00ebto dy motive thelb\u00ebsore, emri p\u00ebr President\/e duhet t\u00eb reflektoj\u00eb integritet dhe maturi, procesi duhet t\u00eb tregoj\u00eb integritet dhe sens p\u00ebrgjegj\u00ebsie, procedura parlamentare duhet t\u00eb respektoj\u00eb solemnitetin institucional e kushtetues dhe mbi t\u00eb gjitha Presidenti q\u00eb na nevojitet duhet t\u00eb reflektoj\u00eb at\u00eb q\u00eb Shqip\u00ebria duhet t\u00eb jet\u00eb apo synon t\u00eb jet\u00eb, jo at\u00eb q\u00eb Shqip\u00ebria ka eksperimentuar, q\u00eb \u00ebsht\u00eb apo q\u00eb nuk ka mundur t\u00eb jet\u00eb.<\/p>","protected":false},"excerpt":{"rendered":"<p>AFRIM KRASNIQI Brenda pak dit\u00ebsh, Kuven di i RSH nis procedur\u00ebn kushtetuese p\u00ebr zgjedhjen e Presidentit t\u00eb ri t\u00eb Republik\u00ebs.
