Bra\u00e7e q\u00eb ne i kemi ngritur, duke filluar q\u00eb nga fakti q\u00eb buxheti i vitit 2021, fatkeq\u00ebsisht ka pasur ndryshime t\u00eb shumta. Jan\u00eb b\u00ebr\u00eb 6 akte t\u00eb ndryshme normative t\u00eb cilat e kan\u00eb ndryshuar thelbin e buxhetit. Akti i par\u00eb normativ \u00ebsht\u00eb b\u00ebr\u00eb 2 muaj pasi ka hyr\u00eb n\u00eb fuqi buxheti i shtetit dhe jan\u00eb mbyllur n\u00eb muajin korrik, duke e b\u00ebr\u00eb buxhetin e shtetit jo realist, por nj\u00ebkoh\u00ebsisht duke l\u00ebkundur dhe parimet mbi t\u00eb cilat \u00ebsht\u00eb hartuar buxheti i shtetit.<\/p>\n<p>Ky \u00ebsht\u00eb nj\u00eb shqet\u00ebsim q\u00eb n\u00eb k\u00ebt\u00eb komision e kemi ndar\u00eb her\u00eb pas her\u00eb faktin sesa realist jan\u00eb parashikimet n\u00eb buxhetin e shtetit. Nuk ka asnj\u00eb gj\u00eb t\u00eb keqe q\u00eb t\u00eb marr\u00ebsh dhe t\u00eb b\u00ebsh iniciativa p\u00ebr akte normative n\u00eb situata t\u00eb v\u00ebshtira, por kur aktet normative t\u00eb ndryshojn\u00eb thelbin e buxhetit dhe t\u00eb parashikimit, kjo s\u00eb pari t\u00eb rr\u00ebzon komplet procesin e programimit buxhetor, por nj\u00ebkoh\u00ebsisht dhe zbatimin e buxhetit ta vendos n\u00eb nj\u00eb pik\u00ebptje shum\u00eb t\u00eb madhe nga ana e ministrive t\u00eb linj\u00ebs.<\/p>\n<p>Nga ecuria e t\u00eb gjith\u00eb analiz\u00ebs, un\u00eb v\u00eb re dy element\u00eb shum\u00eb problematik. S\u00eb pari t\u00eb ardhurat e grumbulluara gjat\u00eb gjith\u00eb vitit 2021, t\u00eb ardhurat tatimore jan\u00eb jasht\u00ebzakonisht t\u00eb ul\u00ebta dhe kan\u00eb nj\u00eb rritje 40%-50% muajin e fundit t\u00eb vitit q\u00eb do t\u00eb thot\u00eb q\u00eb problemi i efektivitetit t\u00eb strukturave t\u00eb drejtorive q\u00eb mbledhin t\u00eb ardhurat \u00ebsht\u00eb nj\u00eb pik\u00ebpytje jasht\u00ebzakonisht e madhe.<\/p>\n<p>Nuk mundet qeveria shqiptare, ministria e Financave, institucionet e var\u00ebsis\u00eb t\u00eb punojn\u00eb nj\u00eb muaj n\u00eb vit. Kjo reflektohet dhe n\u00eb shpenzime, ashtu si\u00e7 reflektohet dhe n\u00eb mbledhje t\u00eb t\u00eb ardhurave.<\/p>\n<p>Raporti i KLSH v\u00eb re nj\u00ebkoh\u00ebsisht faktin q\u00eb rritja e pag\u00ebs minimale, n\u00eb fakt ka rritur pagesat e detyrimeve, q\u00eb do t\u00eb thot\u00eb q\u00eb paga minimale, e rritur n\u00eb gjykimin tim, n\u00eb m\u00ebnyr\u00eb abuzive, e pashoq\u00ebruar me masa p\u00ebr personat q\u00eb prek paga minimale ka rritur pagesat e detyrimeve nga ana e pun\u00ebmarr\u00ebsve dhe pun\u00ebdh\u00ebn\u00ebsve. Dhe kjo \u00ebsht\u00eb n\u00eb mas\u00ebn pothuajse 3 miliard\u00eb Lek\u00eb.<\/p>\n<p>Un\u00eb dua t\u00eb ngre nj\u00eb shqet\u00ebsim n\u00eb lidhje me pun\u00ebsimin q\u00eb e p\u00ebrm\u00ebndi ministrija. P\u00ebrsa i p\u00ebrket pun\u00ebsimit, nga auditimi i rezultuar nga Instituti i Sigurimeve Shoq\u00ebrore, ka rezultuar se numri i kontribuesve \u00ebsht\u00eb rritur me 42 mij\u00eb, si\u00e7 thot\u00eb ministrija 960 persona, q\u00eb do t\u00eb thot\u00eb q\u00eb \u00ebsht\u00eb rritur pun\u00ebsimi. N\u00eb fakt 26% e t\u00eb gjith\u00eb t\u00eb pun\u00ebsuarve, rritjes s\u00eb numrit t\u00eb pun\u00ebsimit \u00ebsht\u00eb sektori publik, q\u00eb do t\u00eb thot\u00eb, 1 n\u00eb 4 t\u00eb rritur n\u00eb numrin e t\u00eb pun\u00ebsimit vjen n\u00eb sektorin publik, buxhetor dhe jo buxhetor.<\/p>\n<p>Nd\u00ebrkoh\u00eb q\u00eb nga ana tjet\u00ebr \u00ebsht\u00eb ulur numri i kontribuesve n\u00eb subjektet private me 31 mij\u00eb persona dhe jan\u00eb rritur shifrat e t\u00eb vet\u00ebpun\u00ebsuarve. Q\u00eb do t\u00eb thot\u00eb q\u00eb sot ka nj\u00eb v\u00ebshtir\u00ebsi t\u00eb jasht\u00ebzakonshme p\u00ebrsa i p\u00ebrket bizneseve n\u00eb pun\u00ebsime dhe kjo reflektohet n\u00eb k\u00ebt\u00eb shif\u00ebr q\u00eb thot\u00eb raporti i KLSH. Nd\u00ebrkoh\u00eb q\u00eb 1 n\u00eb 4 t\u00eb pun\u00ebsuar t\u00eb rinj vitin e kaluar e keni pasur n\u00eb sektorin publik. Un\u00eb gjykoj q\u00eb nuk duhet t\u00eb jet\u00eb shteti pun\u00ebdh\u00ebn\u00ebsi m\u00eb i madh, por kjo pastaj \u00ebsht\u00eb \u00e7\u00ebshtje q\u00eb i takon Ministris\u00eb s\u00eb Financave, pjesa tjet\u00ebr jan\u00eb t\u00eb vet\u00ebpun\u00ebsuar.<\/p>\n<p>Gjykoj q\u00eb n\u00ebqoft\u00ebse ulet me 31 mij\u00eb n\u00eb sektorin privat z. Bra\u00e7e dhe nd\u00ebrkoh\u00eb q\u00eb rritet me 26% \u00ebsht\u00eb shteti pun\u00ebdh\u00ebn\u00ebsi m\u00eb i madh jo sektori privat. Un\u00eb e kuptoj q\u00eb ka problem po t\u00eb flas\u00ebsh, t\u00eb lexosh se k\u00ebt\u00eb po na e k\u00ebrkonit deri tani, na lini t\u00eb lexojm\u00eb. Na l\u00ebr t\u00eb lexojm\u00eb, k\u00ebto q\u00eb na dhat\u00eb p\u00ebr t\u00eb lexuar, k\u00ebto po lexojm\u00eb.<\/p>\n<p>At\u00ebhere, nd\u00ebrkoh\u00eb q\u00eb p\u00ebrsa i p\u00ebrket evazionit fiskal, e v\u00eb m\u00eb nj\u00eb shqet\u00ebsim jasht\u00ebzakonisht t\u00eb madh re q\u00eb nga numri i kontrrolleve q\u00eb jan\u00eb realizuar, numri i zbulimeve p\u00ebrsa i p\u00ebrket evazionit fiskal \u00ebsht\u00eb 45%, q\u00eb do t\u00eb thot\u00eb shqet\u00ebsimi p\u00ebrsa i p\u00ebrket amnistis\u00eb fiskale q\u00eb n\u00eb kemi ngritur dhe aft\u00ebsis\u00eb q\u00eb ka qeveria shqiptare p\u00ebr t\u00eb zbatuar ligje t\u00eb tilla, \u00ebsht\u00eb n\u00eb pik\u00ebpyetje jasht\u00ebzakonisht t\u00eb madhe, sepse s\u00eb pari nuk keni n\u00eb funksion t\u00eb plot\u00eb institucionet q\u00eb merren me administrimin dhe mbledhjen e t\u00eb ardhurave.<\/p>\n<p>P\u00ebrs\u00ebri nga pik\u00ebpamja e menaxhimit t\u00eb buxhetit, ka nj\u00eb num\u00ebr shum\u00eb t\u00eb lart\u00eb rialokimesh, 2560 rialokime. Ka rishikime t\u00eb shumta fondesh, 2517 projekte t\u00eb rishikuara, me nj\u00eb ndryshim neto q\u00eb pothuajse shkon n\u00eb 65 miliard\u00eb Lek\u00eb. Nd\u00ebrkoh\u00eb q\u00eb ka rialokime me data pasi kan\u00eb ndodhur alokimet, pra me data t\u00eb m\u00ebpasme n\u00eb mas\u00ebn e 348 rialokime t\u00eb tilla, me nj\u00eb fond total pothuajse 380 milion\u00eb euro. Q\u00eb do t\u00eb thot\u00eb \u00ebsht\u00eb e kot\u00eb q\u00eb neve b\u00ebjm\u00eb buxhet, q\u00eb miratojm\u00eb buxhet, q\u00eb na sillni p\u00ebr t\u00eb diskutuar buxhet sepse \u00e7do gj\u00eb e b\u00ebni me rialokim, sepse \u00e7do gj\u00eb e ndryshoni.<\/p>\n<p>Q\u00eb t\u00eb ndryshohet pagesa n\u00eb k\u00ebt\u00eb mas\u00eb kaq t\u00eb madhe, mua m\u00eb duket e pa konceptueshme, c\u00ebnon stabilitetin e financave publike, c\u00ebnon t\u00eb gjith\u00eb programin e menaxhimit buxhetor nga ana e Ministris\u00eb s\u00eb Financave dhe nuk reflektohet n\u00eb asnj\u00eb mas\u00eb n\u00eb buxhetin q\u00eb vjen, sepse b\u00ebni po t\u00eb nj\u00ebjt\u00ebn gabime, po t\u00eb nj\u00ebtj\u00ebt element\u00eb ishin reflektuar dhe n\u00eb buxhetin e nj\u00eb viti m\u00ebpar\u00eb.<\/p>\n<p>P\u00ebrsa i p\u00ebrket investimeve pa plan buxheti, un\u00eb ngrita shqet\u00ebsimin e rind\u00ebrtimit. N\u00eb fakt n\u00eb rastin e rind\u00ebrtimit kam lexuar dhe raportin e plot\u00eb t\u00eb rind\u00ebrtimit. Ministria e financave ndoshta n\u00eb p\u00ebrgjigjjen e saj gjykon q\u00eb \u00ebsht\u00eb e drejt\u00eb, por nuk ka asnj\u00eb shpenzim tjet\u00ebr jasht\u00eb ligjit t\u00eb buxhetit t\u00eb shtetit, shpenzimet ndodhin brenda ligjit t\u00eb buxhetit t\u00eb shtetit.<\/p>\n<p>Zonja ministre po diskuton nj\u00ebkoh\u00ebsisht dhe buxhetin e vitit 2023. A e dini q\u00eb fondet q\u00eb keni alokuar p\u00ebr rind\u00ebrtimin jan\u00eb t\u00eb pabuxhetuara q\u00eb n\u00eb vitin e par\u00eb, saq\u00eb po i transferoni vit pas viti n\u00eb buxhetin e shtetit, ashtu si\u00e7 e keni paraqitur buxhetin e vitit 2023, ke 5 miliar\u00eb Lek\u00eb aty tek neni 7 i buxhetit, t\u00eb cilat lidhen pik\u00ebrisht me k\u00ebto fonde q\u00eb i ke paakomoduar. Ti akoma po vazhdon dhe me VKM-n\u00eb q\u00eb b\u00ebr\u00eb pak m\u00ebp\u00ebrpara, akoma po vazhdon po akomodon k\u00ebto fonde. Se si e keni kryer procedur\u00ebn, personi q\u00eb ka q\u00ebn\u00eb p\u00ebrgjegj\u00ebs p\u00ebr rind\u00ebrtimin, se si ka tenderuar fonde t\u00eb cilat nuk kan\u00eb q\u00ebn\u00eb t\u00eb planifikuara n\u00eb ligjin e buxhetit t\u00eb shteti, at\u00eb e di qeveria shqiptare dhe un\u00eb besoj q\u00eb kjo \u00ebsht\u00eb nj\u00eb p\u00ebrgjegj\u00ebsi shum\u00eb e madhe q\u00eb duhet t\u00eb gjej zgjidhje.<\/p>\n<p>Nga pik\u00ebpamja e kontratave koncesionare, p\u00ebr vitin 2021 nga 13 kontrata koncesionare, jan\u00eb kryer pagesa p\u00ebr 12 prej tyre dhe k\u00ebtu lidhet risku p\u00ebrsa i p\u00ebrket kontratave koncesionare q\u00eb p\u00ebrmenda pak m\u00ebp\u00ebrpara. Ka nj\u00ebkoh\u00ebsisht pagesa t\u00eb transferuara nga viti i m\u00ebparsh\u00ebm n\u00eb mas\u00ebn e 2.5%. Q\u00eb do t\u00eb thot\u00eb risku i kontratave koncesionare p\u00ebrve\u00e7 faktit q\u00eb nj\u00eb pjes\u00eb e madhe e tyre po materializohen me kosto m\u00eb t\u00eb larta sesa ato q\u00eb jan\u00eb firmosur dhe n\u00ebnshkuruar, jan\u00eb dhe nj\u00ebkoh\u00ebsisht detyrime t\u00eb prapambetura nga vitet e shkuara.<\/p>\n<p>Nuk dua t\u00eb ndalem q\u00eb t\u00eb p\u00ebrmend shifra, t\u00eb cilat i p\u00ebrmendi dhe z. Agalliu, p\u00ebrsa i p\u00ebrket kontratave koncesionare n\u00eb sh\u00ebndet\u00ebsi, por jan\u00eb gjetje t\u00eb p\u00ebrs\u00ebritura nga KLSH. Seanca t\u00eb pakryera 6248 p\u00ebrsa i p\u00ebrket hemodializ\u00ebs; ka ndryshuar numri i instrumentave n\u00eb m\u00ebnyr\u00eb t\u00eb paarsyetuar p\u00ebrsa i p\u00ebrket seteve laboratorike; e nj\u00ebjta gj\u00eb vazhdon dhe me koncesionin e kontrollit. Pra, t\u00eb nj\u00ebjtat gjetje t\u00eb cilat Ministria e Financave vazhdon dhe i paguan, me gjith\u00ebse kompanit\u00eb jan\u00eb n\u00eb shkelje. A funksionon kontrata koncesionare dhe p\u00ebrsa i p\u00ebrket gjobave dhe penaliteteve? Kur zbatuesi i kontrat\u00ebs koncesionare nuk e kryen, nuk e zbaton kontrat\u00ebn koncesionare ashtu si\u00e7 duhet dhe mos t\u00eb vazhdoj t\u00eb marr rastin e incenerator\u00ebve se ndoshta do t\u00eb kemi nj\u00eb ovacion tjet\u00ebr nga koleg\u00ebt socialist. Kur nuk e kryen si duhet zbatimin e kontrat\u00ebs, pse vazhdon qeveria shqiptare i paguan kontratat koncesionare edhe n\u00eb shkelje t\u00eb kontrat\u00ebs?<\/p>\n<p>P\u00ebrsa i p\u00ebrket sektorit energjitik, totali i detyrimeve t\u00eb kompanive besoj q\u00eb \u00ebsht\u00eb shum\u00eb m\u00eb i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u2019u marr\u00eb parasysh, sepse \u00ebsht\u00eb nj\u00eb nga risqet m\u00eb t\u00eb m\u00ebdha fiskale t\u00eb k\u00ebtij buxheti, por nj\u00ebkoh\u00ebsisht q\u00eb po transferohet tashm\u00eb edhe me kriz\u00ebn e energjis\u00eb q\u00eb po ndodh k\u00ebt\u00eb vit. Nd\u00ebrkoh\u00eb q\u00eb flasim, ERE ka njoftuar q\u00eb do t\u00eb hyj\u00eb n\u00eb fuqi nga 1 n\u00ebntori rritja e fash\u00ebs mbi 800 kwh p\u00ebr familjet shqiptare n\u00eb mas\u00ebn e 44 Lek\u00eb\/kwh.<\/p>\n<p>N\u00ebqoft\u00ebse k\u00ebto kompani, t\u00eb cilat sot shpenzojn\u00eb 60% t\u00eb garancive shtet\u00ebrore, por nj\u00ebkoh\u00ebsisht ka n\u00eb nj\u00eb borxh t\u00eb nd\u00ebrmarrjeve t\u00eb nd\u00ebrsjellt\u00eb n\u00eb mas\u00ebn e 144 milard\u00eb Lek\u00eb, do t\u00eb ishim n\u00eb nj\u00eb situat\u00eb financiare tjet\u00ebr, nuk do t\u00eb isht\u00eb fare e nevojshme q\u00eb t\u00eb rritej \u00e7mimi i energjis\u00eb. Nuk do t\u00eb ishte fare e nevojshme q\u00eb sot megjith\u00ebse kemi vendosur p\u00ebr Eurobondin p\u00ebr t\u2019u p\u00ebrdorur si\u00e7 tha relatorja, kemi vendosur nj\u00ebkoh\u00ebsisht dhe fonde n\u00eb dispozicion p\u00ebr sektorin e energjis\u00eb, prap sot sektori i energjis\u00eb \u00ebsht\u00eb risku m\u00eb i madh fiskal q\u00eb c\u00ebnon buxhetin e shtetit pas kontratave koncesionare.<\/p>\n<p>E nj\u00ebjta tendenc\u00eb vihet dhe n\u00eb sistemin e uj\u00ebsjell\u00ebs kanalizimeve, 190 milion\u00eb euro, ku drejton uj\u00ebsjell\u00ebsi i Durr\u00ebsit problematikat me borxhet 60 milion\u00eb euro.<br \/>\nN\u00eb lidhje me arbitrazhin, po \u00ebsht\u00eb e v\u00ebrtet\u00eb, q\u00eb KLSH ndoshta k\u00ebt\u00eb vit nuk ka kryer nj\u00eb auditim tek Avokatura e Shtetit, por n\u00eb raportin e fundit t\u00eb KLSH n\u00eb Avokatur\u00ebn e Shtetit, thuhet q\u00eb masa e detyrimit financiar \u00ebsht\u00eb n\u00eb vler\u00ebn e 388.5 milion\u00eb euro. Q\u00eb do t\u00eb thot\u00eb q\u00eb qeveria shqiptare p\u00ebr momentin nuk i ka regjistruar t\u00eb gjitha detyrimet q\u00eb rrjedhin nga arbitrazhi.<\/p>\n<p>Dhe n\u00eb raportin e KLSH q\u00eb i rekomandon Ministris\u00eb s\u00eb Financave, por nj\u00ebkoh\u00ebsisht dhe Avokatur\u00ebs s\u00eb Shtetit, p\u00ebr \u00e7\u00ebshtjet e humbura n\u00eb gjykat\u00ebn e arbitrazhit, n\u00eb faqen 4 t\u00eb k\u00ebtij raporti, thuhet q\u00eb Ministria e Financave dhe K\u00ebshilli i Ministrave duhet patjet\u00ebr q\u00eb t\u2019i reflektojn\u00eb t\u00eb gjith\u00eb k\u00ebto detyrime, sepse jan\u00eb detyrime p\u00ebr t\u00eb cilat do t\u00eb vij\u00eb momenti q\u00eb do t\u2019i paguajn\u00eb. Ashtu si\u00e7 ndodhi me detyrimet q\u00eb deri dje, nuk i kishit njohur, nd\u00ebrkoh\u00eb q\u00eb po fillojn\u00eb dhe po shfaqen n\u00eb buxhet, megjith\u00ebse thoni q\u00eb s\u2019keni p\u00ebr t\u2019i paguar.<\/p>\n<p>P\u00ebrsa i p\u00ebrket zbatimit t\u00eb buxhetit, \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb deficiti buxhetor ka pasur nj\u00eb vler\u00eb prej pothuajse 4.5% t\u00eb PBB, por nga ana tjet\u00ebr ai ka arritur nivelin e 61.5% n\u00eb muajin dhjetor. Sepse 44% e gjith\u00eb shpenzimeve kapitale me financim t\u00eb brendsh\u00ebm jan\u00eb realizuar n\u00eb muajin dhjetor. A mundet nj\u00eb shtet, nj\u00eb qeveri e t\u00ebr\u00eb t\u00eb punoj vet\u00ebm nj\u00eb muaj? T\u00eb mbledh\u00eb t\u00eb ardhura vet\u00ebm nj\u00eb muaj dhe t\u00eb b\u00ebj\u00eb shpenzime vet\u00ebm nj\u00eb muaj? Nd\u00ebrkoh\u00eb q\u00eb \u00ebsht\u00eb rritur nj\u00ebkoh\u00ebsisht dhe numri i kontratave t\u00eb lidhura pas dat\u00ebs 15 tetor, p\u00ebr t\u00eb cil\u00ebn nuk ju lejon as ligji q\u00eb ta b\u00ebni k\u00ebt\u00eb.<\/p>\n<p>Dhe un\u00eb i konsideroj k\u00ebto si problematike, sepse k\u00ebto c\u00ebnojn\u00eb t\u00eb gjith\u00eb pun\u00ebn q\u00eb punonj\u00ebsit e p\u00ebrkushtuar t\u00eb Ministris\u00eb s\u00eb Financave b\u00ebjn\u00eb dhe realizojn\u00eb gjat\u00eb gjith\u00eb vitit, q\u00eb sistemi i programimit buxhetor n\u00eb t\u00eb gjith\u00eb ministrit\u00eb e linj\u00ebs ndodh p\u00ebr nj\u00eb periudh\u00eb 6 mujore dhe e gjitha shkelet me k\u00ebmb\u00eb, i gjith\u00eb ky sistem shkelet me k\u00ebmb\u00eb sepse buxheti sot nuk miratohet, nuk zbatohet bazuar mbi parimet m\u00eb t\u00eb mira q\u00eb duhet t\u00eb kishte buxheti i shtetit n\u00eb Shqip\u00ebrin\u00eb e vitit 2022, n\u00eb fakt parime q\u00eb kan\u00eb 15 vite q\u00eb zbatohen.<br \/>\nV\u00eb re dhe konstatoj nj\u00eb num\u00ebr shum\u00eb t\u00eb lart\u00eb t\u00eb borxhit tatimor, detyrimeve tatimore t\u00eb cilat kthehen n\u00eb nji shqet\u00ebsim p\u00ebr buxhetin e shtetit. Un\u00eb mendoj q\u00eb Ministria e Financave, Drejtoria e P\u00ebrgjithshme e Tatimeve duhet t\u00eb marrin masa p\u00ebrsa i p\u00ebrket borxhit t\u00eb vjet\u00ebr t\u00eb k\u00ebtyre kompanive, q\u00eb ndoshta ju gjykoni q\u00eb nuk mund t\u00eb rikuperohet m\u00eb. Ndoshta masa t\u00eb cilat lidhet edhe me detyrimet tjera, kontratat tjera q\u00eb qeveria shqiptare ka me k\u00ebto kompani.<\/p>\n<p>Ajo se \u00e7far\u00eb \u00ebsht\u00eb m\u00eb shqet\u00ebsuese \u00ebsht\u00eb q\u00eb 1\/10 e k\u00ebtij borxhi \u00ebsht\u00eb n\u00eb 1500 subjekte. Pra puna e Drejtoris\u00eb s\u00eb Tatimeve duhet t\u00eb foksuohet n\u00eb nj\u00eb num\u00ebr t\u00eb caktuar subjektesh, p\u00ebr t\u00eb rritur t\u00eb ardhura q\u00eb mblidhen nga ky borxh tatimor. P\u00ebr k\u00ebt\u00eb arsyje gjykoj q\u00eb gjobat dhe sistemi i gjobave q\u00eb do t\u00eb prezantoni dhe me buxhetin e k\u00ebtij viti, nuk do t\u00eb k\u00ebt\u00eb asnj\u00eb vler\u00eb p\u00ebrsa koh\u00eb kjo do t\u00eb vazhdoj\u00eb dhe vendos n\u00eb nj\u00eb pik\u00ebpytje shum\u00eb t\u00eb madhe edhe nj\u00ebher\u00eb amnistin\u00eb fiskale, n\u00ebqoft\u00ebse ju vazhdoni dhe shtoni gjoba p\u00ebr k\u00ebto biznese, nd\u00ebrkoh\u00eb q\u00eb do t\u00eb favorizoni, do t\u00eb amnistoni komplet biznese q\u00eb nuk kan\u00eb paguar tatime deri m\u00eb sot.<\/p>\n<p>Duke pasur parasysh k\u00ebto konstatime, n\u00eb fakt un\u00eb kam dhe konstatime t\u00eb tjera t\u00eb cilat lidhen me detyrimet e prapambetura dhe dy element\u00eb q\u00eb lidhen me KLSH. K\u00ebt\u00eb vit nuk gjeta n\u00eb raport detyrimin p\u00ebr t\u00eb p\u00ebrndjekurit politik. Ka q\u00ebn\u00eb n\u00eb raport pas raporti fakti q\u00eb duhet pothuajse 20 vite p\u00ebr t\u00eb paguar detyrimin e llogaritur sipas angazhimeve q\u00eb ka marr\u00eb legjislacioni shqiptar p\u00ebr t\u00eb p\u00ebrndjekurit politik dhe un\u00eb shpresoj q\u00eb do t\u00eb jet\u00eb nj\u00eb \u00e7\u00ebshtje q\u00eb ju do t\u2019i kushtoni v\u00ebm\u00ebndje n\u00eb vijim. Ndoshta nuk \u00ebsht\u00eb e r\u00ebnd\u00ebsishme p\u00ebr t\u00eb gjith\u00eb, por p\u00ebr disa \u00ebsht\u00eb e r\u00ebnd\u00ebsishme.<\/p>\n<p>Dhe s\u00eb dyti, detyrimet e prapambetura. Kemi pasur nj\u00eb tabel\u00eb p\u00ebrmbledh\u00ebse ku ishte nj\u00eb analiz\u00eb e t\u00eb gjith\u00eb detyrimeve t\u00eb prapambetura. Un\u00eb n\u00eb tekst e gjej sipas rubrikave t\u00eb ndryshme, por besoj q\u00eb do t\u00eb ishte m\u00eb orientuese p\u00ebr t\u00eb par\u00eb, sepse aq \u00ebsht\u00eb borxhi real.
