Shoqata k\u00ebrkon rimbursim t\u00eb plot\u00eb ose t\u00eb rrisin \u00e7mimin"},"content":{"rendered":"<p>Nisma e bashkis\u00eb s\u00eb Tiran\u00ebs \u201cAbone falas p\u00ebr student\u00ebt\u201d q\u00eb nisi zbatimin nga 1 n\u00ebntori 2022 ka reduktuar p\u00ebr secilin operator n\u00eb Tiran\u00eb 37% shitjet e biletave.<\/p>\n<p>Operator\u00ebt ngren\u00eb shqet\u00ebsimin se r\u00ebnia e biletave po tkurr fitimet e tyre, n\u00eb nj\u00eb koh\u00eb kur ata po vuajn\u00eb edhe shtimin e kostove nga shtrenjtimi i \u00e7mimit t\u00eb naft\u00ebs dhe ulja e numrit t\u00eb pasagjer\u00ebve 35% m\u00eb pak se vjet.<\/p>\n<p>P\u00ebr dh\u00ebnien falas t\u00eb aboneve t\u00eb student\u00ebve operator\u00ebt kompensohen nga bashkia 600 lek\u00eb, nd\u00ebrsa \u00e7mimi i abones\u00eb n\u00eb treg t\u00eb lir\u00eb \u00ebsht\u00eb 1,600 lek\u00eb.<\/p>\n<p>Shoqata Komb\u00ebtare e Transportit Qytetas n\u00eb letr\u00ebn drejtuar bashkis\u00eb s\u00eb Tiran\u00ebs thekson se nisma t\u00eb tilla duhet t\u00eb marrin n\u00eb konsiderat\u00eb interesat e t\u00eb gjith\u00eb grupeve.<\/p>\n<p>Shoqata k\u00ebrkon kompensim 100% t\u00eb \u00e7mimit t\u00eb abones\u00eb p\u00ebr student\u00ebt ose n\u00eb t\u00eb kund\u00ebrt bashkia duhet t\u00eb miratoj\u00eb k\u00ebrkes\u00ebn p\u00ebr dyfishimin e \u00e7mimit t\u00eb bilet\u00ebs ditore nga 40 lek\u00eb n\u00eb 80 lek\u00eb.<\/p>\n<p><em>\u201cEdhe ne jemi dakort me nism\u00ebn \u201cAbone falas p\u00ebr student\u00ebt\u201d, por kjo nuk duhet t\u00eb b\u00ebhet n\u00eb \u201ckurriz\u201d t\u00eb operator\u00ebve dhe aq m\u00eb tep\u00ebr duke i \u00e7uar ata drejt falimentit me politika dhe vendimmarrje t\u00eb prera\u201d,<\/em> thuhet n\u00eb let\u00ebr.<\/p>\n<p>P\u00ebr Shoqat\u00ebn e Transportit n\u00eb kushtet kur nuk p\u00ebrcaktohet nj\u00eb vler\u00eb proporcionale e kompesimit t\u00eb abones\u00eb me \u00e7mimin e tregut, transporti publik qytetas do t\u00eb detyrohet q\u00eb t\u00eb k\u00ebrkoj\u00eb rritje t\u00eb \u00e7mimit t\u00eb bilet\u00ebs ditore, p\u00ebr t\u00eb mbijetuar.<\/p>\n<p>Drejtuesi i Shoqat\u00ebs Komb\u00ebtare t\u00eb Transportit Qytetas Kostandin Foni tha p\u00ebr Monitor se humbjet e operator\u00ebve nga r\u00ebnia e shitjes s\u00eb biletave parashikohet t\u00eb thellohen p\u00ebr muajin dhjetor, pasi te nisma \u201cAbone falas p\u00ebr student\u00ebt\u201d do t\u00eb p\u00ebrfshihen edhe student\u00ebt e universiteteve publike.<\/p>\n<p>N\u00eb fund t\u00eb muajit tetor Shoqata Komb\u00ebtare e Transportit Qytetas\u00a0n\u00eb nj\u00eb let\u00ebr drejtuar\u00a0kryetarit t\u00eb bashkis\u00eb Tiran\u00eb Erjon Veliaj dhe ministres s\u00eb Arsimit Evis Kushi k\u00ebrkonte rimbursimin e plot\u00eb n\u00eb vler\u00ebn e 1,600 lek\u00eb t\u00eb aboneve t\u00eb student\u00ebve q\u00eb shp\u00ebrndahen falas, pasi dh\u00ebnia e tyre falas rrezikonte falimentimin e operator\u00ebve. N\u00eb kryeqytet operojn\u00eb 11 kompani t\u00eb transportit urban p\u00ebr 16 linja.<\/p>\n<p><strong>K\u00ebrkes\u00eb e Shoqat\u00ebs Komb\u00ebtare t\u00eb Transportit Qytetas drejtuar Bashkis\u00eb s\u00eb Tiran\u00ebs p\u00ebr marrje masash t\u00eb menj\u00ebhershme n\u00eb zgjidhjen e kolapsit t\u00eb krijuar n\u00eb transportin urban qytetas si pasoj\u00eb e shp\u00ebrndarjes s\u00eb abones\u00eb falas p\u00ebr student\u00ebt.<\/strong><\/p>\n<p>N\u00eb p\u00ebrgjigje t\u00eb shkres\u00ebs nr. 619, dt 01.11.2022, sqarojm\u00eb se jemi n\u00eb dijeni t\u00eb dispozitave ligjore dhe parashikimeve q\u00eb ato kan\u00eb, por k\u00ebrkesat tona jan\u00eb t\u00eb lidhura me problematikat praktike t\u00eb cilat n\u00eb kushtet aktuale e b\u00ebjn\u00eb t\u00eb pamundur ofrimin cil\u00ebsor t\u00eb sh\u00ebrbimit publik qytetas deri n\u00eb v\u00ebshtir\u00ebsi financiare apo pamund\u00ebsi p\u00ebr operim nga operator\u00ebt e k\u00ebtyre linjave.<\/p>\n<p>Kjo domosdoshm\u00ebrish tregon se nevojat e operator\u00ebve jan\u00eb m\u00eb t\u00eb m\u00ebdha dhe ligji apo vendimet e marra nga Bashkia Tiran\u00eb jan\u00eb jo efektive.<\/p>\n<p>Gjithashtu vendimmarrjet jan\u00eb marr\u00eb pa konsultime paraprake me grupet e interesit, pa u njohur situata n\u00eb terren dhe v\u00ebshtir\u00ebsit\u00eb q\u00eb kan\u00eb operator\u00ebt n\u00eb realizimin e disa veprimtarive t\u00eb menj\u00ebhershme dhe t\u00eb pa trajtuara, si\u00e7 \u00ebsht\u00eb edhe shp\u00ebrndarja falas e abones\u00eb t\u00eb student\u00ebve.<\/p>\n<p>Gjithashtu kushtet aktuale kan\u00eb ndryshuar dhe ato nuk jan\u00eb marr\u00eb n\u00eb konsiderat\u00eb, n\u00eb p\u00ebrcaktimin e vendimarrjeve t\u00eb marra dhe kompensimin e ofruar. P\u00ebr k\u00ebt\u00eb dhe Shoqata Komb\u00ebtare e Transportit Qytetas ka k\u00ebrkuar p\u00ebrmes operator\u00ebve t\u00eb saj takim me kryetarin p\u00ebr t\u00eb trajtuar pik\u00ebrisht k\u00ebto problematika.<\/p>\n<p>Ashtu sikurse ju p\u00ebrcaktoni n\u00eb shkres\u00ebn tuaj sqaroni se mb\u00ebshtetur n\u00eb Vendimin Nr. 66 dat\u00eb 30.12.2015 t\u00eb K\u00ebshillit Bashkiak p\u00ebr \u201cIndeksimin e tarifave t\u00eb transportit qytet\u00ebs n\u00eb Bashkin\u00eb e Tiran\u00eb\u201d, pika 1. n\u00ebnpika 1.1.4 parashikon tarif\u00ebn e transportit per student\u00ebt:<\/p>\n<p><em>\u201cP\u00ebr bilet\u00eb pajtimi mujor, t\u00eb p\u00ebrgjithsh\u00ebm, p\u00ebr student\u00ebt, p\u00ebr t\u00eb gjith\u00eb linjat 600 (gjasht\u00ebqind) lek\u00eb, (duke p\u00ebrfshir\u00eb dhe TVSH).\u201d<\/em><\/p>\n<p>Nj\u00eb dispozit\u00eb e till\u00eb ka q\u00ebn\u00eb proporcionale deri n\u00eb momentin q\u00eb aboneja e studentit nuk ishte p\u00ebrcaktuar falas, pasi operator\u00ebt kan\u00eb pasur mund\u00ebsin\u00eb e nxjerrjes s\u00eb fitimit edhe me shitjen e biletave ditore dhe mujore.\u00a0<strong>Me aplikimin n\u00eb terren t\u00eb vendimit dhe shp\u00ebrndarjen e aboneve falas p\u00ebr secilin operator shitja e bilet\u00ebs ka r\u00ebn\u00eb me 37% dhe fitimet jan\u00eb ulur ndjesh\u00ebm, duke sjell\u00eb k\u00ebshtu operimin me humbje ose operimin pa asnj\u00eb fitim, ku kompensimi n\u00eb vler\u00ebn e m\u00ebsip\u00ebrme nga Bashkia Tiran\u00eb vlera 600lek\u00eb\/p\u00ebr abone studenti nuk i ndihmon aspak operator\u00ebt, p\u00ebr ta b\u00ebr\u00eb m\u00eb t\u00eb p\u00ebrballueshme k\u00ebt\u00eb situat\u00eb t\u00eb v\u00ebshtir\u00eb.\u00a0<\/strong>Duke par\u00eb k\u00ebto humbje dhe operimin n\u00eb kushte t\u00eb tilla, cila \u00ebsht\u00eb forma q\u00eb operator\u00ebt mund t\u00eb mbrohen, kur vendimmarrjet merren nga vet\u00eb organi p\u00ebrgjegj\u00ebs pa u konsultuar me grupet e interesit dhe vlerat e kompensimit, vlera e biletave etj p\u00ebrcaktohen po nga organet tuaja, pa marr\u00eb fare n\u00eb konsiderat\u00eb asnj\u00eb faktor tjet\u00ebr si rrija e \u00e7mimeve, rritja e naft\u00ebs, ulja e shitjeve t\u00eb biletave, pandemia dhe v\u00ebshtir\u00ebsit\u00eb e sjella prej saj apo edhe vet\u00eb situat\u00ebn q\u00eb transporti ndodhet sot?<\/p>\n<p>P\u00ebrcaktimi i abones\u00eb s\u00eb studentit falas, \u00ebsht\u00eb nj\u00eb vendimmarrje e shpejt\u00eb e cila jo vet\u00ebm q\u00eb nuk \u00ebsht\u00eb rakorduar me ne, por \u00ebsht\u00eb njoftuar direkt p\u00ebr aplikim dhe zbatim n\u00eb form\u00eb detyruese, pa l\u00ebn\u00eb koh\u00ebn e nevojshme n\u00eb dispozicion se si do gjendej transporti n\u00eb momentin q\u00eb kjo politik\u00eb mund t\u00eb realizohej dhe vihej n\u00eb praktik\u00eb. Nj\u00eb vendimmarrje e till\u00eb e shpejt\u00eb, duhet t\u00eb marr\u00eb parasysh q\u00eb kushtet sot me rritjen e \u00e7mimeve, periudh\u00ebn e pandemis\u00eb, v\u00ebshtir\u00ebsit\u00eb e operator\u00ebve n\u00eb p\u00ebrballimin e \u00e7mimit t\u00eb naft\u00ebs etj, nuk \u00ebsht\u00eb nj\u00eb vendimmarrje efektive, aq m\u00eb tep\u00ebr pa studiuar kushtet ku gjendet transporti sot dhe pa rakorduar at\u00eb me secilin operator.<\/p>\n<p>Me VENDIM Nr. 101, dat\u00eb 1 9.10.2022 \u201cP\u00cbR KOMPENSIMIN E BILET\u00cbS S\u00cb PAJTIMIT MUJOR, T\u00cb P\u00cbRGJITHSH\u00cbM (ABONES\u00cb S\u00cb STUDENTIT) P\u00cbR STUDENT\u00cbT E PAJISUR ME KART\u00cb STUDENTI P\u00cbR T\u00cb GJITHA LINJAT, N\u00cb TRANSPORTIN QYTETAS N\u00cb BASHKIN\u00cb E TIRANES\u201d \u00ebsht\u00eb p\u00ebrcaktuar dhe m\u00ebnyra e kompensimit, bazuar n\u00eb vendimin e m\u00ebsip\u00ebrm, pra kompensimi p\u00ebr 600 lek\u00eb\/abone e \u201cShitur\u201d.<\/p>\n<p>Bazuar n\u00eb sa m\u00eb sip\u00ebr me humbjet q\u00eb ne si operator\u00eb po kalojm\u00eb, ndodhemi n\u00eb kushtet kur pamund\u00ebsia n\u00eb veprim dhe mospatja e asnj\u00eb mjeti tjet\u00ebr efektiv p\u00ebr \u201cshp\u00ebtimin\u201d e transportit publik qytetas, t\u00eb k\u00ebrkojm\u00eb rritjen e vler\u00ebs s\u00eb bilet\u00ebs s\u00eb pajtimi mujor, t\u00eb p\u00ebrgjithsh\u00ebm, p\u00ebr student\u00ebt dhe automatikisht rritjen e kompensimit s\u00eb k\u00ebsaj bilete nga Bashkia Tiran\u00eb.<\/p>\n<p><strong>N\u00eb kushtet kur nuk p\u00ebrcaktohet nj\u00eb vler\u00eb proporcioanle e \u00e7mimit t\u00eb bilet\u00ebs s\u00eb pajtimit mujor p\u00ebr student\u00ebt dhe nj\u00eb kompensim bazuar n\u00eb vler\u00ebn e re, transporti publik qytetas do t\u00eb detyrohet q\u00eb t\u00eb k\u00ebrkoj\u00eb rritje t\u00eb \u00e7mimit t\u00eb bilet\u00ebs ditore, p\u00ebr t\u00eb mbijetuar dhe p\u00ebr t\u00eb pasur mund\u00ebsi n\u00eb ofrimin e sh\u00ebrbimit cil\u00ebsor.<\/strong><\/p>\n<p>Bashkia Tiran\u00eb n\u00eb nisma t\u00eb tilla duhet t\u00eb marr\u00eb n\u00eb konsiderat\u00eb interesat e t\u00eb gjith\u00eb grupeve. Edhe ne jemi dakort me nism\u00ebn \u201cAbone falas p\u00ebr student\u00ebt\u201d, por kjo nuk duhet t\u00eb b\u00ebhet n\u00eb \u201ckurriz\u201d t\u00eb operator\u00ebve dhe aq m\u00eb tep\u00ebr duke i \u00e7uar ata drejt falimentit me politika dhe vendimmarrje t\u00eb prera.<\/p>\n<p>N\u00ebse vazhdimisht ne hasemi me vendimmarrje t\u00eb tilla, kjo tregon nj\u00eb paq\u00ebndrueshm\u00ebri t\u00eb madhe ku dita dit\u00ebs do gjendemi n\u00eb kushte t\u00eb ndryshme t\u00eb pastudiuara, pa l\u00ebn\u00eb afatet e duhura p\u00ebr aplikim dhe pa mb\u00ebshtetjen e duhur, q\u00eb do e b\u00ebjn\u00eb transportin publik qytetas n\u00eb gjendje t\u00eb mjerueshme, duke prekur cil\u00ebsin\u00eb sh\u00ebrbimin dhe vet\u00eb t\u00eb ardhurat e qytetar\u00ebve.<\/p>\n<p>Bashkia duhet t\u00eb gjej\u00eb zgjidhje p\u00ebr k\u00ebt\u00eb dhe k\u00ebto zgjidhje duhet t\u00eb rakordohen me ne. N\u00eb politika t\u00eb tilla, operator\u00ebt e sh\u00ebrbimit publik qytetas nuk duhet t\u00eb njihen me vendimmarrjen e marr\u00eb n\u00eb pak koh\u00eb dhe thjesht ta zbatojn\u00eb at\u00eb, pavar\u00ebsisht se ajo vendimmarrje i \u00e7on n\u00eb pamund\u00ebsi objektive dhe fizike p\u00ebr t\u00eb vepruar dhe me humbje t\u00eb m\u00ebdha. Q\u00ebllimi i transportit publik qytetas nuk \u00ebsht\u00eb vet\u00ebm ofrimi I sh\u00ebrbimit, por ofrimi I nj\u00eb sh\u00ebrbimi cil\u00ebsor, t\u00eb shpejt\u00eb dhe t\u00eb sigurt, duke e b\u00ebr\u00eb transportin qytetas gjithnj\u00eb e m\u00eb shum\u00eb popullor dhe t\u00eb p\u00eblqyer. P\u00ebr ta arritur k\u00ebt\u00eb duhet q\u00eb dhe organet p\u00ebrgjegj\u00ebse t\u00eb marrin masa proporcionale, pa d\u00ebmtuar \u201cbiznesin\u201d dhe pa pasur q\u00ebllim shtyrjen e sh\u00ebrbimit drejt mosfunksionalitetit dhe falimentit.<\/p>\n<p>P\u00ebr k\u00ebt\u00eb, p\u00ebr t\u00eb p\u00ebrcaktuar nj\u00eb mas\u00eb t\u00eb drejt\u00eb kompensimi p\u00ebr operator\u00ebt, bazuar n\u00eb gjendjen aktuale k\u00ebrkojm\u00eb q\u00eb Bashkia Tiran\u00eb, t\u00eb marr\u00eb n\u00eb konsiderat\u00eb dhe kushtet e m\u00ebposhtme:<\/p>\n<p>Inflacioni sot \u00ebsht\u00eb rritur 10%;<br \/>\nRritja e lubrifikant\u00ebve dhe pjes\u00ebve t\u00eb k\u00ebmbimit me 35%;<br \/>\nNga rritja e pag\u00ebs kemi nj\u00eb rritje t\u00eb kontributeve me 20%;<br \/>\nUlja e numrit t\u00eb pasagjer\u00ebve 30-35%;<br \/>\nRritja e \u00e7mimit t\u00eb karburantit 40%;<br \/>\nRritja e Euroborit, shtrenjtimi I kredive mbi norm\u00ebn q\u00eb kan\u00eb aktualisht \u00ebsht\u00eb rritur 4%;<br \/>\nAbonet\u00eb e studentit Falas, ndikim n\u00eb rritjen e abuzivitetit, pra ulja e numrit t\u00eb udh\u00ebtar\u00ebve me bilet\u00eb ditore ku e vetmja e ardhur q\u00eb kan\u00eb operator\u00ebt \u00ebsht\u00eb bileta ditore dhe biletat e pajtimit mujore.<\/p>\n<p>Shpresojm\u00eb q\u00eb k\u00ebrkesa jon\u00eb t\u00eb trajtohet me seriozitet dhe jo thjesht t\u00eb citohen ligjet dhe vendimet e marra, sepse ato I njohim dhe I aplikojm\u00eb \u00e7do dit\u00eb.
