Konsujt romak\u00eb drejtonin n\u00eb m\u00ebnyr\u00eb kolegjiale, duke mos dashur p\u00ebrqendrimin e pushtetit n\u00eb dor\u00eb t\u00eb nj\u00eb individi. Ushtrimi i detyr\u00ebs b\u00ebhej nga njer\u00ebz me karrier\u00eb t\u00eb gjat\u00eb politike dhe ushtarake, e ku pozicioni i konsullit nuk kishte pages\u00eb, por ishte vet\u00ebm honorifik. Ata krijuan modele t\u00eb drejtimit institucional t\u00eb shtetit dhe t\u00eb drejt\u00ebsis\u00eb, t\u00eb cilat bota nuk ka arritur t\u2019i z\u00ebvend\u00ebsoj\u00eb edhe pas shum\u00eb shekujve. Nga monarkia deri t\u00eb perandoria bizantine u kodifikuan dhjet\u00eb shekuj histori politike dhe juridike, n\u00eb \u201cdigestat\u201d e famshme t\u00eb t\u00eb fundit perandor t\u00eb saj, Justinianit. N\u00eb koh\u00ebt q\u00eb pasuan, dor\u00ebshkrimet e historian\u00ebve oborrtar\u00eb m\u00ebsojn\u00eb se krimbi i pushtetit b\u00ebri q\u00eb mbret\u00ebrit dhe perandor\u00ebt zgjedhjen e tyre t\u00eb mos e linin m\u00eb n\u00eb dor\u00eb t\u00eb propozimit nga senati dhe votimit nga plebenjt\u00eb apo qytetar\u00ebt e Rom\u00ebs. Zg\u00ebrqet e shpluhurosura t\u00eb historis\u00eb zbulojn\u00eb se instituti i trash\u00ebgimis\u00eb e ka gjenez\u00ebn pik\u00ebrisht tek ruajtja e fronit n\u00ebp\u00ebrmjet dinastis\u00eb, pra lind si nj\u00eb interes politik, q\u00eb m\u00eb pas u zgjerua edhe n\u00eb marr\u00ebdh\u00ebniet civile dhe ato pron\u00ebsore. N\u00eb periudh\u00ebn e republik\u00ebs, p\u00ebr t\u00eb k\u00ebnaqur preferenc\u00ebn individuale t\u00eb perandorit, parazgjedhja e trash\u00ebgimtarit politik nisi t\u00eb b\u00ebhej edhe mbi baza adoptimi, pa qen\u00eb e nevojshme lidhja e gjakut p\u00ebr trash\u00ebgimin\u00eb e fronit. K\u00ebshtu kan\u00eb ardhur n\u00eb pushtet Neroni, Jul \u00c7ezari e t\u00eb tjer\u00eb. G\u00ebrryerja p\u00ebr pushtet largoi fort mend\u00ebsin\u00eb e themeluesve t\u00eb perandoris\u00eb, nga ajo e barazis\u00eb s\u00eb individ\u00ebve para ligjit dhe Zotit, tek ajo e ruajtjes s\u00eb pushtetit me dhun\u00eb, korrupsion e goditje b\u00ebrrylash. Demagogjia politike e mbajtur me \u201cthonj\u201d t\u00eb p\u00ebrlyer n\u00eb padrejt\u00ebsi do t\u00eb \u00e7onte n\u00eb m\u00ebnyr\u00eb t\u00eb pashmangshme tek r\u00ebnia e yllit t\u00eb nj\u00eb perandorie, e cila u shtri n\u00eb tri kontinente e q\u00eb shkroi historin\u00eb politike t\u00eb njer\u00ebzimit p\u00ebr gati gjysm\u00ebn e jet\u00ebs s\u00eb saj.<\/p>\n<p>TRASH\u00cbGIMIA POLITIKE<\/p>\n<p>Arsyeja e trash\u00ebgimis\u00eb politike ka dy p\u00ebrqasje mbi t\u00eb cilat p\u00ebrligjet ose jo qen\u00ebsia e saj. N\u00ebse n\u00eb nj\u00ebr\u00ebn an\u00eb ajo justifikon ruajtjen n\u00eb m\u00ebnyr\u00eb konservatore t\u00eb linj\u00ebs politike at\u00ebrore ose ideologjike, ta quajm\u00eb si t\u00eb duam, n\u00eb an\u00ebn tjet\u00ebr ajo \u00ebsht\u00eb shfaqje e qart\u00eb e vullnetit p\u00ebr t\u00eb mbajtur pushtetin me \u00e7do kusht dhe \u00e7ka m\u00eb keq, frik\u00ebs p\u00ebr moshumbjen e tij. Historia m\u00ebson se tendenca e t\u00eb gjitha grupimeve politike \u00ebsht\u00eb pik\u00ebrisht ajo e mbajtjes n\u00ebp\u00ebrmjet dinastis\u00eb s\u00eb trash\u00ebgimis\u00eb edhe pushtetin. N\u00eb k\u00ebt\u00eb pik\u00eb, njer\u00ebzimi nuk ka evoluar brenda species s\u00eb tij, por ajo \u00e7far\u00eb zhvillimi i mendimit politik sugjeron \u00ebsht\u00eb se, edhe sikur politika e trash\u00ebguar t\u00eb jet\u00eb modeli m\u00eb i mir\u00eb, ajo ka nevoj\u00eb p\u00ebr nj\u00eb rotacion politik si brenda struktur\u00ebs s\u00eb saj, ashtu edhe n\u00eb nivel t\u00eb partive t\u00eb tjera politike. Kjo \u00ebsht\u00eb filozofia mbi t\u00eb cil\u00ebn shkolla e politik\u00ebs, orienton demokracit\u00eb moderne drejt modelit qeveris\u00ebs. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb d\u00ebgjohen gjithmon\u00eb z\u00ebra t\u00eb rinj dhe ka alternativa t\u00eb ndryshme, t\u00eb cilat sjellin ndryshimin, me d\u00ebshir\u00ebn se do t\u00eb jen\u00eb gjithnj\u00eb n\u00eb progres. N\u00eb kahun tjet\u00ebr, mbajtja e trash\u00ebgimis\u00eb politike p\u00ebr t\u00eb transmetuar me fanatiz\u00ebm idet\u00eb politike e akoma m\u00eb keq p\u00ebr ruajtjen e familjes si trash\u00ebgimtare t\u00eb fronit jan\u00eb modele monarkish feudale (tanim\u00eb jo m\u00eb bashk\u00ebkohore) dhe shtetesh t\u00eb vogla q\u00eb nuk dalin dot nga nj\u00eb mentalitet i ngusht\u00eb i politik\u00ebb\u00ebrjes. Kjo e fundit ka p\u00ebrfaq\u00ebsues prototip vende si Shqip\u00ebria, ku modeli korruptiv i klas\u00ebs drejtuese ka mbuluar deri n\u00eb fyt edhe partit\u00eb drejtuese edhe ato opozitare, p\u00ebr t\u00eb mos u distancuar nga nj\u00ebra-tjetra n\u00eb asnj\u00eb tipar e p\u00ebr t\u00eb ardhur n\u00eb pik\u00ebn q\u00eb, kur k\u00ebto godasin sho-shoqen p\u00ebr parime morale \u00ebsht\u00eb nj\u00eblloj si t\u00eb d\u00ebgjosh ligj\u00ebrat\u00ebn \u201ci thot\u00eb gomari lepurit sa t\u00eb m\u00ebdha i ke vesh\u00ebt\u201d. Mund t\u00eb spekulohet vetvetiu se humbja e trash\u00ebgimis\u00eb n\u00eb pushtet nga \u201cperandori\u201d te bijt\u00eb biologjik\u00eb apo adoptiv\u00eb k\u00ebrc\u00ebnohet nga prekja e pozit\u00ebs sociale dhe pasurore, jo asaj morale nj\u00ebmend\u00ebsh. Po \u00e7far\u00eb kan\u00eb q\u00eb tremben kaq shum\u00eb se do t\u00eb humbin? Nj\u00eb rrog\u00eb mujore apo mos ndoshta para t\u00eb fituara pa mund, apo p\u00ebrlyerje n\u00eb afera q\u00eb shpresojn\u00eb t\u2019i mbyllin, por q\u00eb karma do i p\u00ebrndjekin edhe sikur t\u00eb shkojn\u00eb n\u00eb h\u00ebn\u00eb? Fakti i mospasjes s\u00eb nj\u00eb shembulli ndryshe nga partit\u00eb kund\u00ebrshtare apo ato t\u00eb koalicionit, ku modeli konvertohet nga bab\u00eb\/bij\u00eb n\u00eb nivel burr\u00eb\/grua, b\u00ebn edhe m\u00eb d\u00ebshp\u00ebruese shpres\u00ebn e pasjes s\u00eb nj\u00eb alternative ndaj modelit t\u00eb par\u00eb. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb trash\u00ebgimia politike n\u00eb Shqip\u00ebri p\u00ebrfaq\u00ebsohet nga alternativa me t\u00eb cilat propabiliteti i pasjes s\u00eb drejt\u00ebsis\u00eb, ligjit, rregullit dhe standardeve minimale jetike, si pasoj\u00eb e rrahjes dhe debateve t\u00eb mendimeve brenda strukturave kan\u00eb gjasa t\u00eb kalojn\u00eb m\u00eb par\u00eb nga Kina.<\/p>\n<p>ITHTAR\u00cbT, MB\u00cbSHTET\u00cbSIT E VET\u00cbM T\u00cb BIJVE POLITIK\u00cb<\/p>\n<p>Ka disa aspekte q\u00eb jan\u00eb t\u00eb p\u00ebrbashk\u00ebta n\u00eb lidhje me sjelljen e ithtar\u00ebve ndaj lidershipit n\u00eb Shqip\u00ebri dhe ku ata, t\u00eb \u00e7far\u00ebdolloj poli qofshin, bien n\u00eb em\u00ebrues t\u00eb p\u00ebrbashk\u00ebt mbi k\u00ebto fakte; a \u2013 t\u00eb gjitha partit\u00eb n\u00eb pushtet apo opozit\u00eb, kur kan\u00eb kaluar n\u00eb rotacion pushteti jan\u00eb p\u00ebrlyer n\u00eb afera korrupsioni dhe n\u00eb skandale mitmarrjeje; b \u2013 p\u00ebr k\u00ebto afera ata nuk jan\u00eb p\u00ebrgjigjur asnj\u00ebher\u00eb p\u00ebrpara drejt\u00ebsis\u00eb s\u00eb drejtuar nga ata vet\u00eb, bazuar mbi paktin e heshtur t\u00eb mosprekjes; c\u2013 t\u00eb besosh se ka moral atje ku, ai q\u00eb vodhi m\u00eb pak \u00ebsht\u00eb m\u00eb i mir\u00eb se ai q\u00eb vodhi m\u00eb shum\u00eb, dhe ta p\u00ebrdor\u00ebsh k\u00ebt\u00eb tez\u00eb si arsye mosbindje qytetare apo m\u00eb keq si alternativ\u00ebn m\u00eb t\u00eb mir\u00eb qeveris\u00ebse, at\u00ebher\u00eb pasojat jan\u00eb dy: Ose k\u00ebta ithtar\u00eb jan\u00eb tifoz\u00eb politik\u00eb dhe nuk kuptojn\u00eb apo nuk duan t\u00eb kuptojn\u00eb, ose ka nj\u00eb rrug\u00eb tjet\u00ebr, q\u00eb \u00ebsht\u00eb fituesja m\u00eb e mundshme: ata jan\u00eb nj\u00eblloj bashk\u00ebfajtor\u00eb. Modeli i tyre \u00ebsht\u00eb lideri i pasuruar q\u00eb i pasuron me ardhjen n\u00eb pushtet, n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb largpam\u00ebsia politike nuk shkon m\u00eb gjat\u00eb se portofoli dhe po n\u00eb portofol p\u00ebrfundon edhe morali i tyre p\u00ebr t\u00eb ndryshuar struktur\u00ebn dhe vizionin e partis\u00eb politike.<\/p>\n<p>P\u00ebr k\u00ebta ithtar\u00eb se kush e drejton partin\u00eb dhe se kujt do t\u2019i kaloj\u00eb testamenti i pushtetit jan\u00eb problemet e fundit q\u00eb mund t\u00eb cek\u00eb nd\u00ebrgjegjja e tyre politike. P\u00ebr ata, morali politik mbaron me ardhjen n\u00eb pushtet dhe patriotizmi se ku do t\u00eb shkoj\u00eb Shqip\u00ebria nes\u00ebr, kufizohet te \u00e7jerrjet p\u00ebr komb e atdhe, kur ngrihet flamuri n\u00eb \u201cAir Albania\u201d, n\u00ebn himnin komb\u00ebtar. Ndonj\u00ebher\u00eb, ndonj\u00eb syresh mbush edhe syt\u00eb me lot (!), e ky \u00ebsht\u00eb ai momenti ku ithtar\u00ebt shkrihen nga ngaz\u00ebllimi se ai, perandori, \u00ebsht\u00eb komb\u00ebdash\u00ebsi m\u00eb i madh mbi tok\u00eb. Pjesa tjet\u00ebr e vizionit atdhedash\u00ebs mbi Shqip\u00ebrin\u00eb ndalon te \u201cvjelja dhe vjedhja e shtetit\u201d.<\/p>\n<p>TRASH\u00cbGIMI POLITIKE APO \u2018DAMNATIO MEMORIEA\u2019?<\/p>\n<p>Kjo fraz\u00eb q\u00eb n\u00eb latinisht do t\u00eb thot\u00eb, n\u00eb nj\u00eb p\u00ebrkthim t\u00eb p\u00ebraf\u00ebrt \u201cmallkuar qoft\u00eb kujtimi\u201d, \u00ebsht\u00eb p\u00ebrdorur nga romak\u00ebt kundrejt t\u00eb gjith\u00eb atyre perandor\u00ebve, t\u00eb cil\u00ebt ishin shquar p\u00ebr tirani, vrasje, shkat\u00ebrrim, pra \u00e7dolloj krimi t\u00eb b\u00ebr\u00eb kund\u00ebr shtetit. Po p\u00ebrs\u00ebri historia m\u00ebson se Senati i Rom\u00ebs u mblodh p\u00ebr t\u00eb hequr kujtes\u00ebn e shum\u00eb prej perandor\u00ebve t\u00eb saj, q\u00eb n\u00eb p\u00ebrqasje bashk\u00ebkohore do t\u00eb quheshin qeveritar\u00ebt e sot\u00ebm n\u00eb kuptimin e gjer\u00eb. T\u00eb till\u00eb ishin Caligola, Neroni, Domitianus, Getta e disa t\u00eb tjer\u00eb. Me k\u00ebt\u00eb, atyre nuk iu mohohej gjith\u00e7ka e mir\u00eb q\u00eb kishin b\u00ebr\u00eb p\u00ebr nd\u00ebrtimin e Rom\u00ebs, p\u00ebr rrug\u00ebt, kanalizimet, ligjet, statujat e shum\u00eb pasuri, t\u00eb cilat jan\u00eb konservuar m\u00eb fanatiz\u00ebm deri n\u00eb dit\u00ebt e sotshme. Por kur u vun\u00eb n\u00eb peshore t\u00eb mirat dhe t\u00eb k\u00ebqijat e \u00e7do pushteti dhe kur peshorja u anua nga shkat\u00ebrrimi, d\u00ebnimi, korrupsioni q\u00eb i kishin b\u00ebr\u00eb vet\u00eb shtetit dhe qytetar\u00ebve t\u00eb tyre, romak\u00ebt nuk e menduan gjat\u00eb p\u00ebr t\u00eb stigmatizuar sjelljen dhe emrat e tyre si damnatio (t\u00eb mallkuar). N\u00eb fakt, disa prej tyre nuk mbahen mend, sepse heqja e kujtes\u00ebs n\u00eb form\u00ebn e abandonimit duke mos ua p\u00ebrmendur emrat b\u00ebri v\u00ebrtet\u00eb q\u00eb njer\u00ebzimi t\u2019i harroj\u00eb. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, ata mbrojt\u00ebn moralin njer\u00ebzor dhe hoq\u00ebn \u00e7do shembull, ku drejtuesi i shtetit duhet t\u00eb ishte edhe i mir\u00eb, edhe i keq. Ky nuk mundet dhe nuk duhet t\u00eb jet\u00eb kriteri mat\u00ebs p\u00ebr ata q\u00eb kan\u00eb zgjedhur t\u00eb drejtojn\u00eb nj\u00eb shtet. Mund t\u00eb mos duhen nga t\u00eb gjith\u00eb, por kush ka punuar ndershm\u00ebrisht, ka marr\u00eb n\u00eb k\u00ebmbim respektin edhe nga kund\u00ebrshtari m\u00eb i eg\u00ebr politik. Konsideroni sa \u201cperandor\u00eb\u201d shkat\u00ebrrues ka pasur dhe ka Shqip\u00ebria t\u00eb cil\u00ebt jan\u00eb kat\u00ebrcip\u00ebrisht identik\u00eb kur vjen kryefjala te bastisja dhe krimet q\u00eb i kan\u00eb b\u00ebr\u00eb k\u00ebtij kombi. Asnj\u00eb vrasje nd\u00ebrgjegje, asnj\u00eb ndarje morale, asnj\u00eb falje! E k\u00ebshtu, historia jon\u00eb do t\u00eb vijoj\u00eb kush e di se p\u00ebr sa dekada, e deri at\u00ebher\u00eb, trash\u00ebgimia politike do t\u00eb mbetet brenda t\u00eb nj\u00ebjti soj e me fytyr\u00ebn e s\u00eb nj\u00ebjt\u00ebs race \u201cperandor\u00ebsh\u201d, me ndryshimin e vet\u00ebm: akrepat e or\u00ebs.
