Kjo pyetje u shtrua q\u00eb kur, jav\u00ebn e shkuar, n\u00eb media u hap nj\u00eb lajm se klane brenda qeveris\u00eb po p\u00ebrpiqen tia r\u00ebmbejn\u00eb koncesionin milionerit Kosovar Behgjet Pacolli.<\/p>\n\n\n\n<p><a href=\"https:\/\/kapitali.al\/investigim\/ekskluzive-pacollit-po-i-bejne-presion-per-ti-marre-aeroportin-e-vlor-i35724\">Artikulli i Kapitalit<\/a>&nbsp;q\u00eb u shp\u00ebrnda ngado pretendonte se n\u00eb 1 gusht ishte mbledhur me urgjenc\u00eb, n\u00eb Lugano t\u00eb Zvicr\u00ebs, asambleja e ortak\u00ebve t\u00eb shoq\u00ebris\u00eb Mabco Construction, e cila zot\u00ebron 98 p\u00ebr qind t\u00eb aksioneve t\u00eb aeroportit t\u00eb Vlor\u00ebs dhe kishte marr\u00eb vendim q\u00eb t\u00eb mos lejoj\u00eb asnj\u00eb shitje aksionesh n\u00eb k\u00ebt\u00eb koncesion. Kjo pandehm\u00eb u p\u00ebrforcua edhe m\u00eb shum\u00eb pasi q\u00eb n\u00eb dit\u00ebn e par\u00eb pas pushimeve, dol\u00ebn pamjet se Rama bashk\u00eb me ministrat, kishte prtitur n\u00eb takim edhe biznesmenin kosovar, q\u00eb e konfirmoi vet\u00eb se takimi qe p\u00ebr aeroportin e Vlor\u00ebs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Personalisht Pacolli u prononcua m\u00eb pas duke th\u00ebn\u00eb se ky vendim i asambles\u00eb s\u00eb ortak\u00ebve nuk kishte lidhje me ndonj\u00eb presion qeveritar p\u00ebr ti rr\u00ebmbyer koncesionin e fituar n\u00eb m\u00ebnyr\u00eb okulte. Por menj\u00ebher\u00eb n\u00eb shtyp u deklarua edhe ortaku i tij minoritar, q\u00eb tregoi se kishte divergjenca t\u00eb hapura me ish politikanin biznesmen, tw cilin e etiketoi si mashtrues.<\/p>\n\n\n\n<p>N\u00eb fakt, n\u00eb qarqet qeveritare ka nj\u00eb shqet\u00ebsim se punimet nuk po ndjekin rritmin e duhur pik\u00ebrisht p\u00ebr shkak t\u00eb konfikteve t\u00eb egove dhe financave, q\u00eb kan\u00eb plasur mes dy parner\u00ebve t\u00eb koncesionit, Pacollit dhe kosovarit tjet\u00ebr Valon Ademi.<\/p>\n\n\n\n<p>Se \u00e7\u2019po ndodh mes tyre e spjegoi m\u00eb pas, n\u00eb nj\u00eb shkrim t\u00eb vetin p\u00ebr\u00a0Tema, Mero Baze, i cili b\u00ebri nj\u00eb historik t\u00eb k\u00ebtij koncesioni. Fillimisht \u2013 tregoi ai \u2013\u00a0\u201ckan\u00eb qen\u00eb tre aksioner\u00eb: Mabco Construction me 58 p\u00ebr qind, YDA Group me 40 p\u00ebr qind dhe 2A Group n\u00eb minoranc\u00eb me 2 p\u00ebr qind.<br>YDA Group \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb koncesion p\u00ebr shkak t\u00eb p\u00ebrvoj\u00ebs s\u00eb saj p\u00ebr nd\u00ebrtimin e aeroportit me 40 p\u00ebr qind t\u00eb aksioneve, q\u00eb t\u00eb justifikohej konsorciumi si fitues.<\/p>\n\n\n\n<p>N\u00eb fakt, ky ka qen\u00eb nj\u00eb pjes\u00ebtar fiktiv i koncesionit dhe menj\u00ebher\u00eb pas nisjes s\u00eb pun\u00ebs ai \u00ebsht\u00eb t\u00ebrhequr realisht nga aksionet, duke u ndar\u00eb mes Mabco Construction t\u00eb Pacollit dhe 2A Group t\u00eb Ademit. Ndarja \u00ebsht\u00eb b\u00ebr\u00eb me dy kontrata noteriale. Fillimisht, YDA Group ia ka shitur aksionet MAPCO-s p\u00ebr\u00a04200 euro formalisht\u00a0dhe po n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb Mabco me 2A Group kan\u00eb lidhur nj\u00eb kontrat\u00eb t\u00eb re p\u00ebr ndarje aksionesh mes tyre n\u00eb raportin 53 p\u00ebr qind p\u00ebr Mabco dhe 47 p\u00ebr qind p\u00ebr 2A Group. Por k\u00ebto kontrata nuk jan\u00eb regjistruar n\u00eb QKB.<\/p>\n\n\n\n<p>Aksionet nuk jan\u00eb b\u00ebr\u00eb funksionale n\u00eb QKB, p\u00ebr t\u00eb shmangur debatet publike dhe p\u00ebr shkak t\u00eb nevoj\u00ebs q\u00eb p\u00ebr \u00e7do nd\u00ebrrim aksioneri duhet leja e qeveris\u00eb shqiptare. P\u00ebr t\u00eb mos rrezikuar reputacionin e tyre, ata nuk i kan\u00eb regjistruar k\u00ebto aksione sipas kontratave\u201d, ka shkruar Baze.<\/p>\n\n\n\n<p>Pra, sipas k\u00ebtij rr\u00ebfimi, sherri mes aksioner\u00ebve q\u00eb po pengon p\u00ebrparimin e aeroportit po b\u00ebhet p\u00ebr m\u00ebnyr\u00ebn se si do ndahen aksionet e turqve q\u00eb u fut\u00ebn n\u00eb m\u00ebnyr\u00eb fiktive sa p\u00ebr t\u00eb justifikuar ndarjen e tenderit.<\/p>\n\n\n\n<p>Por, n\u00eb fakt, kjo \u00ebsht\u00eb vet\u00ebm nj\u00ebra an\u00eb e historis\u00eb. Sepse n\u00eb nj\u00eb far\u00eb m\u00ebnyre ka qen\u00eb qeveria Rama q\u00eb e ka pranuar dhe nxitur k\u00ebt\u00eb loj\u00eb me letra fallco q\u00eb \u00ebsht\u00eb p\u00ebrplasur sot tek aksioner\u00ebt.&nbsp; Q\u00eb n\u00eb vitin 2017, Edi Rama planifikoi t\u00eb jepte pa gar\u00eb dhe pa tender tek nj\u00eb kompani turke k\u00ebt\u00eb aeroport. Madje n\u00eb parlament u depozitua nj\u00eb projektligj special \u201c<em>P\u00ebr P\u00ebrcaktimin e Procedur\u00ebs s\u00eb Ve\u00e7ant\u00eb p\u00ebr Negociimin dhe Lidhjen e Kontrat\u00ebs nd\u00ebrmjet Shtetit Shqiptar dhe Shoq\u00ebrive \u201cCengiz Construction &amp; Kalyon &amp; Colin Construction\u201d, me objekt projektimin, nd\u00ebrtimin, operimin, mir\u00ebmbajtjen dhe menaxhimin e aeroportit t\u00eb qytetit t\u00eb Vlor\u00ebs\u201d.&nbsp;<\/em><\/p>\n\n\n\n<p>P\u00ebr zbatimin e tij u caktuan t\u00eb negocionin kontrat\u00ebn n\u00eb janar 2018 ministrat Ahmetaj e Gjiknuri.<\/p>\n\n\n\n<p>Me sa duket ligji special binte ndesh me direktivat e BE-s\u00eb, mbi partneritetin publik privat. Dhe tatktika ndryshoi. Do b\u00ebhej nj\u00eb gar\u00eb, por ajo do ishte fallco. K\u00ebshtu u ra dakord me Behgjet Pacollin i cili do t\u00eb merrte formalisht kompanin\u00eb turke YDA Group, e cila ishte e domosdoshme p\u00ebr t\u00eb plot\u00ebsuar kriterin e nj\u00eb parneri q\u00eb kishte eksperienc\u00eb n\u00eb menaxhimin e aeroporteve.<\/p>\n\n\n\n<p>Por dredhit\u00eb nuk p\u00ebrfundojn\u00eb k\u00ebtu. N\u00eb tenderin e shpallur n\u00eb fund t\u00eb 2020-\u00ebs kishte nj\u00eb varg shkeljesh. Fillimisht ishte k\u00ebrkuar q\u00eb t\u00eb nd\u00ebrtohej nj\u00eb aeroport p\u00ebr 10 milion\u00eb pasagjer\u00eb dhe me dy kulla kontrolli. Q\u00eb fituesit t\u00eb ishin ata q\u00eb u shpall\u00ebn kat\u00ebr dit\u00eb para gar\u00ebs, kapaciteti u zbrit n\u00eb 2 milion\u00eb dhe kullat p\u00ebrfunduan n\u00eb 1.&nbsp;<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr kompania tjet\u00ebr konkurente AL-DE u skualifikua nga gara me justifikimin se nuk kishte dor\u00ebzuar dokumentacionin e plot\u00eb. Britanik\u00ebt e AL-DE Corporation LTD e denoncuan gar\u00ebn e paregullt dhe p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje SPAK ka njoftuar se ka hapur hetim, p\u00ebr shp\u00ebrdorim detyre, favorizim t\u00eb pal\u00ebve t\u00eb caktuara dhe shkelje t\u00eb pabarazis\u00eb n\u00eb tendera.<\/p>\n\n\n\n<p>Se sa fars\u00eb ishte e gjitha u pa edhe m\u00eb von\u00eb kur, ndon\u00ebse u shpall\u00ebn fitues, turqit e YDA Group u t\u00ebrhoq\u00ebn menj\u00ebher\u00eb duke paguar n\u00eb shum\u00eb qesharake p\u00ebr 40%-shin e tyre. Kur Edi Rama shkoi ta inaguronte vepr\u00ebn para zgjedhjeve ai nuk u \u00e7udit q\u00eb aty ishin vet\u00ebm Pacolli dhe Valon Ademi dhe jo kompania q\u00eb sipas ligjeve t\u00eb k\u00ebtij shteti ishte e vetmja q\u00eb mund t\u00eb kualifikohej p\u00ebr t\u00eb fituar nj\u00eb aeroport. Pra edhe ai qe n\u00eb brendi t\u00eb loj\u00ebs me sikur.<\/p>\n\n\n\n<p>Qeveria dhe shteti e toleruan dhe e nxit\u00ebn k\u00ebt\u00eb fallcifikim, me nj\u00eb s\u00ebr\u00eb manipulimesh paraprake dhe n\u00ebse sot dikush prej aksioner\u00ebve do t\u00eb p\u00ebrfitoj\u00eb nga ky zinxhir mashtrimesh, kjo nuk \u00ebsht\u00eb pun\u00eb vet\u00ebm e nd\u00ebrgjegjies s\u00eb tij. Duke i yshtur t\u00eb hyjn\u00eb n\u00eb nj\u00eb spirale paligjshm\u00ebrie shteti i ka lejuar aksioner\u00ebt, jo vet\u00ebm ti\u2019a hedhin publikut, por t\u00eb k\u00ebrkojn\u00eb ta b\u00ebjn\u00eb k\u00ebt\u00eb edhe ndaj nj\u00ebri tjetrit.
