Megjithat\u00eb, p\u00ebr shum\u00eb shqiptar\u00eb, em\u00ebrimi ndihet si nj\u00eb gjest tjet\u00ebr bosh nga nj\u00eb qeveri q\u00eb ata e kan\u00eb gjithnj\u00eb e m\u00eb shum\u00eb t\u00eb pabesuesh\u00ebm.<\/p>\n\n\n\n<p>Korrupsioni i nivelit t\u00eb lart\u00eb vazhdon t\u00eb pllakos\u00eb vendin, pavar\u00ebsisht veprimeve t\u00eb paprecedent\u00eb prokurorial\u00eb. P\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb tranzicionin demokratik t\u00eb Shqip\u00ebris\u00eb, nj\u00eb Zyr\u00eb e Prokurorit t\u00eb Posa\u00e7\u00ebm (SPAK), e mb\u00ebshtetur nga mb\u00ebshtetja e fort\u00eb e BE-s\u00eb dhe SHBA-s\u00eb, ka ngritur me sukses akuza p\u00ebr korrupsion kund\u00ebr zyrtar\u00ebve t\u00eb lart\u00eb nga shumica qeveris\u00ebse. Z\u00ebvend\u00ebskryeministri, dy an\u00ebtar\u00eb t\u00eb kabinetit dhe s\u00eb fundmi Erion Veliaj \u2013 kryetari i bashkis\u00eb s\u00eb Tiran\u00ebs dhe pasardh\u00ebsi i supozuar i Ram\u00ebs \u2013 jan\u00eb p\u00ebrballur t\u00eb gjith\u00eb me akuza p\u00ebr korrupsion dhe pastrim parash. K\u00ebto hetime n\u00eb kampin socialist pasuan akuza dhe arrestime t\u00eb ngjashme t\u00eb dy udh\u00ebheq\u00ebsve t\u00eb opozit\u00ebs, ish-president\u00ebve Sali Berish\u00eb dhe Ilir Meta.<\/p>\n\n\n\n<p>Pavar\u00ebsisht k\u00ebtyre rasteve t\u00eb profilit t\u00eb lart\u00eb, skepticizmi \u00ebsht\u00eb i thell\u00eb n\u00ebse Inteligjenca Artificiale (IA) mund ta adresoj\u00eb n\u00eb m\u00ebnyr\u00eb kuptimplote korrupsionin gjat\u00eb mandatit t\u00eb kat\u00ebrt t\u00eb Ram\u00ebs. Edhe pse Partia Socialiste siguroi nj\u00eb tjet\u00ebr fitore t\u00eb thell\u00eb n\u00eb maj 2025 \u2013 duke p\u00ebrfituar nga pushteti ekzekutiv i konsoliduar dhe nj\u00eb opozit\u00eb e dob\u00ebsuar, nd\u00ebrsa u zotua t\u00eb arrinte an\u00ebtar\u00ebsimin n\u00eb Bashkimin Evropian brenda kat\u00ebr viteve \u2013 besimi publik ka l\u00ebvizur n\u00eb drejtim t\u00eb kund\u00ebrt.<\/p>\n\n\n\n<p>Shifrat tregojn\u00eb nj\u00eb histori t\u00eb zymt\u00eb. Sipas Barometrit t\u00eb Ballkanit 2024, vet\u00ebm 11.6 p\u00ebrqind e shqiptar\u00ebve shprehin besim n\u00eb institucionet publike, krahasuar me mesataren e Ballkanit Per\u00ebndimor prej 24.6 p\u00ebrqind. Kjo shif\u00ebr ka r\u00ebn\u00eb me 5 p\u00ebrqind q\u00eb nga vler\u00ebsimi i m\u00ebparsh\u00ebm, kryesisht i nxitur nga perceptimet e korrupsionit, ve\u00e7an\u00ebrisht n\u00eb sektor\u00ebt e drejt\u00ebsis\u00eb dhe sh\u00ebndet\u00ebsis\u00eb.<\/p>\n\n\n\n<p><strong>Reforma t\u00eb shpejta, p\u00ebrfitime t\u00eb kufizuara<\/strong><\/p>\n\n\n\n<p>Bashkimi Evropian e ka vler\u00ebsuar Shqip\u00ebrin\u00eb si nj\u00eb \u201cnx\u00ebn\u00ebs model\u201d n\u00eb negociatat e pranimit, duke p\u00ebrmendur p\u00ebrfundimin e verifikimit t\u00eb shkall\u00ebs s\u00eb par\u00eb p\u00ebr gjyqtar\u00ebt dhe prokuror\u00ebt dhe hapjen e shpejt\u00eb t\u00eb kapitujve t\u00eb negociatave. N\u00eb vitin 2016, Shqip\u00ebria nisi nj\u00eb reform\u00eb gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb sistemit t\u00eb saj t\u00eb drejt\u00ebsis\u00eb, nj\u00eb parakusht kritik p\u00ebr hapjen e negociatave t\u00eb pranimit pas p\u00ebrcaktimit t\u00eb saj si vend kandidat. Kjo reform\u00eb u b\u00eb gurthemeli i p\u00ebrpjekjeve t\u00eb Shqip\u00ebris\u00eb kund\u00ebr korrupsionit gjat\u00eb dekad\u00ebs s\u00eb fundit, me verifikimin rigoroz t\u00eb gjyqtar\u00ebve dhe prokuror\u00ebve n\u00eb zem\u00ebr t\u00eb saj. Procesi i verifikimit ka prodhuar rezultate dramatike: af\u00ebrsisht 47 p\u00ebrqind e magjistrat\u00ebve jan\u00eb larguar nga sistemi n\u00ebp\u00ebrmjet shkarkimit, dor\u00ebheqjes ose mosp\u00ebrmbushjes s\u00eb kritereve t\u00eb verifikimit. Nd\u00ebrsa ky rezultat n\u00ebnvizoi thell\u00ebsin\u00eb e korrupsionit brenda gjyq\u00ebsorit, ai krijoi nj\u00eb \u00e7ekuilib\u00ebr shkat\u00ebrrues. M\u00eb shum\u00eb profesionist\u00eb u larguan nga sistemi sesa hyn\u00eb n\u00eb t\u00eb, duke \u00e7uar n\u00eb mungesa akute t\u00eb stafit dhe nj\u00eb num\u00ebr gjithnj\u00eb e n\u00eb rritje t\u00eb \u00e7\u00ebshtjeve t\u00eb prapambetura q\u00eb i frustron qytetar\u00ebt q\u00eb k\u00ebrkojn\u00eb drejt\u00ebsi.<\/p>\n\n\n\n<p>Ky mosfunksionim ka pasoja t\u00eb thella p\u00ebr pritjet e publikut, me besimin n\u00eb gjyq\u00ebsor q\u00eb mbetet kritikisht i ul\u00ebt. Nj\u00eb incident tragjik n\u00eb fillim t\u00eb tetorit nxori n\u00eb pah thell\u00ebsin\u00eb e zhg\u00ebnjimit publik: nj\u00eb gjyqtar n\u00eb Gjykat\u00ebn e Apelit n\u00eb Tiran\u00eb u q\u00ebllua p\u00ebr vdekje gjat\u00eb nj\u00eb seance d\u00ebgjimore p\u00ebr nj\u00eb mosmarr\u00ebveshje t\u00eb gjat\u00eb pron\u00ebsore nga nj\u00ebra prej pal\u00ebve t\u00eb p\u00ebrfshira n\u00eb \u00e7\u00ebshtje. Shqet\u00ebsuese, shum\u00eb p\u00ebrdorues t\u00eb mediave sociale shpreh\u00ebn mb\u00ebshtetje p\u00ebr aktin, duke e par\u00eb at\u00eb si hakmarrje t\u00eb justifikuar \u2013 nj\u00eb tregues i friksh\u00ebm se sa thell\u00eb joefikasiteti i sistemit t\u00eb drejt\u00ebsis\u00eb ka g\u00ebrryer besimin e publikut n\u00eb mjetet juridike.<\/p>\n\n\n\n<p>Kjo kriz\u00eb besimi n\u00eb sistemin e drejt\u00ebsis\u00eb pasqyron perceptimet m\u00eb t\u00eb gjera t\u00eb qeverisjes n\u00eb Shqip\u00ebri, duke zbuluar nj\u00eb paradoks shqet\u00ebsues. Nd\u00ebrsa reformat p\u00ebrparojn\u00eb dhe p\u00ebrpjekjet p\u00ebr integrim n\u00eb BE p\u00ebrparojn\u00eb, besimi institucional vazhdon t\u00eb g\u00ebrryhet p\u00ebr shkak t\u00eb korrupsionit t\u00eb vazhduesh\u00ebm, polarizimit politik dhe boshll\u00ebqeve t\u00eb dukshme n\u00eb ofrimin e sh\u00ebrbimeve. Kjo kontradikt\u00eb mund t\u00eb rrjedh\u00eb nga nj\u00eb kultur\u00eb skepticizmi post-komuniste, e formuar nga dekada t\u00eb t\u00ebra d\u00ebshtimesh n\u00eb qeverisje. Megjithat\u00eb, duhet t\u00eb sh\u00ebrbej\u00eb si nj\u00eb paralajm\u00ebrim urgjent: reformat e guximshme dhe t\u00eb nxitura teknikisht duhet t\u00eb p\u00ebrkthehen n\u00eb p\u00ebrfitime t\u00eb prekshme p\u00ebr qytetar\u00ebt n\u00ebse duan t\u00eb ken\u00eb ndonj\u00eb ndikim dometh\u00ebn\u00ebs.<\/p>\n\n\n\n<p><strong>Pabarazit\u00eb ekonomike n\u00eb rritje<\/strong><\/p>\n\n\n\n<p>Raportet nd\u00ebrkomb\u00ebtare konfirmojn\u00eb rritje t\u00eb q\u00ebndrueshme ekonomike n\u00eb Shqip\u00ebri gjat\u00eb dekad\u00ebs s\u00eb fundit. Midis viteve 2013 dhe 2024, PBB-ja u rrit me nj\u00eb norm\u00eb mesatare vjetore prej 3.1 p\u00ebrqind, nd\u00ebrsa papun\u00ebsia ra n\u00eb 9.4 p\u00ebrqind n\u00eb vitin 2024. Sektori i nd\u00ebrtimit dhe turizmi, t\u00eb cil\u00ebt u rrit\u00ebn pas heqjes s\u00eb kufizimeve globale t\u00eb COVID-19, kan\u00eb nxitur pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb k\u00ebsaj rritjeje.<\/p>\n\n\n\n<p>Megjithat\u00eb, k\u00ebto fitime nuk kan\u00eb arritur t\u00eb ndalojn\u00eb val\u00ebn e emigrimit. Shqip\u00ebria vazhdon t\u00eb humbas\u00eb t\u00eb rinjt\u00eb e saj, me gati nj\u00eb t\u00eb tret\u00ebn e popullsis\u00eb s\u00eb saj q\u00eb zgjedh t\u00eb emigroj\u00eb, kryesisht n\u00eb vendet e Bashkimit Evropian. Shkaku rr\u00ebnj\u00ebsor i k\u00ebtij eksodi q\u00ebndron n\u00eb politikat q\u00eb kan\u00eb d\u00ebshtuar t\u00eb sigurojn\u00eb shp\u00ebrndarje t\u00eb drejt\u00eb t\u00eb t\u00eb ardhurave dhe konkurrenc\u00eb t\u00eb v\u00ebrtet\u00eb ekonomike.<\/p>\n\n\n\n<p>Pabarazia ekonomike mbetet kok\u00ebfort\u00ebsisht e lart\u00eb, me koeficientin Gini q\u00eb luhatet midis 34 dhe 36 \u2013 megjith\u00ebse perceptimi publik sugjeron se shifra reale mund t\u00eb jet\u00eb edhe m\u00eb e lart\u00eb. Hendeku midis t\u00eb pasurve dhe t\u00eb varf\u00ebrve \u00ebsht\u00eb zgjeruar ndjesh\u00ebm q\u00eb nga vitet 2010, duke krijuar nj\u00eb shoq\u00ebri ku prosperiteti mbetet i p\u00ebrqendruar n\u00eb duart e nj\u00eb pakice.<\/p>\n\n\n\n<p>K\u00ebto t\u00eb dh\u00ebna nga Shqip\u00ebria pasqyrojn\u00eb vler\u00ebsimet m\u00eb t\u00eb fundit nga ekonomit\u00eb e tjera evropiane, duke p\u00ebrforcuar argumentin se rritja ekonomike vet\u00ebm nuk mund t\u00eb sh\u00ebrbej\u00eb si nj\u00eb ila\u00e7 universal. Rritja e PBB-s\u00eb nuk ka \u00e7uar n\u00eb p\u00ebrmir\u00ebsime dometh\u00ebn\u00ebse n\u00eb cil\u00ebsin\u00eb e jet\u00ebs p\u00ebr shumic\u00ebn e shqiptar\u00ebve. Nd\u00ebrsa rritja ekonomike korrespondon me progresin e lart\u00eb shoq\u00ebror, rritja vet\u00ebm rezulton e pamjaftueshme \u2013 PBB-ja nuk mund ta shpjegoj\u00eb plot\u00ebsisht ose t\u00eb ofroj\u00eb rezultate t\u00eb progresit shoq\u00ebror q\u00eb kan\u00eb r\u00ebnd\u00ebsi p\u00ebr qytetar\u00ebt.<\/p>\n\n\n\n<p><strong>Rind\u00ebrtimi i besimit p\u00ebrmes kohezionit shoq\u00ebror<\/strong><\/p>\n\n\n\n<p>Nd\u00ebrsa nuk ekziston nj\u00eb p\u00ebrgjigje e vetme p\u00ebr sfidat e koh\u00ebs son\u00eb, Shqip\u00ebria ka nevoj\u00eb p\u00ebr nj\u00eb qasje inovative ndaj kujdesit social, arsimit dhe politik\u00ebs mjedisore n\u00ebse shpreson t\u00eb rivendos\u00eb besimin dhe t\u00eb p\u00ebrmir\u00ebsoj\u00eb perceptimet e qeverisjes. Duke u p\u00ebrqendruar ngusht\u00ebsisht n\u00eb p\u00ebrmbushjen e afateve legjislative t\u00eb BE-s\u00eb, qeveria shqiptare ka anashkaluar kohezionin social \u2013 aft\u00ebsin\u00eb e nj\u00eb shoq\u00ebrie p\u00ebr t\u00eb menaxhuar dallimet dhe p\u00ebr t\u00eb promovuar mir\u00ebqenien p\u00ebr t\u00eb gjith\u00eb. Ky mbik\u00ebqyrje \u00ebsht\u00eb n\u00eb kontrast t\u00eb fort\u00eb me prioritetet e vet\u00eb BE-s\u00eb, ku politika e kohezionit ka sh\u00ebrbyer si strategjia e saj kryesore e investimeve q\u00eb nga Traktati i Lisbon\u00ebs n\u00eb vitin 2009.<\/p>\n\n\n\n<p>Dokumentet strategjike t\u00eb qeveris\u00eb pranojn\u00eb ndikimin e pabarazive ekonomike dhe territoriale, ve\u00e7an\u00ebrisht midis zonave urbane dhe rurale, n\u00eb kohezionin dhe p\u00ebrfshirjen sociale. Qasja e kufizuar n\u00eb sh\u00ebrbimet sociale lokale vazhdon t\u00eb kufizoj\u00eb mund\u00ebsit\u00eb p\u00ebr grupet vulnerab\u00ebl, duke p\u00ebrjet\u00ebsuar ciklet e p\u00ebrjashtimit dhe varf\u00ebris\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrsa garojn\u00eb p\u00ebr t\u00eb p\u00ebrmbushur afatet e Komisionit Evropian p\u00ebr p\u00ebrfundimin e kapitujve t\u00eb negociatave, autoritetet shqiptare duhet t\u00eb sigurohen q\u00eb ky proces reformash t\u00eb garantoj\u00eb p\u00ebrmir\u00ebsime t\u00eb prekshme dhe t\u00eb barabarta n\u00eb sh\u00ebrbimet publike, jo vet\u00ebm pajtueshm\u00ebri legjislative. Qytetar\u00ebt duhet t\u00eb shohin ndryshime reale n\u00eb jet\u00ebn e tyre t\u00eb p\u00ebrditshme: gjykata funksionale, kujdes sh\u00ebndet\u00ebsor t\u00eb aksesuesh\u00ebm, arsim cil\u00ebsor dhe mund\u00ebsi ekonomike q\u00eb shtrihen p\u00ebrtej kryeqytetit.<\/p>\n\n\n\n<p>Zgjidhjet inovative si inteligjenca artificiale mund t\u00eb rrisin mbik\u00ebqyrjen e prokurimit dhe t\u00eb p\u00ebrmir\u00ebsojn\u00eb ofrimin e sh\u00ebrbimeve p\u00ebr komunitetet e margjinalizuara. Megjithat\u00eb, pa nj\u00eb vizion t\u00eb qart\u00eb dhe nj\u00eb lidership vendimtar t\u00eb p\u00ebrkushtuar p\u00ebr t\u00eb adresuar pabarazin\u00eb, nisma t\u00eb tilla nuk mund t\u00eb kap\u00ebrcejn\u00eb ndarjet n\u00eb rritje ose t\u00eb garantojn\u00eb mir\u00ebqenie p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt. Nj\u00eb minist\u00ebr virtual, sado i sofistikuar, nuk mund t\u00eb z\u00ebvend\u00ebsoj\u00eb vullnetin e v\u00ebrtet\u00eb politik p\u00ebr t\u00eb luftuar korrupsionin dhe p\u00ebr t\u00eb nd\u00ebrtuar institucione gjith\u00ebp\u00ebrfshir\u00ebse.<\/p>\n\n\n\n<p>Komisioni Evropian gjithashtu mban p\u00ebrgjegj\u00ebsi k\u00ebtu. Ai duhet ta p\u00ebrdor\u00eb periudh\u00ebn e monitorimit t\u00eb negociatave jo vet\u00ebm p\u00ebr t\u00eb sh\u00ebnuar kutit\u00eb mbi harmonizimin legjislativ, por p\u00ebr t\u00eb promovuar n\u00eb m\u00ebnyr\u00eb aktive politikat e kohezionit social q\u00eb japin p\u00ebrfitime t\u00eb prekshme p\u00ebr qytetar\u00ebt shqiptar\u00eb.
