Shifrat zyrtare, ekspert\u00ebt dhe z\u00ebrat nga brenda sistemit zbulojn\u00eb nj\u00eb kriz\u00eb strukturore q\u00eb prek jo vet\u00ebm arsimin, por t\u00eb ardhmen e vendit.<\/p>\n\n\n\n<p>Esmeralda \u00ebsht\u00eb nx\u00ebn\u00ebse me nota t\u00eb larta, e cila paralelisht me gjimnazin po kryen edhe dy kurse t\u00eb gjuh\u00ebve t\u00eb huaja, gjermanisht dhe italisht, pasi anglishten e zot\u00ebron shk\u00eblqyesh\u00ebm.<\/p>\n\n\n\n<p>\u201cDua t\u00eb studioj jasht\u00eb, ime m\u00eb d\u00ebshiron n\u00eb Gjermani, por un\u00eb vet\u00eb adhuroj Italin\u00eb. Dua t\u00eb studioj p\u00ebr informatik\u00eb ekonomike, ime m\u00eb \u00ebsht\u00eb m\u00ebsuese matematike.\u201d<\/p>\n\n\n\n<p>Dy breza q\u00eb d\u00ebshmojn\u00eb sesi ka ndryshuar orientimi drejt studimeve.<\/p>\n\n\n\n<p>Edhe shoq\u00ebria shqiptare vitet e fundit ka p\u00ebrjetuar, ngjash\u00ebm me vendet e Per\u00ebndimit, nj\u00eb transformim t\u00eb shpejt\u00eb t\u00eb diktuar nga teknologjia, globalizimi dhe l\u00ebvizjet masive demografike.<\/p>\n\n\n\n<p>Ndryshimet kan\u00eb prekur \u00e7do sektor, por nj\u00eb nga fushat ku pasojat jan\u00eb m\u00eb t\u00eb dukshme dhe m\u00eb shqet\u00ebsuese \u00ebsht\u00eb arsimi i lart\u00eb. M\u00eb shum\u00eb se kurr\u00eb, p\u00ebr fat t\u00eb keq, po \u201ceksportojm\u00eb\u201d student\u00eb jasht\u00eb vendit.<\/p>\n\n\n\n<p>Pyetja q\u00eb ngrihet n\u00eb k\u00ebt\u00eb rast \u00ebsht\u00eb: a u p\u00ebrgjigjen universiteteve n\u00eb Shqip\u00ebri ndryshimeve q\u00eb po ndodhin?<\/p>\n\n\n\n<p>Universitetet shqiptare po p\u00ebrballen gjithnj\u00eb e m\u00eb shpesh me kuota bosh, deg\u00eb studimi n\u00eb r\u00ebnie dhe programe q\u00eb rrezikojn\u00eb mbylljen, duke reflektuar jo vet\u00ebm zgjedhjet e t\u00eb rinjve, por edhe kriz\u00ebn strukturore t\u00eb sistemit arsimor, i cili ka \u00e7aluar t\u00eb ec\u00eb me \u201chapin e koh\u00ebs\u201d.<\/p>\n\n\n\n<p>Raporti i Qendr\u00ebs s\u00eb Sh\u00ebrbimeve Arsimore p\u00ebr vitin akademik 2024\u20132025 mbi procesin e pranimeve n\u00eb Institucionet e Arsimit t\u00eb Lart\u00eb na tregon se n\u00eb \u00e7far\u00eb gjendje ndodhemi sot. Edhe pse oferta akademike mbetet e gjer\u00eb, nj\u00eb pjes\u00eb e konsiderueshme e kuotave nuk plot\u00ebsohet, nd\u00ebrsa interesimi i maturant\u00ebve p\u00ebr disa fusha studimi vijon t\u00eb bjer\u00eb.<\/p>\n\n\n\n<p>Sipas t\u00eb dh\u00ebnave zyrtare, gjat\u00eb k\u00ebtij viti akademik u ofruan gjithsej 593 programe studimi, nga t\u00eb cilat 329 nga universitete publike dhe 264 nga institucione jopublike. Prej tyre, 99 programe jan\u00eb dyvje\u00e7are me karakter profesional, t\u00eb konceptuara p\u00ebr ta afruar arsimin e lart\u00eb me tregun e pun\u00ebs. K\u00ebto programe synojn\u00eb t\u2019u p\u00ebrgjigjen zhvillimeve t\u00eb sektor\u00ebve si turizmi, teknologjia, sh\u00ebrbimet dhe ekonomia, t\u00eb cil\u00ebt po ndryshojn\u00eb struktur\u00ebn e pun\u00ebsimit n\u00eb vend.<\/p>\n\n\n\n<p>N\u00eb total, p\u00ebr ciklin e par\u00eb, programet profesionale dyvje\u00e7are dhe programet e integruara t\u00eb ciklit t\u00eb dyt\u00eb, u ofruan 32 177 kuota. Megjithat\u00eb, vet\u00ebm 66.92% e tyre u plot\u00ebsuan me regjistrime, duke l\u00ebn\u00eb rreth 33% t\u00eb kuotave bosh. Nj\u00eb situat\u00eb e ngjashme reflektohet edhe n\u00eb sektorin jopublik, ku shkalla e mbushjes s\u00eb kuotave ishte 63.30%. Ky hendek mes ofert\u00ebs dhe k\u00ebrkes\u00ebs ngre pik\u00ebpyetje serioze mbi planifikimin afatgjat\u00eb t\u00eb arsimit t\u00eb lart\u00eb dhe p\u00ebrshtatjen e tij me l\u00ebvizjet demografike t\u00eb vendit.<\/p>\n\n\n\n<p>Sipas Prof. As. Dr. Ndri\u00e7im Mehmetit, fenomeni i kuotave bosh nuk mund t\u00eb shihet i shk\u00ebputur nga kriza e p\u00ebrgjithshme q\u00eb po p\u00ebrjeton shoq\u00ebria shqiptare.<\/p>\n\n\n\n<p>\u201cKuotat bosh tregojn\u00eb n\u00eb t\u00ebr\u00ebsi nj\u00eb munges\u00eb t\u00eb theksuar t\u00eb numrit t\u00eb t\u00eb rinjve q\u00eb p\u00ebrfundojn\u00eb shkoll\u00ebn e mesme dhe nj\u00ebkoh\u00ebsisht jan\u00eb shenj\u00eb alarmuese e kriz\u00ebs q\u00eb po mb\u00ebrthen arsimin shqiptar,\u201d thekson ai.<\/p>\n\n\n\n<p>Sipas Mehmetit, kjo lidhet edhe me orientimin e t\u00eb rinjve drejt programeve q\u00eb u japin mund\u00ebsi pun\u00ebsimi n\u00eb tregun nd\u00ebrkomb\u00ebtar, si mjek\u00ebsia dhe teknologjia e informacionit, m\u00eb shum\u00eb sesa n\u00eb tregun vendas.<\/p>\n\n\n\n<p>Edhe Kryeministri Rama u ndal disa dit\u00eb m\u00eb par\u00eb n\u00eb Konferenc\u00ebn e Rektor\u00ebve te nevoja e nj\u00eb reformimi t\u00eb sistemit arsimor.<\/p>\n\n\n\n<p>\u201cSfida \u00ebsht\u00eb hajde t\u2019i riorganizojm\u00eb n\u00eb nj\u00eb sistem shum\u00eb m\u00eb kompetitiv, t\u00eb besuesh\u00ebm dhe shum\u00eb m\u00eb t\u00eb gatsh\u00ebm p\u00ebr t\u00eb p\u00ebrballuar t\u00eb gjitha ato q\u00eb do t\u00eb vijn\u00eb me an\u00ebtar\u00ebsimin n\u00eb BE. Universiteti \u00ebsht\u00eb aleati m\u00eb i r\u00ebnd\u00ebsish\u00ebm i vet\u00eb vendit n\u00eb nj\u00eb proces si ky.\u201d-u shpreh ai<\/p>\n\n\n\n<p>Raporti konfirmon se universitetet publike vijojn\u00eb t\u00eb jen\u00eb zgjedhja kryesore e maturant\u00ebve shqiptar\u00eb. Universiteti i Tiran\u00ebs kryeson list\u00ebn me 15.49% t\u00eb totalit t\u00eb regjistrimeve, duke ofruar nj\u00ebkoh\u00ebsisht numrin m\u00eb t\u00eb madh t\u00eb kuotave, nd\u00ebrsa pas tij renditet Universiteti i Durr\u00ebsit me 8.27%. Disa institucione arrijn\u00eb pothuajse mbushjen e plot\u00eb t\u00eb kuotave, si Akademia e Siguris\u00eb, Akademia e Forcave t\u00eb Armatosura dhe Universiteti i Mjek\u00ebsis\u00eb, me nivele mbi 97%.<\/p>\n\n\n\n<p>Prej vitesh, deg\u00ebt e mjek\u00ebsis\u00eb jan\u00eb nd\u00ebr m\u00eb t\u00eb k\u00ebrkuarat n\u00eb vend. Nota mesatare e student\u00ebve hyr\u00ebs n\u00eb Universitetin e Mjek\u00ebsis\u00eb arrin n\u00eb 9.08, m\u00eb e larta n\u00eb rang komb\u00ebtar. Megjithat\u00eb, ky interes i lart\u00eb nuk p\u00ebrkthehet n\u00eb nj\u00eb p\u00ebrmir\u00ebsim t\u00eb situat\u00ebs s\u00eb sistemit sh\u00ebndet\u00ebsor shqiptar. Shqip\u00ebria vazhdon t\u00eb p\u00ebrballet me munges\u00eb mjek\u00ebsh, p\u00ebr shkak t\u00eb emigrimit masiv drejt vendeve t\u00eb Bashkimit Europian.<\/p>\n\n\n\n<p>\u201cSot, nj\u00eb i ri zgjedh profesionin jo thjesht p\u00ebr pasion, por p\u00ebr t\u00eb nd\u00ebrtuar jet\u00ebn e tij. Profesionet q\u00eb k\u00ebrkohen n\u00eb Europ\u00eb i japin mund\u00ebsin\u00eb t\u00eb vuaj\u00eb m\u00eb pak dhe t\u00eb ket\u00eb m\u00eb shum\u00eb dinjitet,\u201d shprehet Mehmeti, duke n\u00ebnvizuar se zgjedhja e deg\u00ebs \u00ebsht\u00eb n\u00eb fakt zgjedhje e jet\u00ebs.<\/p>\n\n\n\n<p>N\u00eb an\u00ebn tjet\u00ebr t\u00eb k\u00ebtij fenomeni jan\u00eb deg\u00ebt e m\u00ebsuesis\u00eb, t\u00eb cilat po p\u00ebsojn\u00eb nj\u00eb r\u00ebnie shum\u00eb t\u00eb madhe. Nga 593 programe studimi, vet\u00ebm 65 i p\u00ebrkasin fush\u00ebs s\u00eb m\u00ebsuesis\u00eb dhe vet\u00ebm 1 408 student\u00eb jan\u00eb regjistruar n\u00eb to, ose 6.53% e totalit. Pedagogia dhe ekspertja e arsimit Lili Sula e p\u00ebrshkruan situat\u00ebn si alarmante.<\/p>\n\n\n\n<p>\u201cDeg\u00ebt e m\u00ebsuesis\u00eb jan\u00eb n\u00eb r\u00ebnie t\u00eb fort\u00eb p\u00ebrvitshme. N\u00eb shum\u00eb universitete rajonale, k\u00ebto programe mbahen me m\u00eb pak se 10 student\u00eb, nd\u00ebrkoh\u00eb q\u00eb formalisht duhet t\u00eb ishin mbyllur,\u201d thekson ajo.<\/p>\n\n\n\n<p>Sipas Sul\u00ebs, shkaqet jan\u00eb t\u00eb shumta, si emigrimi masiv i t\u00eb rinjve, trajtimi financiar i ul\u00ebt i m\u00ebsuesve, mungesa e siguris\u00eb s\u00eb pun\u00ebsimit dhe nj\u00eb sistem pun\u00ebsimi i centralizuar dhe i politizuar. \u201cM\u00ebsuesit shqiptar\u00eb jan\u00eb m\u00eb t\u00eb keqpaguarit n\u00eb rajon. Kjo e b\u00ebn profesionin jo atraktiv p\u00ebr brezat e rinj,\u201d shton ajo.<\/p>\n\n\n\n<p>Kriza \u00ebsht\u00eb edhe m\u00eb e thell\u00eb n\u00eb deg\u00ebt albanologjike, si Gjuh\u00eb-Let\u00ebrsi, Histori dhe Gjeografi. Sula i konsideron k\u00ebto deg\u00eb pasuri komb\u00ebtare dhe thekson se mungesa e mb\u00ebshtetjes shtet\u00ebrore po i \u00e7on drejt zhdukjes. \u201cK\u00ebto jan\u00eb deg\u00eb t\u00eb identitetit ton\u00eb komb\u00ebtar. Shteti duhej t\u2019i mbronte, edhe me kosto financiare, por kjo nuk ka ndodhur,\u201d shprehet ajo.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, Ndri\u00e7im Mehmeti e sheh problemin si munges\u00eb t\u00eb theksuar vullneti politik dhe shoq\u00ebror p\u00ebr arsimin. \u201cNuk ka debat serioz mbi arsimin, kultur\u00ebn dhe shkenc\u00ebn. Arsimi \u00ebsht\u00eb nj\u00eb nga hallet e fundit p\u00ebr politik\u00ebn shqiptare,\u201d thekson ai, duke shtuar se buxheti i arsimit mbetet larg nevojave reale t\u00eb sistemit.<\/p>\n\n\n\n<p>T\u00eb dy ekspert\u00ebt bien dakord se ndryshimi i kurrikulave nuk mjafton p\u00ebr t\u00eb zgjidhur kriz\u00ebn. Zgjidhjet k\u00ebrkojn\u00eb politika afatgjata, duke nisur nga mb\u00ebshtetje financiare p\u00ebr student\u00ebt e m\u00ebsuesis\u00eb, rritje t\u00eb pagave, rikthim t\u00eb statusit t\u00eb m\u00ebsuesit, investime n\u00eb k\u00ebrkim shkencor dhe nj\u00eb lidhje reale mes universiteteve dhe tregut t\u00eb pun\u00ebs.<\/p>\n\n\n\n<p>Me gjith\u00eb kuotat q\u00eb nuk arrit\u00ebn t\u00eb plot\u00ebsohen, kur vjen puna te buxheti q\u00eb \u00ebsht\u00eb i p\u00ebrcaktuar p\u00ebr k\u00ebto kuota, nuk ka asnj\u00eb shpjegim.<\/p>\n\n\n\n<p>ACQJ ju drejtua zyrtarisht Rektoratit t\u00eb Tiran\u00ebs p\u00ebr t\u00ebditur se \u00e7far\u00eb ndodh me k\u00ebt\u00eb buxhet, kur kuotat mbeten bosh, por deri tani, nuk \u00ebsht\u00eb dh\u00ebn\u00eb asnj\u00eb p\u00ebrgjigje nga ky institucion.<\/p>\n\n\n\n<p>N\u00eb t\u00ebr\u00ebsi, t\u00eb dh\u00ebnat e vitit akademik 2024\u20132025 tregojn\u00eb nj\u00ebsistem arsimi t\u00eb lart\u00eb me ofert\u00eb t\u00eb gjer\u00eb, por me problematikaserioze strukturore.
