{"id":64503,"date":"2019-01-24T13:40:43","date_gmt":"2019-01-24T12:40:43","guid":{"rendered":"https:\/\/zjarr.tv\/?p=64503"},"modified":"2019-01-24T13:40:43","modified_gmt":"2019-01-24T12:40:43","slug":"a-eshte-i-nevojshem-vetingu-per-bizneset","status":"publish","type":"post","link":"https:\/\/zjarr.tv\/en\/a-eshte-i-nevojshem-vetingu-per-bizneset\/","title":{"rendered":"A \u00ebsht\u00eb i nevojsh\u00ebm vetingu p\u00ebr bizneset?"},"content":{"rendered":"<p>Vetting-u \u00ebsht\u00eb nj\u00eb proces p\u00ebrmes t\u00eb cilit hetohet p\u00ebr nj\u00eb individ, kompani ose ndonj\u00eb entitet tjet\u00ebr para se t\u00eb merret nj\u00eb vendim p\u00ebr t\u00eb bashk\u00ebpunuar n\u00eb nj\u00eb projekt t\u00eb caktuar.<\/p>\n<p>Koncepti i Vetting-ut n\u00eb Shqip\u00ebri \u00ebsht\u00eb b\u00ebr\u00eb i njohur p\u00ebr publikun gjat\u00eb hartimit t\u00eb Reform\u00ebs n\u00eb Drejt\u00ebsi, e cila p\u00ebrfshin dhe procesin e vetting-ut p\u00ebr organet dhe sistemin e drejt\u00ebsis\u00eb.<\/p>\n<p>Kjo reform\u00eb p\u00ebrb\u00ebn reform\u00ebn m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb dekad\u00ebs s\u00eb fundit dhe nj\u00eb prej reformave m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb tranzicionit n\u00eb Shqip\u00ebri.<\/p>\n<p>Objekt i saj nuk jan\u00eb vet\u00ebm organet e drejt\u00ebsis\u00eb dhe sistemi i t\u00eb drejt\u00ebs, por edhe indirekt, niveli i mir\u00ebqeverisjes dhe i standardeve t\u00eb demokracis\u00eb funksionale n\u00eb Shqip\u00ebri.<\/p>\n<p><strong>\u00c7far\u00eb po ndodh me zbatimin e k\u00ebsaj reforme?<\/strong><\/p>\n<p>Sipas Institutit t\u00eb Studimeve Politike, procesi nga miratimi i reform\u00ebs n\u00eb drejt\u00ebsi dhe deri n\u00eb zgjedhjen e organeve t\u00eb reja p\u00ebrmes kritereve t\u00eb vetting-ut, deri tani ka rezultuar i vonuar dhe problematik n\u00eb disa element\u00eb t\u00eb tij. Strukturat me pritshm\u00ebri t\u00eb lart\u00eb dhe mjaft t\u00eb r\u00ebnd\u00ebsishme, si\u00e7 jan\u00eb SPAK dhe BKH ende nuk jan\u00eb ngritur, n\u00eb pritje t\u00eb jet\u00ebsimit t\u00eb faz\u00ebs s\u00eb vetting-ut.<\/p>\n<p>Nga raportimet e drejtuesve kryesor\u00eb t\u00eb gjykatave dhe t\u00eb Prokuroris\u00eb, gjendja aktuale n\u00eb sistem \u00ebsht\u00eb inaktive, prit\u00ebse. Kompani t\u00eb cilat regjistrohen pak dit\u00eb para tenderimit apo q\u00eb kan\u00eb aksioner t\u00eb paqart\u00eb duhet t\u00eb penalizohen n\u00eb garim.<\/p>\n<p>Gjithashtu, arkivimi i pun\u00ebve publike t\u00eb kryera nga \u00e7do kompani aplikuese do t\u00eb leht\u00ebsonte procesin e p\u00ebrzgjedhjes s\u00eb kompanive. Nj\u00eb proces i till\u00eb do t\u00eb ulte nivelin e korrupsionit dhe shp\u00ebrdorimin e fondeve publike, duke i b\u00ebr\u00eb ato m\u00eb eficiente dhe m\u00eb produktive.<\/p>\n<p>Sipas Rudi Kruger, menaxher i p\u00ebrgjithsh\u00ebm i Kujdesit p\u00ebr Riskun tek LexisNexis, mungesa e vetting-ut n\u00eb k\u00ebt\u00eb rast sjell si pasoj\u00eb shp\u00ebrdorimin e fondeve dhe mos ofrimin n\u00eb koh\u00eb ose si\u00e7 duhet t\u00eb sh\u00ebrbimit tek njer\u00ebzit.<\/p>\n<p>Dh\u00ebnia e koncensioneve ose e fondeve publike pa nj\u00eb proces vetting-u do t\u00eb sjell\u00eb si pasoj\u00eb edhe uljen e besueshm\u00ebris\u00eb s\u00eb njer\u00ebzve tek qeveria dhe ulje t\u00eb mir\u00ebqenies ekonomiko-sociale t\u00eb njer\u00ebzve duke qen\u00eb se shp\u00ebrdorimi i fondeve p\u00ebr investime b\u00ebn q\u00eb ekonomia t\u00eb mos rritet me t\u00eb nj\u00ebjtat ritme si do t\u00eb rritej n\u00eb rast se investimet do t\u00eb ishin produktive dhe t\u00eb kontrolluara.<\/p>\n<p>K\u00ebto jan\u00eb tregues t\u00eb shp\u00ebrdorimit t\u00eb fondeve publike dhe t\u00eb pasurive komb\u00ebtare. Nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u00eb shmangur korrupsionin dhe k\u00ebto shp\u00ebrdorime do t\u00eb ishte nj\u00eb proces trasnparent i vetting-ut t\u00eb kompanive q\u00eb konkurrojn\u00eb p\u00ebr fitimin e nj\u00eb koncensioni ose fondi publik dhe krijimi i nj\u00eb t\u00eb regjistri publik p\u00ebr fondet e marra nga secila kompani dhe b\u00ebrja publike e vler\u00ebsimit t\u00eb cil\u00ebsis\u00eb s\u00eb punimeve.
