{"id":95503,"date":"2019-07-11T13:35:26","date_gmt":"2019-07-11T11:35:26","guid":{"rendered":"https:\/\/zjarr.tv\/?p=95503"},"modified":"2019-07-11T13:35:26","modified_gmt":"2019-07-11T11:35:26","slug":"komisioni-europian-shqiperise-mos-i-rrisni-taksat","status":"publish","type":"post","link":"https:\/\/zjarr.tv\/en\/komisioni-europian-shqiperise-mos-i-rrisni-taksat\/","title":{"rendered":"Komisioni Europian, Shqip\u00ebris\u00eb: Mos i rrisni taksat!"},"content":{"rendered":"<p>Komisioni Europian ka publikuar vler\u00ebsimin e tij p\u00ebr programin e pest\u00eb t\u00eb reformave ekonomike (ERP) q\u00eb mbulon periudh\u00ebn 2019-2021, i hartuar nga qeveria shqipare.<\/p>\n<p>N\u00eb komentet e tij, Komisioni Europian e v\u00eb theksin te niveli i lart\u00eb i borxhit publik, mbledhjen e taksave n\u00ebn potencial, nivelin e ul\u00ebt t\u00eb konkurrueshm\u00ebris\u00eb, papun\u00ebsin\u00eb e lart\u00eb tek t\u00eb rinjt\u00eb, cil\u00ebsin\u00eb e ul\u00ebt t\u00eb edukimit, munges\u00ebs s\u00eb fuqis\u00eb pun\u00ebtore t\u00eb kualifikuar etj, munges\u00ebn e vler\u00ebsimit t\u00eb rrezikut p\u00ebr pagesat q\u00eb duhen b\u00ebr\u00eb p\u00ebr projektet e partneritetit publik privat (PPP) etj.<\/p>\n<p>Komisioni konstaton se ndon\u00ebse investimet e Shqip\u00ebris\u00eb n\u00eb arsim dhe sh\u00ebndet\u00ebsi kan\u00eb qen\u00eb n\u00ebn mesataren e rajonit, ato parashikohet t\u00eb ulen m\u00eb tej. N\u00eb t\u00eb kund\u00ebrt, rritja e projekteve me partneritet publik privat sjell rreziqe ky\u00e7e q\u00eb minojn\u00eb planet p\u00ebr reduktimin e deficitit.<\/p>\n<p>Komisioni i referohet shifrave t\u00eb FMN-s\u00eb, sipas t\u00eb cil\u00ebs PPP-t\u00eb kan\u00eb arritur nj\u00eb vler\u00eb prej 31% t\u00eb prodhimit t\u00eb brendsh\u00ebm bruto (PBB) dhe pritet t\u00eb shtohen edhe me 15% t\u00eb PBB-s\u00eb n\u00eb 2019-n. Kjo rritje e PPP-ve nuk po shoq\u00ebrohet me shtim t\u00eb stafit q\u00eb do t\u00eb ishte n\u00eb gjendje t\u00eb monitoronte dhe vler\u00ebsonte k\u00ebto kontrata dhe projekte komplekse. Kjo n\u00ebnkupton q\u00eb detyrimet financiare publike t\u00eb lidhura me PPP-t\u00eb nuk po adresohen si duhet dhe nuk po regjistrohen nga ana statistikore.<\/p>\n<p>Raporti e kritikon Shqip\u00ebrin\u00eb dhe p\u00ebr informalitetin e lart\u00eb dhe nivelin e ul\u00ebt t\u00eb t\u00eb ardhurave publike, q\u00eb qeveria nuk ka marr\u00eb angazhim ti rris\u00eb, megjith\u00ebse jan\u00eb n\u00ebn potencial, teksa rekomandon q\u00eb vendi nuk ka nevoj\u00eb t\u00eb rris\u00eb taksat, por t\u00eb shfryt\u00ebzoj\u00eb hap\u00ebsir\u00ebn q\u00eb ka nga evazioni fiskal.<\/p>\n<p>Borxhi publik \u00ebsht\u00eb ende i lart\u00eb, thekson raporti i KE \u00a0dhe nevojat e m\u00ebdha financiare po peshojn\u00eb n\u00eb q\u00ebndrueshm\u00ebrin\u00eb e borxhit; mbledhja e taksave \u00ebsht\u00eb gjithashtu n\u00ebn potencial. Reduktimi i planifikuar i borxhit varet ndjesh\u00ebm nga rritja e lart\u00eb ekonomike deri n\u00eb fund t\u00eb periudh\u00ebs s\u00eb programit. Avancimi i konsolidimit fiskal mund t\u00eb leht\u00ebsoj\u00eb rrezikun e mos arritjes s\u00eb objektivit t\u00eb reduktimit t\u00eb borxhit n\u00eb rast se vendi do t\u00eb p\u00ebrballet me nj\u00eb rritje m\u00eb t\u00eb ul\u00ebt n\u00eb vitet n\u00eb vijim. Niveli i lart\u00eb i pun\u00ebs s\u00eb padeklaruar dhe evazionit fiskal siguron hap\u00ebsir\u00eb t\u00eb mjaftueshme p\u00ebr rritjen e t\u00eb ardhurave tatimore pa rritur normat e taksave. Detyrimet e papaguara dhe detyrimet e paparashikuara d\u00ebmtojn\u00eb kredibilitetin e pozicionit t\u00eb borxhit publik.<\/p>\n<p>Financat publike t\u00eb Shqip\u00ebris\u00eb vazhdojn\u00eb t\u00eb vuajn\u00eb nga nivele relativisht t\u00eb ul\u00ebta t\u00eb grumbullimit t\u00eb taksave dhe nivele t\u00eb larta t\u00eb informalitetit, thekson raporti. Megjith\u00ebse \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebrparim i duksh\u00ebm n\u00eb mbledhjen dhe administrimin e taksave, t\u00eb ardhurat nga taksat si p\u00ebrqindje e PBB-s\u00eb mbeten n\u00ebn mesataren rajonale dhe sistemi i sigurimeve shoq\u00ebrore vuan nga nj\u00eb deficit i madh. Mobilizimi i ul\u00ebt i t\u00eb ardhurave \u00ebsht\u00eb kryesisht p\u00ebr shkak t\u00eb madh\u00ebsis\u00eb s\u00eb lart\u00eb t\u00eb informalitetit por edhe n\u00eb ekonomin\u00eb formale (p.sh. duke p\u00ebrdorur \u00e7mime m\u00eb t\u00eb ul\u00ebta ose paga p\u00ebr efekt t\u00eb deklaratave tatimore). Evazioni i TVSH vler\u00ebsohet t\u00eb jet\u00eb 30-40% e TVSH-s\u00eb potenciale, dhe rreth 30% e pun\u00ebsimit vler\u00ebsohet t\u00eb mbetet e padeklaruar. P\u00ebr m\u00eb tep\u00ebr, p\u00ebrjashtimet e fundit nga taksat p\u00ebr nxitjen e investimeve minojn\u00eb m\u00eb tej mbledhjen e t\u00eb ardhurave dhe nxisin mashtrimin tatimor, sepse ato komplikojn\u00eb sistemin e taksave dhe e b\u00ebjn\u00eb at\u00eb m\u00eb pak transparent.<\/p>\n<p>Investimi i Shqip\u00ebris\u00eb n\u00eb arsim dhe sh\u00ebndet\u00ebsi ka qen\u00eb n\u00ebn mesataren rajonale dhe programi ekonomik i qeveris\u00eb planifikon t\u00eb ul\u00eb edhe m\u00eb tej pjes\u00ebn e shp\u00ebrndarjes s\u00eb buxhetit n\u00eb arsim dhe sh\u00ebndet\u00ebsi. Rritjet e planifikuara p\u00ebr investime publike duhet gjithashtu t\u00eb p\u00ebrdoren p\u00ebr financimin e arsimit, sh\u00ebndet\u00ebsis\u00eb dhe k\u00ebrkimit, dhe ky investim duhet t\u00eb jet\u00eb m\u00eb efikas dhe m\u00eb efektiv.\u00a0Qeveria ka n\u00eb plan t\u00eb ul\u00eb akoma fondet tashm\u00eb t\u00eb ul\u00ebta n\u00eb arsim (q\u00eb do t\u00eb bien nga 2.5% n\u00eb 2.2% t\u00eb PBB), sh\u00ebndet\u00ebsi (e cila do t\u00eb bjer\u00eb nga 3.0% n\u00eb 2.7% t\u00eb PBB) dhe mbrojtje sociale (q\u00eb do t\u00eb bien nga 9.0 % n\u00eb 8.6% t\u00eb PBB-s\u00eb) gjat\u00eb periudh\u00ebs s\u00eb programit. K\u00ebto plane alokimi nuk ndihmojn\u00eb p\u00ebr t\u00eb trajtuar ikjen e trurit dhe mungesat e fuqis\u00eb pun\u00ebtore t\u00eb kualifikuar. As ata nuk ndihmojn\u00eb p\u00ebr t\u00eb inkurajuar konvergjenc\u00ebn ndaj standardeve evropiane n\u00eb k\u00ebto fusha, thuhet n\u00eb raport.<\/p>\n<p>Komisioni vler\u00ebson se qeveria \u00ebsht\u00eb optimiste p\u00ebr rritjen e investimeve dhe eksporteve, pasi nuk merret n\u00eb thell\u00ebsi me pritshm\u00ebrit\u00eb ekonomike t\u00eb Italis\u00eb, partnerit kryesor dhe presupozon q\u00eb \u00e7mimet e naft\u00ebs do jen\u00eb t\u00eb larta, nd\u00ebrsa dhe kredia e bankave pritet t\u00eb jet\u00eb e ngadal\u00ebsuar, pasi ato jan\u00eb n\u00eb process ristrukturimi.<\/p>\n<p>Komisioni thot\u00eb se qeveria n\u00eb programin e saj supozon rritje t\u00eb investimeve, por nuk adreson kushtet e nevojshme p\u00ebr rritjen e investimeve private ose p\u00ebr p\u00ebrmir\u00ebsimin e eficienc\u00ebs s\u00eb investimeve publike. Investimet private n\u00eb Shqip\u00ebri pengohen nga mungesa e fuqis\u00eb pun\u00ebtore t\u00eb kualifikuar dhe cil\u00ebsia e ul\u00ebt e sh\u00ebrbimeve publike t\u00eb arritshme p\u00ebr sip\u00ebrmarr\u00ebsit. Sip\u00ebrmarr\u00ebsve gjithashtu u mungojn\u00eb edhe njohurit\u00eb produktive dhe sip\u00ebrmarr\u00ebse, njohurit\u00eb dhe qasja n\u00eb financa.<\/p>\n<p>Sfida t\u00eb tjera me t\u00eb cilat p\u00ebrballet Shqip\u00ebria, sipas Komisionit jan\u00eb:<\/p>\n<p>-Konkurrueshm\u00ebria e Shqip\u00ebris\u00eb vazhdon t\u00eb pengohet nga mungesa e efikasitetit n\u00eb sektorin e energjis\u00eb, duke p\u00ebrfshir\u00eb sigurimin e pamjaftuesh\u00ebm t\u00eb furnizimit.<\/p>\n<p>-Sektori i turizmit n\u00eb Shqip\u00ebri ka nj\u00eb potencial t\u00eb madh, por \u00ebsht\u00eb i pazhvilluar.<\/p>\n<p>-Papun\u00ebsia dhe inaktiviteti i lart\u00eb i t\u00eb rinjve, pun\u00ebsimi i ul\u00ebt i femrave, p\u00ebrqindja e lart\u00eb e pun\u00ebsimit joformal dhe t\u00eb pambrojtur, sh\u00ebrbimet e pamjaftueshme t\u00eb kujdesit social dhe cil\u00ebsia e ul\u00ebt e arsimit jan\u00eb gjithashtu pengesa kryesore.<\/p>\n<p>&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>Komisioni Europian ka publikuar vler\u00ebsimin e tij p\u00ebr programin e pest\u00eb t\u00eb reformave ekonomike (ERP) q\u00eb mbulon periudh\u00ebn 2019-2021, i hartuar nga qeveria shqipare.
