Sipas k\u00ebsaj t\u00eb fundit, gjith\u00eb t\u00eb interesuarit q\u00eb d\u00ebshirojn\u00eb t\u00eb p\u00ebrfitojn\u00eb nga ky program, s\u00eb shpejti do t\u00eb ken\u00eb mund\u00ebsin\u00eb t\u00eb kryejn\u00eb aplikimin \u2018online\u2019, ku parashikohet q\u00eb sistemi t\u00eb ket\u00eb disa module. \u201cP\u00ebrmes informatizimit t\u00eb procesit p\u00ebr strehim dhe banesa sociale, do t\u00eb b\u00ebhet e mundur q\u00eb k\u00ebrkesa p\u00ebr t\u00eb p\u00ebrfituar nga programet e strehimit social t\u00eb b\u00ebhet \u2018online\u2019, duke garantuar integritet dhe transparenc\u00eb t\u00eb t\u00eb dh\u00ebnave t\u00eb vet\u00ebdeklaruara nga qytetar\u00ebt gjat\u00eb plot\u00ebsimit t\u00eb formularit t\u00eb k\u00ebrkes\u00ebs\u201d, \u2013 b\u00ebhet me dije n\u00eb dokument.<\/p>\n<p>Aplikimi \u2018online\u2019<br \/>\nAplikimi do t\u00eb mund t\u00eb b\u00ebhet p\u00ebrmes \u201ce-Albania\u201d, ose p\u00ebrmes modulit \u201cone stop shop\u201d p\u00ebr n\u00ebpun\u00ebsit qeveritar\u00eb. Sipas \u2018Financave\u2019, t\u00eb dh\u00ebnat q\u00eb plot\u00ebsohen n\u00eb formularin elektronik nga qytetar\u00ebt do t\u00eb postohen n\u00eb k\u00ebt\u00eb modul, duke krijuar regjistrin elektronik t\u00eb aplikant\u00ebve q\u00eb b\u00ebjn\u00eb k\u00ebrkes\u00eb p\u00ebr t\u00eb p\u00ebrfituar nga programet e strehimit social. Aplikimet q\u00eb do t\u00eb postohen n\u00eb k\u00ebt\u00eb modul do t\u00eb p\u00ebrpunohen nga strukturat p\u00ebrgjegj\u00ebse p\u00ebr strehimin n\u00eb nj\u00ebsit\u00eb e qeverisjes vendore. Sistemi do t\u00eb ket\u00eb nj\u00eb modul p\u00ebr vler\u00ebsimin e k\u00ebrkesave. \u201cAplikimi p\u00ebr t\u00eb p\u00ebrfituar nga programet e strehimit social, me p\u00ebrjashtim t\u00eb rasteve t\u00eb nevoj\u00ebs emergjente p\u00ebr strehim b\u00ebhet me dy faza. N\u00eb faz\u00ebn e par\u00eb, aplikant\u00ebt paraqesin k\u00ebrkes\u00ebn e tyre p\u00ebr t\u00eb p\u00ebrfituar nga programet e strehimit social, sipas ligjit nr.22\/2018 \u2018P\u00ebr strehim social\u2019. N\u00eb faz\u00ebn e dyt\u00eb t\u00eb aplikimit p\u00ebrfshihen vet\u00ebm ata\/o individ\u00eb\/familje q\u00eb jan\u00eb p\u00ebrzgjedhur p\u00ebr t\u2019u trajtuar me nj\u00ebrin prej programeve t\u00eb strehimit. P\u00ebrmes k\u00ebtij moduli do t\u00eb vler\u00ebsohen k\u00ebrkesat e ardhura gjat\u00eb faz\u00ebs s\u00eb par\u00eb, n\u00ebse mundet t\u00eb kualifikohen p\u00ebr n\u00eb faz\u00ebn e dyt\u00eb\u201d, \u2013 n\u00ebnvizohet n\u00eb dokumente.<\/p>\n<p>Moduli i pik\u00ebzimit<br \/>\nI treti modul i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb ai i pik\u00ebzimit dhe ku aplikan\u00ebt q\u00eb kan\u00eb kaluar faz\u00ebn e par\u00eb renditen n\u00eb k\u00ebt\u00eb modul sipas pik\u00ebzimit. Sipas \u2018Financave\u2019, p\u00ebrmes k\u00ebtij moduli aplikant\u00ebt do t\u00eb njoftohen te \u201cHap\u00ebsira ime\u201d n\u00eb portalin \u201ce-Albania\u201d, ose n\u00eb adres\u00ebn e tyre t\u00eb post\u00ebs elektronike p\u00ebr plot\u00ebsim dokumentacioni. Secili prej aplikant\u00ebve do t\u00eb ket\u00eb seksionin dokumente plot\u00ebsues, ku do t\u00eb mund\u00ebsohet ngarkimi i gjith\u00eb dokumentacionit shtes\u00eb t\u00eb k\u00ebrkuar. T\u00eb gjitha dokumentet e bashk\u00eblidhura ga aplikanti do t\u00eb ruhen n\u00eb dosjen e aplikantit.<\/p>\n<p>Programi<br \/>\nProgrami i banesave sociale me qira \u00ebsht\u00eb programi, me an\u00eb t\u00eb t\u00eb cilit jepen me qira banesat n\u00eb pron\u00ebsi publike nga fondi publik i banesave sociale, si dhe banesat q\u00eb jan\u00eb n\u00eb pron\u00ebsi t\u00eb pronarit social. Banesat sociale me qira p\u00ebrfshijn\u00eb: banesat sociale q\u00eb nd\u00ebrtohen ose blihen nga tregu i lir\u00eb, nga nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore, me q\u00ebllim q\u00eb t\u00eb jepen me kontrat\u00eb qiraje sociale; banesat ekzistuese n\u00eb treg, n\u00eb pron\u00ebsi t\u00eb pronarit social; objektet e dala jasht\u00eb funksionit, si rezultat i mbylljes s\u00eb nj\u00eb veprimtarie, t\u00eb cilat kan\u00eb kaluar n\u00eb pron\u00ebsi t\u00eb nj\u00ebsive t\u00eb vet\u00ebqeverisjes vendore dhe n\u00eb p\u00ebrputhje me planin e p\u00ebrgjithsh\u00ebm vendor jan\u00eb miratuar p\u00ebr t\u2019u kaluar n\u00eb fond banesash sociale me qira q\u00eb subvencionohen. Sipas ligjit, statusin e p\u00ebrfituesit nga programet sociale e g\u00ebzon \u00e7do individ q\u00eb ka mbushur mosh\u00ebn 18 vje\u00e7 dhe familjet e regjistruara n\u00eb zyrat e gjendjes civile n\u00eb nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore, t\u00eb cil\u00ebt n\u00eb momentin e aplikimit plot\u00ebsojn\u00eb kushtet. K\u00ebshtu, p\u00ebrfitojn\u00eb individ\u00ebt q\u00eb nuk kan\u00eb n\u00eb pron\u00ebsi nj\u00eb banes\u00eb ose zot\u00ebrojn\u00eb sip\u00ebrfaqe banimi n\u00ebn normat e strehimit apo banojn\u00eb n\u00eb banesa jasht\u00eb standardeve n\u00eb fuqi, p\u00ebr t\u00eb cilat normat e strehimit p\u00ebrcaktohen me vendim t\u00eb K\u00ebshillit t\u00eb Ministrave. Ata q\u00eb kan\u00eb mbetur t\u00eb pastreh\u00eb; familjet q\u00eb kan\u00eb nj\u00eb banes\u00eb t\u00eb vjet\u00ebr, n\u00eb rrezik shembjeje, ose nj\u00eb banes\u00eb q\u00eb i n\u00ebnshtrohet nj\u00eb plani rregullues, p\u00ebr shkak t\u00eb vjet\u00ebrsis\u00eb s\u00eb saj.<\/p>\n<p>Kriteret e p\u00ebrzgjedhjes s\u00eb P\u00ebrfituesve<br \/>\na) Kushtet e strehimit, n\u00eb baz\u00eb t\u00eb t\u00eb cilave p\u00ebrcaktohen me p\u00ebrpar\u00ebsi familjet q\u00eb:<br \/>\ni) Nuk disponojn\u00eb banes\u00eb n\u00eb pron\u00ebsi.<br \/>\nii) Banojn\u00eb n\u00eb banesa q\u00eb paraqesin rrezik shembjeje.<br \/>\niii) Banojn\u00eb n\u00eb banesa t\u00eb mbipopulluara, sipas p\u00ebrcaktimeve dhe normave n\u00eb fuqi.<br \/>\niv) Kan\u00eb mbetur ose rrezikojn\u00eb t\u00eb mbeten t\u00eb pastreha, si rezultat i fatkeq\u00ebsive natyrore.<br \/>\nv) Familjet ose individ\u00ebt q\u00eb humbasin banes\u00ebn e tyre, si pasoj\u00eb e zhvendosjes ose zbatimit t\u00eb nj\u00eb vendimi gjyq\u00ebsor.<br \/>\nvi) Banojn\u00eb n\u00eb banesa q\u00eb prishen ose p\u00ebrjashtohen nga procesi i legalizimit, si rezultat i investimeve publike.<br \/>\nb) Kushtet familjare, n\u00eb baz\u00eb t\u00eb t\u00eb cilave p\u00ebrcaktohen me p\u00ebrpar\u00ebsi: i) familjet nj\u00ebprind\u00ebrore q\u00eb kan\u00eb n\u00eb ngarkim f\u00ebmij\u00eb, ku p\u00ebrfshihen edhe vajzat n\u00ebna.<br \/>\nii) T\u00eb moshuarit, q\u00eb kan\u00eb mbushur mosh\u00ebn e pensionit dhe q\u00eb nuk p\u00ebrzgjidhen p\u00ebr t\u2019u strehuar n\u00eb institucionet publike t\u00eb p\u00ebrkujdesjes shoq\u00ebrore.<br \/>\niii) Familjet me m\u00eb shum\u00eb se kat\u00ebr f\u00ebmij\u00eb.<br \/>\niv) Bashk\u00ebshort\u00ebt, mosha e p\u00ebrgjithshme e p\u00ebrbashk\u00ebt e t\u00eb cil\u00ebve arrin deri n\u00eb 60 vje\u00e7.<br \/>\nc) Kushtet sociale, n\u00eb baz\u00eb t\u00eb t\u00eb cilave p\u00ebrcaktohen me p\u00ebrpar\u00ebsi:<br \/>\ni) Personat me aft\u00ebsi t\u00eb kufizuara, n\u00eb p\u00ebrputhje me p\u00ebrcaktimet e b\u00ebra me vendim t\u00eb K\u00ebshillit t\u00eb Ministrave.<br \/>\nii) Individ\u00ebt me statusin e jetimit, q\u00eb nga \u00e7asti i daljes nga qendrat e p\u00ebrkujdesjes shoq\u00ebrore dhe deri n\u00eb mosh\u00ebn 30 vje\u00e7.<\/p>\n<p>iii) Familjet e mbetura t\u00eb pastreha p\u00ebr shkak t\u00eb lirimit t\u00eb banesave ish-pronar\u00ebve.<br \/>\niv) Emigrant\u00ebt e rikthyer, pun\u00ebtor\u00ebt emigrant\u00eb dhe azilk\u00ebrkuesit.<br \/>\nv) Familjet e polic\u00ebve t\u00eb r\u00ebn\u00eb n\u00eb detyr\u00eb.<br \/>\nvi) Punonj\u00ebsit e reparteve t\u00eb nd\u00ebrhyrjes s\u00eb shpejt\u00eb (FNSH).<br \/>\nvii) Punonj\u00ebsit e repartit RENEA-s.<br \/>\nviii) Punonj\u00ebsit e sh\u00ebrbimit t\u00eb mbrojtjes nga zjarri dhe shp\u00ebtimin.<br \/>\nix) Viktimat e dhun\u00ebs n\u00eb familje.<br \/>\nx) Viktimat e trafikimit\/viktimat e mundshme t\u00eb trafikimit.<br \/>\nxi) An\u00ebtar\u00ebt e komunitetit rom.<br \/>\nxii) An\u00ebtar\u00eb t\u00eb komunitetit egjiptian.<br \/>\nxiii) T\u00eb miturit n\u00eb konflikt me ligjin, sipas parashikimeve t\u00eb Kodit t\u00eb Drejt\u00ebsis\u00eb Penale p\u00ebr t\u00eb Mitur, pas ekzekutimit t\u00eb d\u00ebnimit.<br \/>\nxiv) Vajzat n\u00ebna.<br \/>\nxv) Individ\u00ebt q\u00eb i p\u00ebrkasin komunitetit LGBTI, t\u00eb cil\u00ebt jan\u00eb viktima p\u00ebr shkak t\u00eb orientimit seksual ose identitetit gjinor bazuar n\u00eb vendimin e organit kompetent, sipas legjislacionit n\u00eb fuqi p\u00ebr mbrojtjen nga diskriminimi q\u00eb p\u00ebrcakton se si pasoj\u00eb e diskriminimit individi nuk ka nj\u00eb strehim t\u00eb p\u00ebrshtatsh\u00ebm dhe q\u00eb kan\u00eb t\u00eb ardhura t\u00eb pamjaftueshme ose q\u00eb nuk kan\u00eb fare t\u00eb ardhura, sipas p\u00ebrcaktimeve t\u00eb b\u00ebra n\u00eb nenin 3 t\u00eb k\u00ebtij ligji.<br \/>\n\u00e7) Kushtet ekonomike, n\u00eb baz\u00eb t\u00eb t\u00eb cilave p\u00ebrcaktohen familjet, sipas grupeve t\u00eb t\u00eb ardhurave, t\u00eb p\u00ebrcaktuara n\u00eb k\u00ebt\u00eb ligj.<\/p>\n<p>Kushtet p\u00ebr aplikim:<br \/>\na) Nuk kan\u00eb n\u00eb pron\u00ebsi nj\u00eb banes\u00eb ose zot\u00ebrojn\u00eb sip\u00ebrfaqe banimi n\u00ebn normat e strehimit apo banojn\u00eb n\u00eb banesa jasht\u00eb standardeve n\u00eb fuqi, p\u00ebr t\u00eb cilat normat e strehimit p\u00ebrcaktohen me vendim t\u00eb K\u00ebshillit t\u00eb Ministrave.<br \/>\nb) Kan\u00eb mbetur t\u00eb pastreh\u00eb, si rezultat:<br \/>\ni) i fatkeq\u00ebsive natyrore,<br \/>\nii) i prishjes s\u00eb objekteve t\u00eb pakualifikuara si banes\u00eb,<br \/>\niii) i zhvendosjeve p\u00ebr shkak t\u00eb investimeve publike dhe nga objektet e p\u00ebrjashtuara nga procesi i legalizimeve,<br \/>\niv) nga zbatimi i akteve administrative dhe zbatimi i vendimeve gjyq\u00ebsore t\u00eb form\u00ebs s\u00eb prer\u00eb,<br \/>\nc) familjet q\u00eb kan\u00eb nj\u00eb banes\u00eb t\u00eb vjet\u00ebr, n\u00eb rrezik shembjeje, ose nj\u00eb banes\u00eb q\u00eb i n\u00ebnshtrohet nj\u00eb plani rregullues, p\u00ebr shkak t\u00eb vjet\u00ebrsis\u00eb s\u00eb saj.<br \/>\nnP\u00ebrfitojn\u00eb nga programet e strehimit social t\u00eb k\u00ebtij ligji edhe shtetas t\u00eb huaj, me q\u00ebndrim t\u00eb rregullt n\u00eb Shqip\u00ebri dhe q\u00eb kan\u00eb p\u00ebrfituar nga organet kompetente statusin si \u201cpun\u00ebtor emigrant\u201d dhe\/ose \u201cazilk\u00ebrkues\u201d.<br \/>\nnParashikimet e pikave 1 dhe 2, t\u00eb k\u00ebtij neni zbatohen vet\u00ebm p\u00ebr ato individ\u00eb\/familje q\u00eb kan\u00eb t\u00eb ardhura t\u00eb pamjaftueshme ose q\u00eb nuk kan\u00eb fare t\u00eb ardhura, sipas p\u00ebrcaktimeve t\u00eb nenit 3 t\u00eb k\u00ebtij ligji.<br \/>\nnT\u00eb drejt\u00ebn p\u00ebr t\u00eb p\u00ebrfituar nga programi i banesave sociale t\u00eb specializuara e kan\u00eb edhe t\u00eb miturit n\u00ebn mosh\u00ebn 18 vje\u00e7, pas lirimit ose p\u00ebrfundimit t\u00eb programit t\u00eb mas\u00ebs alternative t\u00eb shmangies, n\u00eb rastin kur bazuar n\u00eb nj\u00eb vendim gjyq\u00ebsor ose nj\u00eb akt administrativ, mbeten t\u00eb pastreh\u00eb, p\u00ebr arsye se nuk duhet t\u00eb jetojn\u00eb me prind\u00ebrit, kujdestarin ligjor ose me familjen e tyre.
