Bashkit\u00eb stepen n\u00eb ofrimin e nj\u00eb informacioni t\u00eb plot\u00eb p\u00ebr qytetar\u00ebt nga risku i dyndjeve t\u00eb pap\u00ebrballueshme n\u00eb skem\u00ebn e strehimit social\u2019, thuhet n\u00eb raportin e KLSH-s\u00eb.<\/p>\n<p>M\u00eb posht\u00eb raporti i plot\u00eb i KLSH:<\/p>\n<p>KLSH p\u00ebrfundoi auditimin e performanc\u00ebs me tem\u00eb \u2018Efektiviteti i Programeve Sociale t\u00eb Strehimit\u2019 t\u00eb ushtruar n\u00eb bashkit\u00eb Tiran\u00eb, Kor\u00e7\u00eb, Shkod\u00ebr, Vlor\u00eb dhe Ministrin\u00eb e Financave e Ekonomis\u00eb; auditim ky i miratuar nga Kryetari me Vendimin nr. 11 dat\u00eb 22.07.2019.<\/p>\n<p>Duke marr\u00eb parasysh faktor\u00ebt e ndrysh\u00ebm social\u00eb dhe ekonomik\u00eb, p\u00ebrfshir\u00eb luhatjet financiare, nga shumatorja e p\u00ebrvojave europiane mbi banesat sociale, jan\u00eb sintetizuar dy modele kryesore:<\/p>\n<ul>\n<li>Vendet me tradit\u00eb t\u00eb gjat\u00eb n\u00eb programet sociale t\u00eb strehimit kan\u00eb zhvilluar mekanizma inovativ\u00eb, duke krijuar bashk\u00ebpunim me sektorin privat, me q\u00ebllim strehimin e m\u00eb t\u00eb varf\u00ebrve;<\/li>\n<li>Vendet me tradit\u00eb modeste n\u00eb programet sociale t\u00eb strehimit, ku fondet publike jan\u00eb edhe m\u00eb t\u00eb kufizuar, jan\u00eb angazhuar drejt shtresave m\u00eb nevojtare.<\/li>\n<\/ul>\n<p>N\u00eb rastin e Shqip\u00ebris\u00eb, skema e banesave sociale \u00ebsht\u00eb nj\u00eb nd\u00ebrthurje mes modelit t\u00eb kategorizimit t\u00eb shtresave dhe modelit t\u00eb kompensimit.<\/p>\n<p>Blerja e nj\u00eb banes\u00eb n\u00eb Shqip\u00ebri n\u00eb raport me t\u00eb ardhurat, p\u00ebrfshir\u00eb mesataren e pagave, \u00ebsht\u00eb plot\u00ebsisht e pap\u00ebrballueshme dhe n\u00eb kontekstin e strehimit social, p\u00ebrb\u00ebn riskun madhor t\u00eb rritjes t\u00eb kontingjentit t\u00eb t\u00eb pastreh\u00ebve.<\/p>\n<p>Pik\u00ebrisht, kuadri rregullator dhe analizat e b\u00ebra n\u00eb k\u00ebt\u00eb drejtim, nuk marrin parasysh faktorin \u2018p\u00ebrballueshm\u00ebri\u2019 t\u00eb banesave, por edhe problematika t\u00eb tjera q\u00eb shoq\u00ebrojn\u00eb strehimin n\u00eb Shqip\u00ebri, t\u00eb cilat jan\u00eb evidentuar nga organizata nd\u00ebrkomb\u00ebtare. P.sh. sipas anket\u00ebs s\u00eb realizuar nga Eurofound, Shqip\u00ebria renditet e fundit n\u00eb Europ\u00eb p\u00ebr nga mungesa e hap\u00ebsir\u00ebs s\u00eb banes\u00ebs. Krahasuar me mesataren europiane, ku vet\u00ebm 17% e t\u00eb anketuarave jan\u00eb shprehur se kan\u00eb hap\u00ebsira t\u00eb pamjaftueshme n\u00eb banesat e tyre, n\u00eb Shqip\u00ebri rreth 43% e t\u00eb anketuarve jan\u00eb p\u00ebrgjigjur se kan\u00eb probleme me munges\u00ebn e hap\u00ebsir\u00ebs.<\/p>\n<p>Nga auditimi rezulton se, programet sociale t\u00eb strehimit nuk jan\u00eb zbatuar plot\u00ebsisht si politika sociale, duke adresuar vet\u00ebm raste individuale, por jo fenomenin social t\u00eb t\u00eb pastreh\u00ebve, duke mos luajtur nj\u00eb rol proaktiv n\u00eb zbutjen deri n\u00eb eliminimin e k\u00ebtij fenomeni. Mungojn\u00eb regjistri komb\u00ebtar mbi numrin e t\u00eb pastreh\u00ebve dhe investimet n\u00eb banesa sociale, stoku i t\u00eb cilave \u00ebsht\u00eb inekzistent n\u00eb shumic\u00ebn e bashkive dhe i pamjaftuesh\u00ebm n\u00eb disa t\u00eb tjera.<\/p>\n<p>Aksesi n\u00eb programet sociale \u00ebsht\u00eb mjaft i kufizuar. Bashkit\u00eb stepen n\u00eb ofrimin e nj\u00eb informacioni t\u00eb plot\u00eb p\u00ebr qytetar\u00ebt nga risku i dyndjeve t\u00eb pap\u00ebrballueshme n\u00eb skem\u00ebn e strehimit social.<\/p>\n<p>Ligji i ri Nr. 22\/2018 \u2018P\u00ebr strehimin social\u2019, ndon\u00ebse ndjek modele t\u00eb mira europiane, rrezikon t\u00eb mos ofroj\u00eb nj\u00eb zgjidhje reale p\u00ebr zbatimin e plot\u00eb t\u00eb programeve sociale t\u00eb strehimit, pasi shtrihet p\u00ebrtej asaj q\u00eb p\u00ebrballojn\u00eb kapacitetet e bashkive. N\u00eb kushtet kur burimet financiare n\u00eb dispozicion p\u00ebr skem\u00ebn e m\u00ebparshme t\u00eb strehimit me 3 programe jan\u00eb t\u00eb kufizuara, dinamika q\u00eb ofron ligji i ri p\u00ebr zbatimin e nj\u00eb skeme strehimi me 5 programe rrit nivelin e riskut n\u00eb arritjen e objektivave t\u00eb k\u00ebtyre programeve.<\/p>\n<p>M\u00eb konkretisht, nisur nga fakti se legjislacioni i vjet\u00ebr ka qen\u00eb shterues n\u00eb programet sociale t\u00eb strehimit, burimi i mosfunksionimit t\u00eb plot\u00eb t\u00eb tyre nuk ka qen\u00eb baza ligjore, por moszbatimi i vet ligjit.<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb t\u00eb sintetizuar, problematikat kryesore t\u00eb konstatuara nga ky auditim performance jan\u00eb:<\/p>\n<ul>\n<li>P\u00ebrcaktimi i objektivave nga Qeverisja Qendrore dhe Nj\u00ebsit\u00eb e Qeverisjes Vendore p\u00ebr strehimin social, p\u00ebrtej kapaciteteve financiare dhe njer\u00ebzore t\u00eb bashkive;<\/li>\n<li>Mungesa e nj\u00eb statistike reale mbi numrin e t\u00eb pastreh\u00ebve;<\/li>\n<li>Mungesa e nj\u00eb strukture t\u00eb konsoliduar dedikuar \u00e7\u00ebshtjeve t\u00eb strehimit n\u00eb shumic\u00ebn e bashkive;<\/li>\n<li>Kapacitete njer\u00ebzore t\u00eb pamjaftueshme t\u00eb bashkive p\u00ebr t\u00eb p\u00ebrthithur dhe ushtruar n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb kompetencat e ligjit;<\/li>\n<li>Pozicionimi i strehimit n\u00eb periferi t\u00eb polik\u00eb-b\u00ebrjes dhe politik\u00eb-zbatimit, si nga bashkit\u00eb ashtu edhe nga strukturat qendrore;<\/li>\n<\/ul>\n<p>Zbatimi i plot\u00eb dhe efektiv i programeve sociale t\u00eb strehimit has v\u00ebshtir\u00ebsi, pasi realizohet pa patur t\u00eb p\u00ebrcaktuar, baz\u00ebn e formul\u00ebs s\u00eb p\u00ebrfitimit, q\u00eb jan\u00eb t\u00eb ardhurat mesatare n\u00eb rang komb\u00ebtar dhe vendor. INSTAT-i nuk disponon t\u00eb dh\u00ebna se cilat jan\u00eb t\u00eb ardhurat mesatare dhe mungesa e k\u00ebtij elementi pengon zbatimin e plot\u00eb t\u00eb programeve sociale t\u00eb strehimit.<\/p>\n<p>N\u00eb lidhje me zbatimin e ligjit t\u00eb ri, \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm angazhimi t\u00eb bashkive p\u00ebr t\u2019u k\u00ebrkuar subjekteve private dor\u00ebzimin e 3% t\u00eb sip\u00ebrfaqes s\u00eb nd\u00ebrtimit, p\u00ebr rastet kur \u00ebsht\u00eb mbi 2000m2, sip\u00ebrfaqe q\u00eb do t\u00eb shkoj\u00eb n\u00eb favor t\u00eb programeve sociale t\u00eb strehimit.<\/p>\n<p>Gjat\u00eb 10 viteve t\u00eb fundit asnj\u00eb bashki nuk ka nd\u00ebrtuar vet banesa sociale apo t\u00eb ket\u00eb bler\u00eb nga tregu p\u00ebr t\u2019i ofruar si banes\u00eb me kosto t\u00eb ul\u00ebt. P\u00ebr m\u00eb tep\u00ebr, ky funksion social i bashkis\u00eb s\u2019\u00ebsht\u00eb i inkuadruar as n\u00eb planifikimet urbane apo planet e detajuara vendore, p\u00ebr nd\u00ebrtimin e banesave sociale, p\u00ebr t\u00eb p\u00ebrfshir\u00eb konceptin e Zonave me Interes Social.<\/p>\n<p>\u00cbsht\u00eb planifikuar i nj\u00ebjti nivel shpenzimesh p\u00ebr t\u00eb gjith\u00eb periudh\u00ebn 2018- 2020. Buxheti p\u00ebr strehimin \u00ebsht\u00eb 550 milion lek\u00eb p\u00ebr \u00e7do vit p\u00ebrgjat\u00eb k\u00ebsaj periudhe. N\u00eb vitin 2017, 2018 buxheti p\u00ebr strehimin financuar nga QQ ka qen\u00eb me rritje krahasuar me vitet e m\u00ebparshme, p\u00ebrkat\u00ebsisht 13 dhe 10%. Fondet e alokuara nuk arrijn\u00eb t\u00eb mbulojn\u00eb nevojat financiare p\u00ebr programet sociale t\u00eb strehimit sipas strategjis\u00eb s\u00eb strehimit social.<\/p>\n<p>N\u00eb Vendimin e Kryetarit t\u00eb KLSh-s\u00eb p\u00ebr auditimin e performanc\u00ebs \u2018Efektiviteti i Programeve Sociale t\u00eb Strehimit\u2019 jan\u00eb dh\u00ebn\u00eb 38 rekomandime p\u00ebr organet e qeverisjes qendrore dhe vendore t\u00eb cilat adresojn\u00eb eliminimin e mang\u00ebsive dhe p\u00ebrmir\u00ebsimin n\u00eb t\u00eb ardhmen t\u00eb sistemit t\u00eb strehimit social n\u00eb vendin tone.<\/p>\n<p>&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>&nbsp; Kontrolli i Lart\u00eb i Shtetit ka p\u00ebrfunduar nj\u00eb audit n\u00eb lidhje me efektivitetin e programeve sociale p\u00ebr strehimin e qytetar\u00ebve.
