P\u00ebr rrjedhoj\u00eb pritet q\u00eb p\u00ebr t\u00eb p\u00ebrcaktuar vler\u00ebn e sht\u00ebpis\u00eb do t\u00eb p\u00ebrdoren \u00e7mimet sipas kontratave t\u00eb shit-blerjes s\u00eb regjistruara n\u00eb Agjencin\u00eb Shtet\u00ebrore t\u00eb Kadastr\u00ebs (ASHK).<\/p>\n<p>Aktualisht n\u00eb munges\u00eb t\u00eb \u00e7mimeve t\u00eb tregut p\u00ebr t\u00eb vler\u00ebsuar baz\u00ebn e taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs p\u00ebrdoren \u00e7mimet mesatare referuese t\u00eb p\u00ebrcaktuara n\u00eb aneksin 1 t\u00eb vendimit nr.132 \u201cP\u00ebr metodologjin\u00eb e p\u00ebrcaktimit t\u00eb vler\u00ebs s\u00eb taksueshme t\u00eb pasurive t\u00eb paluajtshme \u201cnd\u00ebrtesa\u201d.<\/p>\n<p>Vlera e apartamenteve aktualisht llogaritet me \u00e7mimet fiskale referenc\u00eb p\u00ebr met\u00ebr katror, q\u00eb p\u00ebrdorin Zyrat e Regjistrimit t\u00eb Pasurive t\u00eb Paluajtshme. N\u00eb aneksin e vendimit jan\u00eb t\u00eb p\u00ebrcaktuara edhe \u00e7mimet mesatare referuese t\u00eb shitblerjes s\u00eb nd\u00ebrtesave q\u00eb p\u00ebrdoren p\u00ebr q\u00ebllim banimi sipas qyteteve, nd\u00ebrsa p\u00ebr Tiran\u00ebn \u00e7mimet jan\u00eb t\u00eb ndara n\u00eb 32 zona kadastrale.<\/p>\n<p>Sipas raportit t\u00eb stabilitetit financiar t\u00eb Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb \u00e7mimet e apartamenteve periudh\u00ebn janar-qershor 2022 jan\u00eb rritur 28,4% n\u00eb raport me 6-mujorin dhe 39% n\u00eb krahasim me nj\u00eb vit m\u00eb par\u00eb. Nd\u00ebrsa indeksi i \u00e7mimeve p\u00ebr shitjet n\u00eb kryeqytet regjistroi nj\u00eb rritje prej 28,5% ndaj periudh\u00ebs paraardh\u00ebse dhe rreth 40% ndaj nj\u00eb viti m\u00eb par\u00eb.<\/p>\n<p>Drafti i ri gjithashtu do t\u00eb p\u00ebrcaktoj\u00eb indeks t\u00eb ri p\u00ebr taksimin e truallit dhe tok\u00ebs bujq\u00ebsore, t\u00eb cilat nuk p\u00ebrcaktuan n\u00eb vendimin aktual.<\/p>\n<p>Eksperti i \u00e7\u00ebshtjeve t\u00eb pushtetit vendor Agron Haxhimali tha p\u00ebr \u201cMonitor\u201d se n\u00ebse do t\u00eb ndryshoj\u00eb baza e llogaritjes s\u00eb taks\u00ebs q\u00eb \u00ebsht\u00eb vlera e sht\u00ebpis\u00eb, ata q\u00eb kan\u00eb prona n\u00eb kryeqytet e bregdet do t\u00eb paguajn\u00eb m\u00eb shum\u00eb se aktualisht, p\u00ebr shkak t\u00eb rritjes s\u00eb \u00e7mimeve.<\/p>\n<p>\u201cLlogaritjet mbi baz\u00ebn e tregut pa diskutim q\u00eb do t\u00eb thot\u00eb s\u00eb do t\u00eb paguajn\u00eb m\u00eb shum\u00eb, ata q\u00eb posedojn\u00eb prona n\u00eb zonat urbane n\u00eb bregdet dhe mbi t\u00eb gjitha n\u00eb kryeqytet. Pasi k\u00ebto zona po sh\u00ebnojn\u00eb dhe imponojn\u00eb \u00e7mime t\u00eb vler\u00ebs s\u00eb pron\u00ebs, si pasoj\u00eb e k\u00ebrkes\u00ebs s\u00eb tregut, por edhe p\u00ebr faktor\u00eb t\u00eb tjer\u00eb, q\u00eb k\u00ebrkojn\u00eb nj\u00eb tjet\u00ebr analiz\u00eb. Kujdesi duhet lidhur me t\u00eb v\u00ebrtet\u00ebn e vler\u00ebs reale, dhe prekjen e shtresave n\u00eb nevoj\u00eb q\u00eb jetojn\u00eb me ekonomi t\u00eb dob\u00ebt edhe n\u00eb nd\u00ebrtesa, ku \u00e7mimi i zon\u00ebs zone ka vler\u00eb ndryshe nga \u00e7mimi referues\u201d.<\/p>\n<p>Sipas Haxhimalit ndryshimet e llogaritjes s\u00eb vler\u00ebs s\u00eb sht\u00ebpis\u00eb treguan mosfunksionimin e sistemit aktual.<\/p>\n<p>\u201cS\u00eb pari kjo tregon se reformat dhe ndryshimet ligjore q\u00eb u b\u00ebn\u00eb p\u00ebr taksimin e pron\u00ebs n\u00eb 2018 nuk paskan qen\u00eb t\u00eb mir\u00eb studiuara dhe analizuara, meq\u00eb pas 4 vitesh k\u00ebrkohet s\u00ebrish ndryshime.<\/p>\n<p>S\u00eb dyti \u00ebsht\u00eb dhe ishte dhe kur u b\u00ebn\u00eb ndryshimet e taksimit t\u00eb pron\u00ebs \u00e7\u00ebshtje e taksimit mbi vler\u00ebn reale t\u00eb pron\u00ebs dhe jo mbi baz\u00eb t\u00eb \u00e7mimit t\u00eb referenc\u00ebs.<\/p>\n<p>Se treti, korrigjimet shume mir\u00eb q\u00eb b\u00ebhen, por \u00ebsht\u00eb me r\u00ebnd\u00ebsi q\u00eb t\u00eb nd\u00ebrtojm\u00eb ligje, mekanizma dhe instrumente q\u00eb t\u2019i rezistojn\u00eb koh\u00ebs dhe t\u00eb mos d\u00ebmtojn\u00eb qytetar\u00ebt m\u00eb asnj\u00eb aspekt.<\/p>\n<p>Taksimi sigurisht duhet t\u00eb jet\u00eb i drejt\u00eb dhe real p\u00ebr \u00e7do pasuri t\u00eb \u00e7do kategorie. Tani ka disa rruge q\u00eb na \u00e7ojn\u00eb n\u00eb taksimin mbi vler\u00ebn reale. E para \u00ebsht\u00eb vet\u00eb deklarimi q\u00eb mesa mendoj v\u00ebshtir\u00eb se funksionon, pasi asnj\u00eb nuk do dhe mbase nuk di vler\u00ebn e tregut t\u00eb pasuris\u00eb.<\/p>\n<p>Nj\u00eb rrug\u00eb tjet\u00ebr \u00ebsht\u00eb n\u00ebp\u00ebrmjet verifikimit nga transaksionet, nga zyrat noteriale dhe kadastra. Por edhe k\u00ebtu jo t\u00eb gjith\u00eb e trajtojn\u00eb pron\u00ebn e tyre. Ndaj rruga tjet\u00ebr \u00ebsht\u00eb p\u00ebrcaktimi s\u00ebrish nga ligji, pasi v\u00ebshtir\u00eb t\u00eb p\u00ebrcaktosh vler\u00ebn reale nga opinione dhe vler\u00ebsime t\u00eb pal\u00ebve t\u00eb treta. Meqen\u00ebse tani \u00ebsht\u00eb rihap kjo \u00e7\u00ebshtje duhet se pari konsultime dhe praktika nga vende te tjera. Por gjithsesi duhet p\u00ebrshtatshm\u00ebri me kontekstin lokal\u201d, pohoi ai.<\/p>\n<p>Shembull si llogaritet sot taksa e nd\u00ebrtesave<\/p>\n<p>Detyrimi vjetor i taks\u00ebs s\u00eb pasuris\u00eb duke marr\u00eb n\u00eb konsiderat\u00eb \u00e7mimin e vler\u00ebsuar p\u00ebr nj\u00eb apartament llogaritet si m\u00eb posht\u00eb: Detyrimi vjetor i taks\u00ebs = \u00e7mimi mesatar referues( sipas qytetit p\u00ebrkat\u00ebs) x sip\u00ebrfaqe (m\u00b2) x shkalla e taks\u00ebs.<\/p>\n<p>Referuar tabel\u00ebs t\u00eb aneksit 1 t\u00eb vendimit, \u00e7mimi mesatar fiskal p\u00ebr zon\u00ebn kadastrale 5\/1 q\u00eb zona e ish Bllokut dhe Librit Universitar, \u00e7mimi referenc\u00eb \u00ebsht\u00eb 190,000 lek\u00eb\/m2. Vlera e nj\u00eb sht\u00ebpie me sip\u00ebrfaqe 100 m2 \u00ebsht\u00eb 19,000,000 lek\u00eb. Taksa \u00ebsht\u00eb sa 0,05% e vler\u00ebs, pra 9,500 lek\u00eb n\u00eb vit. Nd\u00ebrsa taksa p\u00ebr apartamentet e privatizuara, p\u00ebr t\u00eb cilat nuk \u00ebsht\u00eb kryer asnj\u00eb transaksion shitblerje llogaritet se 70% e vler\u00ebs.<\/p>\n<p>P\u00ebr nj\u00eb familje q\u00eb jeton n\u00eb qytetin e Durr\u00ebsit, n\u00eb nj\u00eb sht\u00ebpi me sip\u00ebrfaqe 100 m2, vlera e sht\u00ebpis\u00eb llogaritet 6,750,000 lek\u00eb. \u00c7mimi fiskal p\u00ebr k\u00ebt\u00eb qytet \u00ebsht\u00eb 67,500 lek\u00eb\/m2. Taksa do t\u00eb jet\u00eb sa 0,05% e vler\u00ebs s\u00eb sht\u00ebpis\u00eb, pra, 3375 lek\u00eb.
