Pre\u00e7i thot\u00eb se qeveris\u00eb i duhen para p\u00ebr t\u00eb mbushur ark\u00ebn e shtetit, e cila \u00ebsht\u00eb e detyruar t\u00eb shpenzoj\u00eb miliona euro p\u00ebr PPP e dh\u00ebna pa gar\u00eb, por si kontrata publike dhe nga presioni q\u00eb biznesmen\u00ebt e fuqish\u00ebm i b\u00ebjn\u00eb p\u00ebr t\u00eb ligj\u00ebruar parat\u00eb e tyre. Duke u bazuar n\u00eb deklarimet e FMN dhe Bashkimit europian p\u00ebr k\u00ebto dy nisma, Pre\u00e7i shprehet se Shqip\u00ebris\u00eb nuk i duhen nisma t\u00eb tilla, pasi ajo nuk ka kushte p\u00ebr t\u00eb ndaluar ligj\u00ebrimin e parave t\u00eb pista t\u00eb krimit dhe korrupsionit. Eksperti ngre shqet\u00ebsimin se q\u00ebllimi i tyre ka prapavij\u00eb edhe politike, pasi jemi n\u00eb prag t\u00eb zgjedhjeve t\u00eb ardhshme lokale.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">INTERVISTA<\/span><\/strong><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Z. Pre\u00e7i, FMN dhe BE kan\u00eb dal\u00eb kund\u00ebr qeveris\u00eb p\u00ebr nismat e amnistis\u00eb fiskale dhe \u201cpasaportat e arta\u201d duke b\u00ebr\u00eb t\u00eb ditur edhe arsyet e k\u00ebtij q\u00ebndrimi. Sa q\u00ebndrojn\u00eb pretendimet tyre dhe ku bazohen ato?!<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Dy vijat kufizuese t\u00eb k\u00ebsaj nisme nga k\u00ebndv\u00ebshtrimi i qeveris\u00eb mendoj se jan\u00eb nevoja e ngutshme p\u00ebr m\u00eb shum\u00eb para, pavar\u00ebsisht pandemis\u00eb, t\u00ebrmetit apo kriz\u00ebs ekonomike bot\u00ebrore dhe problemeve q\u00eb ka sjell\u00eb agresioni rus n\u00eb Ukrain\u00eb, buxheti i shtetit shqiptar \u00ebsht\u00eb i destinuar t\u00eb shkoj\u00eb n\u00eb nj\u00eb pjes\u00eb t\u00eb konsiderueshme p\u00ebr t\u00eb p\u00ebrmbushur kontratat koncesionare t\u00eb Partneriteteve Publike-Private (PPP).<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">N\u00eb thelb, k\u00ebto, p\u00ebr fat t\u00eb keq, nuk preken nga kriza. N\u00eb k\u00ebto kushte, qeveria \u00ebsht\u00eb n\u00eb nevoj\u00eb t\u00eb ngutshme p\u00ebr para. Por n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, kaq ose m\u00eb shum\u00eb, qeveria \u00ebsht\u00eb e kusht\u00ebzuar nga ata q\u00eb r\u00ebndom konsiderohen si lobist\u00eb, biznesmen\u00eb t\u00eb m\u00ebdhenj ose oligark\u00eb. Jan\u00eb nj\u00eb grup q\u00eb praktikisht jo vet\u00ebm q\u00eb merr \u00e7do lek nga tender\u00ebt publike dhe krijohet nj\u00eb sistem zinxhir jofunksional i prokurimit publik. Kemi t\u00eb b\u00ebjm\u00eb m\u00eb shum\u00eb me kontrata publike sesa konkurrim t\u00eb hapur dhe drejt si kudo n\u00eb Europ\u00eb. Qeveria kusht\u00ebzohet duksh\u00ebm prej k\u00ebsaj kategorie dhe p\u00ebr rrjedhoj\u00eb presioni i tyre \u00ebsht\u00eb m\u00eb i madh nga \u00e7far\u00eb mendojn\u00eb qytetar\u00ebt apo edhe ne ekspert\u00ebt. Si\u00e7 dihet, \u201cpasaportat e arta\u201d, t\u00eb njohura zyrtarisht si programet e shtet\u00ebsis\u00eb me investime, lejojn\u00eb t\u00eb huajt e pasur t\u00eb marrin n\u00ebnshtet\u00ebsin\u00eb ose q\u00ebndrimin n\u00eb k\u00ebmbim t\u00eb investimit t\u00eb nj\u00eb shume t\u00eb caktuar parash n\u00eb nj\u00eb vend.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Si\u00e7 thekson BE n\u00eb raportin e saj vjetor, \u201c\u2026skema t\u00eb tilla paraqesin rrezik n\u00eb lidhje me sigurin\u00eb, pastrimin e parave, evazionin fiskal, financimin e terrorizmit dhe infiltrimin nga krimi i organizuar dhe jan\u00eb t\u00eb papajtueshme me legjislacionin e BE-s\u00eb. Si vend kandidat, Shqip\u00ebria duhet t\u00eb p\u00ebrmbahet nga zhvillimi i nj\u00eb skeme t\u00eb till\u00eb\u201d, thuhet n\u00eb raport. Nd\u00ebrsa insistimin e qeveris\u00eb duhet ta shohim si trafik influence t\u00eb lobeve t\u00eb biznesit dhe t\u00eb oligark\u00ebve. Personalisht mendoj se n\u00ebse ecet p\u00ebrpara me k\u00ebt\u00eb program, vendi yn\u00eb mund t\u00eb kthehet n\u00eb nj\u00eb rezervat ekstrakomunitar\u00ebsh, madje edhe personash me t\u00eb shkuar kriminale dhe mashtruesish financiar\u00eb nd\u00ebrkomb\u00ebtare dhe pushtetar\u00ebve t\u00eb korruptuar t\u00eb Azis\u00eb dhe Afrik\u00ebs.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Qeveria ka deklaruar se nuk do t\u00ebrhiqet, por \u00ebsht\u00eb e hapur p\u00ebr konsultime e diskutime. Sipas jush, \u00e7far\u00eb e shtyn qeverin\u00eb t\u00eb mos t\u00ebrhiqet dhe kujt i sh\u00ebrbej\u00eb miratimi i tyre?<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">\u00cbsht\u00eb e kuptueshme q\u00eb p\u00ebr shkak t\u00eb imazhit publik q\u00eb krijon reagimi n\u00eb front i organizatave nd\u00ebrkomb\u00ebtare, i atyre q\u00eb mb\u00ebshtesin procesin e an\u00ebtar\u00ebsimit t\u00eb Shqip\u00ebris\u00eb n\u00eb BE dhe vendeve mike p\u00ebr shkak t\u00eb rreziqeve q\u00eb ajo p\u00ebrmban, qeveria ndjek nj\u00eb skem\u00eb t\u00eb but\u00eb, b\u00ebn nj\u00eb hap pas apo pa hequr dor\u00eb nga ideja apo detyrimet karshi oligark\u00ebve. N\u00eb k\u00ebt\u00eb k\u00ebndv\u00ebshtrim, mendoj q\u00eb Shqip\u00ebria nuk ka asnj\u00eb kusht p\u00ebr t\u00eb nd\u00ebrmarr\u00eb nj\u00eb amnisti fiskale, t\u00eb aseteve dhe amnisti penale n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebkohshme.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Kjo, p\u00ebr faktin q\u00eb niveli i lart\u00eb i informalitetit konsiderohet nj\u00eb barrier\u00eb e madhe. Minimumi 30-50 p\u00ebr qind e ekonomis\u00eb \u00ebsht\u00eb jasht\u00eb kontrollit fiskal. Konsensusi publik mungon dhe me t\u00eb drejt\u00eb BE t\u00ebrheq v\u00ebmendjen p\u00ebr moralin tatimor, pasi edhe kostot fiskale nuk dihen. N\u00ebse dikush arrin t\u00eb b\u00ebj\u00eb ndarjen midis parave informale, fitimeve t\u00eb pataksuara, sigurimeve shoq\u00ebrore t\u00eb papaguara, parave kriminale q\u00eb vijn\u00eb nga aktivitetet e paligjshme brenda dhe jasht\u00eb vendit dhe korrupsioni do t\u00eb meritonte \u00e7mimin Nobel. Un\u00eb nuk besoj se ka nj\u00eb ekonomist, jurist apo pushtetar t\u00eb till\u00eb, q\u00eb mund t\u00eb b\u00ebj\u00eb k\u00ebt\u00eb ndarje n\u00eb Shqip\u00ebri dhe jasht\u00eb saj.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Kjo \u00ebsht\u00eb arsyeja q\u00eb amnistit\u00eb p\u00ebrgatiten n\u00eb vite ku synohet q\u00eb t\u00eb shmanget penetrimi i parave kriminale n\u00eb ekonomi. E v\u00ebrteta \u00ebsht\u00eb q\u00eb n\u00eb kushtet e Shqip\u00ebris\u00eb, parat\u00eb kriminale po z\u00ebn\u00eb nj\u00eb pesh\u00eb p\u00ebrher\u00eb edhe m\u00eb t\u00eb madhe. Nuk jan\u00eb m\u00eb thjesht n\u00eb loj\u00ebra fati, nuk jan\u00eb m\u00eb duksh\u00ebm n\u00eb nd\u00ebrtim, n\u00eb tregjet financiare, por k\u00ebto para p\u00ebrb\u00ebjn\u00eb nj\u00eb k\u00ebrc\u00ebnim n\u00eb rritje sepse nj\u00eb num\u00ebr p\u00ebrher\u00eb e m\u00eb i madh biznesesh po b\u00ebhen me detyrim bashkaksioner.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Historit\u00eb e krimeve t\u00eb ndodhura me eksponent\u00ebt m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb krimit t\u00eb organizuar n\u00eb Shqip\u00ebri provojn\u00eb q\u00eb ambicia dhe egoja e tyre nuk \u00ebsht\u00eb m\u00eb t\u00eb ken\u00eb para, por t\u00eb ken\u00eb aksione kompanish. Ka nj\u00eb p\u00ebrzierje t\u00eb dhimbshme t\u00eb biznesit t\u00eb ligjsh\u00ebm p\u00ebr shkak edhe t\u00eb v\u00ebshtir\u00ebsive p\u00ebr sigurimin e kapitaleve financiare e kredive me k\u00ebto para. N\u00eb k\u00ebto kushte, Shqip\u00ebria nuk \u00ebsht\u00eb gati p\u00ebr t\u00eb nd\u00ebrmarr\u00eb nj\u00eb amnisti t\u00eb till\u00eb dhe nuk i duhet nj\u00eb amnisti e till\u00eb. Nuk mendoj se vendi mund t\u00eb zhvillohet me para kriminale dhe korrupsioni. N\u00eb harrojm\u00eb q\u00eb i ashtuquajturi \u201cK\u00ebshillim Komb\u00ebtar\u201d q\u00eb organizoi kabineti i qeveris\u00eb Rama mobilizoi administrat\u00ebn, n\u00ebpun\u00ebsit dhe rrethet familjare t\u00eb tyre dhe patronazhist\u00ebt p\u00ebr t\u00eb siguruar p\u00ebrgjigjet dhe justifikuar frik\u00ebn q\u00eb grupet e v\u00ebrteta q\u00eb jan\u00eb t\u00eb interesuara t\u00eb dalin n\u00eb shesh duke afishuar drejtp\u00ebrdrejt interesat e tyre. Mos harroni q\u00eb nj\u00eb pesh\u00eb e r\u00ebnd\u00ebsishme, sipas denoncimeve q\u00eb b\u00ebn KLSH p\u00ebr humbjen vjetore q\u00eb vijn\u00eb nga abuzimi me fondet publike dhe pasurit\u00eb komb\u00ebtare, nuk l\u00eb shum\u00eb hap\u00ebsir\u00eb p\u00ebr debat.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Ka nj\u00eb segment t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb administrat\u00ebs publike, elit\u00ebs politike, Parlamentit, segmenteve t\u00eb qeveris\u00eb apo ish-qeveris\u00eb, t\u00eb cil\u00ebt jan\u00eb pasuruar duksh\u00ebm n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme gjat\u00eb k\u00ebsaj kohe dhe k\u00ebrkojn\u00eb nj\u00eb mekaniz\u00ebm q\u00eb ato pasuri q\u00eb n\u00eb shumic\u00ebn e rasteve i kan\u00eb v\u00ebn\u00eb n\u00eb em\u00ebr t\u00eb personave t\u00eb tret\u00eb t\u2019i legjitimojn\u00eb duke p\u00ebrdorur si kopertur\u00eb gjoja prurjet e emigracionit apo elemente t\u00eb tjer\u00eb, q\u00eb n\u00eb thelb rrisin pesh\u00ebn e ekzekutivit dhe mund\u00ebsojn\u00eb thjesht legjitimimin e parave t\u00eb pista, asgj\u00eb m\u00eb shum\u00eb. Presioni i grupeve t\u00eb interesit, klasave t\u00eb kriminalizuara dhe pasuruara n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme n\u00eb qeveri, Parlament etj. Presioni i oligark\u00ebve q\u00eb kan\u00eb marr\u00eb taksat p\u00ebr 20 apo 30 vitet e ardhshme \u00ebsht\u00eb shum\u00eb i madh dhe jan\u00eb ata q\u00eb e orientojn\u00eb qeverin\u00eb n\u00eb k\u00ebt\u00eb drejtim. Nd\u00ebrkaq, preteksti elektoral nuk duhet injoruar sepse qeverit\u00eb shqiptare e kan\u00eb n\u00eb tradit\u00ebn e tyre q\u00eb t\u00eb krijojn\u00eb imazhin e vendit q\u00eb zhvillohet, lul\u00ebzon e hap vende pune dhe nuk thuhet e v\u00ebrteta q\u00eb \u00ebsht\u00eb t\u00ebr\u00ebsisht e kund\u00ebrta, ku shoq\u00ebria po polarizohet edhe m\u00eb shum\u00eb, krimi po merr zem\u00ebr dhe shtohet numri i shqiptar\u00ebve q\u00eb tentojn\u00eb t\u00eb largohen nga vendi.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">N\u00eb situat\u00ebn e kriz\u00ebs aktuale n\u00eb vend, me protesta t\u00eb pedagog\u00ebve dhe PAK, \u00e7far\u00eb duhet t\u00eb b\u00ebje qeveria p\u00ebr t\u00eb zbutur efektet e kriz\u00ebs?<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Protestat e shpallura nga pedagog\u00ebt dhe personat me aft\u00ebsi t\u00eb kufizuara jan\u00eb di\u00e7ka e pritshme, sepse efektet e kriz\u00ebs jan\u00eb prezente. Qeveria vet\u00ebm flet, por nuk vepron dhe mungojn\u00eb politikat q\u00eb e minimizojn\u00eb efektin e kriz\u00ebs. Ndon\u00ebse rritja e pagave n\u00eb koh\u00eb krize nuk \u00ebsht\u00eb e k\u00ebshillueshme, un\u00eb mendoj q\u00eb qeveria duhet t\u00eb nd\u00ebrtoj\u00eb nj\u00eb piramid\u00eb pagash dhe t\u00eb heq\u00eb dor\u00eb nga \u201cdarova\u201d, apo dh\u00ebnia dhurat\u00eb nga qeveria. Kjo do t\u00eb thot\u00eb q\u00eb ka nevoj\u00eb p\u00ebr nj\u00eb studim m\u00eb t\u00eb thelluar, p\u00ebr t\u00eb investuar n\u00eb rritjen e rendimentit t\u00eb pun\u00ebs q\u00eb paga t\u00eb vij\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb natyrshme, si rezultat i produktivitetit m\u00eb t\u00eb lart\u00eb, jo si rezultat i vendimmarrjeve rishp\u00ebrndar\u00ebse t\u00eb qeveris\u00eb.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Po k\u00ebshtu, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb kuptohet q\u00eb p\u00ebrvoja e vendeve p\u00ebrreth, qoft\u00eb edhe e Kosov\u00ebs, \u00ebsht\u00eb p\u00ebr t\u2019u marr\u00eb n\u00eb konsiderat\u00eb dhe nuk ka pse t\u00eb mos t\u00eb jemi minimalisht n\u00eb ato standardet e Kosov\u00ebs. Pra, ka nevoj\u00eb p\u00ebr t\u00eb p\u00ebrdorur ato mekanizma kompensues q\u00eb jan\u00eb p\u00ebr shtresat n\u00eb nevoj\u00eb dhe p\u00ebr nxitjen e prodhimit vendas. Rritja e pagave dhe pensionit do t\u00eb pengonte r\u00ebnien e konsumit pasi jemi n\u00eb nj\u00eb situat\u00eb realisht shqet\u00ebsuese, q\u00eb do k\u00ebrkoj\u00eb mbi 5 vjet p\u00ebr t\u00eb dal\u00eb prej saj dhe nuk shoh asnj\u00eb lloj shqet\u00ebsimi n\u00eb qeveri p\u00ebr sa i p\u00ebrket nd\u00ebrmarrjes s\u00eb politikave t\u00eb nevojshme p\u00ebr k\u00ebt\u00eb q\u00ebllim. Inkurajimi i konsumit, mb\u00ebshtetja e prodhimit vendas dhe e shtresave n\u00eb nevoj\u00eb p\u00ebr t\u00eb frenuar rr\u00ebnimin social-ekonomik t\u00eb tyre \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi e qeveris\u00eb.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Z. Pre\u00e7i, qeveria duket se ka \u201cndaluar\u201d deklaratat politike p\u00ebr nd\u00ebrtimet dhe katet pa leje. Pse ky q\u00ebndrim, a u dor\u00ebzua qeveria p\u00ebrball\u00eb nd\u00ebrtuesve?<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Sa i takon \u00e7\u00ebshtjes s\u00eb nd\u00ebrtimeve dhe kateve pa leje, ky \u00ebsht\u00eb nj\u00eb rast unik n\u00eb bot\u00eb, prej shum\u00eb dekadash q\u00eb qeveria merr t\u00ebr\u00ebsisht atributet e gjykatave. Ne gjat\u00eb k\u00ebsaj kohe jemi p\u00ebrballur n\u00eb kushtet kur Parlamenti nuk funksionon dhe luan nj\u00eb rol noteri p\u00ebr qeverin\u00eb, kuptohet q\u00eb qeveria e ka zgjeruar pushtetin e saj mbi pushtetet e tjera, ka p\u00ebrqendruar pushtetin n\u00eb nj\u00eb dor\u00eb t\u00eb vetme dhe praktikisht po luan rolin e gjykatave. Ndoshta ka qen\u00eb nj\u00eb k\u00ebshill\u00eb nd\u00ebrkomb\u00ebtare apo \u00ebsht\u00eb kuptuar q\u00eb duke nd\u00ebrmarr\u00eb nj\u00eb akt t\u00eb till\u00eb, qeveria p\u00ebrs\u00ebriti operacionin \u201cForca e ligjit\u201d.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Ajo rriti presionin mbi t\u00eb paligjshmit q\u00eb shkelin kondicionet urbane dhe nuk b\u00ebri asgj\u00eb p\u00ebr t\u00eb nd\u00ebshkuar kryebashkiak\u00ebt q\u00eb nuk respektojn\u00eb ligjin dhe rregullat urbane. N\u00eb shum\u00eb qytete jemi shum\u00eb larg t\u00eb qenurit normal, pasi nuk ka parqe dhe k\u00ebnde loj\u00ebrash mes pallateve t\u00eb banuara dhe kjo shpjegon arsyen pse \u201cudh\u00ebheq\u00ebsit e lavdish\u00ebm\u201d kan\u00eb marr\u00eb malet dhe banojn\u00eb n\u00eb kodrat rreth Tiran\u00ebs. N\u00eb k\u00ebto kushte, qeveria ka ndaluar p\u00ebrkoh\u00ebsisht, por p\u00ebrpara ushtrohet presion q\u00eb konvertohet n\u00eb afera korruptive, n\u00eb kontribut n\u00eb politik me vota apo para p\u00ebr fushat\u00ebn elektorale, q\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb p\u00ebrkthehet n\u00eb legjitimim.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">N\u00eb vend q\u00eb t\u00eb nd\u00ebshkohen n\u00ebpun\u00ebsit publik\u00eb q\u00eb nuk zbatojn\u00eb ligjin dhe ushtrojn\u00eb kontrollin urban dhe nuk nd\u00ebshkojn\u00eb personat p\u00ebrgjegj\u00ebs, ndihet rruga tjet\u00ebr.
