Nga \u201cSymphony\u201d n\u00eb \u201cEagle Hills\u201d, si ndryshoi emrin aksioneri kryesor"},"content":{"rendered":"<p><strong><span data-preserver-spaces=\"true\">MARIGLEN KUME\/ Shteti shqiptar nuk \u00ebsht\u00eb mjaftuar vet\u00ebm me dhurimin e mbi 800 mij\u00eb met\u00ebr katror investitorit q\u00eb do t\u00eb nd\u00ebrtoj\u00eb projektin e \u201cDurr\u00ebs Yacht and Marina\u201d atje ku \u00ebsht\u00eb sot porti i Durr\u00ebsit.<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Sipas Marr\u00ebveshjes t\u00eb siguruar nga gazeta \u201cPanorama\u201d investitori q\u00eb do t\u00eb fitoj\u00eb 3.2 miliard\u00eb euro dhe 800 mij\u00eb met\u00ebr katror truall n\u00eb portin e Durr\u00ebsit do t\u00eb p\u00ebrjashtohet edhe nga taksa e strehimit social dhe t\u00eb ndikimit n\u00eb infrastruktur\u00eb. \u201cBrenda afateve kohore t\u00eb p\u00ebrshtatshme t\u00eb parashikuara n\u00eb Legjislacionin e Zbatuesh\u00ebm, Zhvilluesi merr p\u00ebrsip\u00ebr t\u00eb paguaj\u00eb \u00e7do tatim, taks\u00eb, tarif\u00eb ose detyrim t\u00eb ngjash\u00ebm q\u00eb mund t\u00eb k\u00ebrkohet nga Entiteti qeveritar p\u00ebrkat\u00ebs p\u00ebr l\u00ebshimin e lejes s\u00eb nd\u00ebrtimit, n\u00ebse ka, p\u00ebrve\u00e7 taks\u00ebs p\u00ebr strehimin social dhe taks\u00ebs p\u00ebr ndikimin infrastrukturor sipas dispozitave t\u00eb marr\u00ebveshjes kuad\u00ebr.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Zhvilluesi ndjek t\u00eb gjitha procedurat e nevojshme administrative dhe dor\u00ebzon t\u00eb gjitha dokumentet e nevojshme, q\u00eb parashikohen nga legjislacioni i zbatuesh\u00ebm p\u00ebr t\u00eb mund\u00ebsuar regjistrimin e lejes s\u00eb nd\u00ebrtimit n\u00eb Agjencin\u00eb Shtet\u00ebrore t\u00eb Kadastr\u00ebs (ASHK) brenda afatit kohor t\u00eb parashikuar n\u00eb Nenin 48 t\u00eb Ligjit p\u00ebr Kadastr\u00ebn\u201d, thuhet n\u00eb nenin 3.04 me titull \u201cZbardhja, Pagesa e Taksave dhe Regjistrimi i Lejes s\u00eb Nd\u00ebrtimit\u201d. Porti i Durr\u00ebsit do t\u00eb jepet p\u00ebr 35 vite me koncesion, nd\u00ebrsa n\u00eb marr\u00ebveshje thuhet se investitori strategjik do t\u00eb lejohet t\u00eb b\u00ebj n\u00ebnkontraktime p\u00ebr t\u00eb zhvilluar projektin.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cInvestitori strategjik ka t\u00eb drejt\u00eb t\u00eb lidh\u00eb n\u00ebnkontrata p\u00ebr zbatimin e punimeve t\u00eb nd\u00ebrtimit dhe \u00e7do lloj kontrate tjet\u00ebr, me q\u00ebllim realizimin e objektit t\u00eb k\u00ebsaj marr\u00ebveshjeje. N\u00eb t\u00eb gjitha kontratat, investitori strategjik \u00ebsht\u00eb i detyruar t\u00eb respektoj\u00eb kushtet e k\u00ebsaj marr\u00ebveshjeje dhe kufizimet e marr\u00ebveshjes kuad\u00ebr. Investitori strategjik \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr p\u00ebrmbushjen e detyrimeve t\u00eb tij sipas k\u00ebsaj marr\u00ebveshjeje, pavar\u00ebsisht faktit n\u00ebse punimet e nd\u00ebrtimit apo mir\u00ebmbajtjes jan\u00eb realizuar nga vet\u00eb ai ose n\u00ebnkontraktor\u00ebt e nd\u00ebrtimit apo mir\u00ebmbajtjes\u201d, thuhet n\u00eb nj\u00eb tjet\u00ebr nen t\u00eb marr\u00ebveshjes.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">KUSH \u00cbSHT\u00cb INVESTITORI STRATEGJIK<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Komiteti i Investimeve Strategjike (KIS) me Vendimin nr. 14\/6 Prot. dat\u00eb 2.12.2021 (Vendimi i Par\u00eb i KIS-it) i dha \u201cSymphony\u201d-s\u00eb paraprakisht dhe n\u00eb m\u00ebnyr\u00eb t\u00eb kusht\u00ebzuar, statusin e investitorit strategjik n\u00eb p\u00ebrputhje me Ligjin nr. 55\/2015 \u201cP\u00ebr Investimet Strategjike n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb\u201d, i ndryshuar, duke e njohur gjithashtu projektin si nj\u00eb investim strategjik. Me Vendimin nr. 14\/45, dat\u00eb 18.7.2022 (Vendimi i P\u00ebrkohsh\u00ebm i KISit), KIS-i amendoi Vendimin e par\u00eb t\u00eb KIS-it, nd\u00ebr t\u00eb tjera duke: (i) pranuar ndryshimin e emrit t\u00eb \u201cSymphony\u201d-s\u00eb n\u00eb \u201cEagle Hills\u201d; (ii) ndryshuar disa afate; (iii) udh\u00ebzuar q\u00eb \u201cEagle Hills\u201d-i dhe ASDC-ja t\u00eb lidhin nj\u00eb memorandum mir\u00ebkuptimi p\u00ebr q\u00ebllimin e realizimit t\u00eb faz\u00ebs pilot t\u00eb zhvillimit (si\u00e7 p\u00ebrcaktohet m\u00eb posht\u00eb).<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Dyshimet p\u00ebr rr\u00ebnj\u00ebt e \u201cEagle Hills\u201d, e cila ishte m\u00eb par\u00eb \u201cSimphony\u201d<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">N\u00eb korrik t\u00eb vitit t\u00eb kaluar, MCN-ja publikoi nj\u00eb investigim, sipas s\u00eb cil\u00ebs, kompania q\u00eb do t\u00eb p\u00ebrfitoj\u00eb qindra hektar\u00eb tok\u00eb shtet\u00ebrore falas n\u00eb portin e Durr\u00ebsit, vjen nga ishujt Kejmen dhe \u00ebsht\u00eb themeluar vet\u00ebm pak muaj m\u00eb par\u00eb. Zyrtarisht, qeveria ka paraqitur si zhvillues dhe financues t\u00eb projektit, themeluesin e grupit arab \u201cEmar\u201d, Muhamed Alabar. Por me sa duket, Alabar ka vendosur q\u00eb t\u00eb vij\u00eb n\u00eb Shqip\u00ebri, jo p\u00ebrmes grupit \u201cEmar\u201d, por me kompani \u201coffshore\u201d nga ishujt Kejmen.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Dokumentet e siguruara nga MCN-ja, tregojn\u00eb se n\u00eb 25 maj t\u00eb 2021, n\u00eb Qendr\u00ebn Komb\u00ebtare t\u00eb Biznesit \u00ebsht\u00eb regjistruar nj\u00eb kompani me emrin \u201cSymphony Real Estate Development\u201d. Kjo kompani ka nj\u00eb kapital prej vet\u00ebm 10 mij\u00eb lek\u00eb dhe administrator i saj rezulton shtetasi Oltjan Hoxholli, nj\u00eb avokat partner n\u00eb studion ligjore \u201cLPA\u201d. Por, Hoxholli \u00ebsht\u00eb thjesht nj\u00eb n\u00ebpun\u00ebs i em\u00ebruar. Pronari i \u201cSymphony Real Estate\u201d \u00ebsht\u00eb nj\u00eb kompani guack\u00eb nga ishujt Kejmen e quajtur \u201cSymphony Invest Limited\u201d. E themeluar n\u00eb ishujt Kejmen n\u00eb 23 shtator t\u00eb vitit t\u00eb kaluar, \u201cSymphony Invest Limited\u201d \u00ebsht\u00eb kompania, me t\u00eb cil\u00ebn qeveria shqiptare ka lidhur marr\u00ebveshje prej 2 miliard\u00eb dollar\u00ebsh p\u00ebr rizhvillimin turistik t\u00eb portit t\u00eb Durr\u00ebsit p\u00ebrmes nj\u00eb ligji special, si ai i Teatrit Komb\u00ebtar q\u00eb rr\u00ebzoi Gjykata Kushtetuese.
