Nga Quk\u00ebs\u2013Qaf\u00eb Pllo\u00e7\u00eb te Kor\u00e7\u00eb\u2013Ersek\u00eb, te Rruga e Arbrit dhe tek autostrada Thuman\u00eb \u2013 Kashar, tejkalimet buxhetore, vonesat dhe punimet me cil\u00ebsi t\u00eb dob\u00ebt jan\u00eb kthyer n\u00eb kryefjal\u00eb t\u00eb investimeve infrastrukturore.<\/p>\n\n\n\n<p>Kur erdhi n\u00eb pushtet, Kryeministri Rama premtoi se qeverisja e tij nuk do ndalej vet\u00ebm n\u00eb hedhjen e \u201cbuxhetit\u201d t\u00eb shtetit vet\u00ebm p\u00ebr rrug\u00ebt, por p\u00ebrgjat\u00eb k\u00ebtyre tre mandateve edhe ai, nj\u00ebsoj si paraardh\u00ebsit e tij, u fokusua tek akset rrugore.<\/p>\n\n\n\n<p>Rrug\u00eb t\u00eb kushtueshme, q\u00eb marrin koh\u00eb p\u00ebr t\u2019u nd\u00ebrtuar, por pa cil\u00ebsi dhe shemben me nj\u00eb t\u00eb \u201cr\u00ebn\u00eb t\u00eb lapsit\u201d.<\/p>\n\n\n\n<p>Shembja e lotit 3, segmentit m\u00eb t\u00eb kushtuesh\u00ebm t\u00eb rrug\u00ebs Quk\u00ebs\u2013Qaf\u00eb Pllo\u00e7\u00eb, vet\u00ebm pak jav\u00eb pas inaugurimit, nxjorri n\u00eb pah problematikat se si po nd\u00ebrtohen k\u00ebto akse.<\/p>\n\n\n\n<p>Nga tendera t\u00eb fryr\u00eb n\u00eb numra, tek alarmi i materialeve q\u00eb p\u00ebrdoren, te koh\u00ebzgjatja e p\u00ebrfundimit t\u00eb punimeve, d\u00ebshmjon\u00eb qart\u00eb abuzimet me k\u00ebto investime.<\/p>\n\n\n\n<p>Ishte viti 2014 kur Parlamenti miratoi marr\u00ebveshjen e huas\u00eb nd\u00ebrmjet Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb dhe Fondit Saudit p\u00ebr Zhvillim, p\u00ebr financimin e projektit t\u00eb nd\u00ebrtimit t\u00eb rrug\u00ebs Tiran\u00eb \u2013 Elbasan \u2013 Quk\u00ebs \u2013 Qaf\u00eb e Pllo\u00e7\u00ebs.<\/p>\n\n\n\n<p>Pas k\u00ebtij momenti nis ecejakja q\u00eb \u201cp\u00ebrfundon\u201d 11 vjet m\u00eb von\u00eb, me nj\u00eb pirg betoni n\u00eb mes t\u00eb rrug\u00ebs.<\/p>\n\n\n\n<p>Rruga Quk\u00ebs\u2013Qaf\u00eb Pllo\u00e7\u00eb u tenderua e ndar\u00eb n\u00eb tre lote. (Praktik\u00eb e par\u00eb edhe tek Unaza e Madhe, shqet\u00ebsim q\u00eb e kan\u00eb ngritur ekspert\u00ebt: p\u00ebrse nj\u00eb aks ka nevoj\u00eb t\u00eb fragmentarizohet?)<\/p>\n\n\n\n<p>Loti 3, i cili p\u00ebrfshinte nj\u00eb gjat\u00ebsi totale prej 9.5 kilometrash, fillimisht ishte parashikuar t\u00eb kushtonte 25 milion\u00eb dollar\u00eb. Por kjo shum\u00eb, \u00e7udit\u00ebrisht, nuk mjaftoi, ndaj u shtuan edhe 25 milion\u00eb t\u00eb tjer\u00eb, duke p\u00ebrfunduar n\u00eb afro 50 milion\u00eb vet\u00ebm p\u00ebr k\u00ebt\u00eb lot.<\/p>\n\n\n\n<p>Histori t\u00eb ngjashme me l\u00ebvizje t\u00eb vazhdueshme buxhetesh ka patur edhe p\u00ebrgjat\u00eb loteve t\u00eb tjera. Bilanci i k\u00ebsaj rruge, vet\u00ebm p\u00ebr 43 kilometra, \u00ebsht\u00eb plot 260 milion\u00eb Euro.<\/p>\n\n\n\n<p>Nga projektimi te p\u00ebrfundimi mori afro nj\u00eb dekad\u00eb e gjys\u00ebm. Por nj\u00eb muaj pas inaugurimit, me valle e k\u00ebrcim nga Kryeministri Rama dhe Zv.Kryeministrja Balluku, ky aks u shemb. Mjaftoi vet\u00ebm nj\u00eb shi i fort\u00eb.<\/p>\n\n\n\n<p>Kjo shembje ishte paralajm\u00ebruar nga KLSH, e cila vinte n\u00eb pah se nd\u00ebrtimi i k\u00ebsaj rruge ishte b\u00ebr\u00eb pa patur n\u00eb konsiderat\u00eb form\u00ebn e saj, zgjerimet apo mbrojtjet nga rr\u00ebshqitja e dherave.<\/p>\n\n\n\n<p>Nj\u00eb tjet\u00ebr rrug\u00eb problematike \u00ebsht\u00eb ajo e Kor\u00e7\u00eb\u2013Ersek\u00eb, ku nj\u00eb vit m\u00eb par\u00eb pati&nbsp;rr\u00ebshkitje dherash dhe krisje t\u00eb saj. Edhe pas motit t\u00eb keq, kjo rrug\u00eb ka dh\u00ebn\u00eb shenja p\u00ebrkeq\u00ebsimi dhe d\u00ebmtimi.<\/p>\n\n\n\n<p>Vlera e nd\u00ebrtimit t\u00eb saj \u00ebsht\u00eb po ashtu e lart\u00eb. Nd\u00ebrtimi ka kushtuar 80 milion\u00eb Euro, nd\u00ebrkoh\u00eb q\u00eb \u00e7\u00ebshtja e tenderimit dhe nd\u00ebrtimit t\u00eb k\u00ebtij segmenti \u00ebsht\u00eb aktualisht n\u00ebn hetim nga SPAK.<\/p>\n\n\n\n<p>Rruga Kor\u00e7\u00eb\u2013Ersek\u00eb \u00ebsht\u00eb gjithsej 35 kilometra e gjat\u00eb, me vet\u00ebm nj\u00eb korsi p\u00ebr drejtim. Nd\u00ebrtimi i aksit u nda, si gjithmon\u00eb, n\u00eb lote. Loti i par\u00eb me gjat\u00ebsi 18 kilometrash. Rruga Kor\u00e7\u00eb\u2013Ersek\u00eb duhej t\u00eb p\u00ebrfundonte n\u00eb qershor t\u00eb 2023. Por afati u shty me nj\u00eb vit, p\u00ebr shkak se ky aks nuk priti inaugurimin p\u00ebr t\u2019u shembur.<\/p>\n\n\n\n<p>Akse t\u00eb tjera gjithashtu jan\u00eb problematike, t\u00eb pap\u00ebrfunduara dhe me fatura t\u00eb majme.<\/p>\n\n\n\n<p>Aksi Thuman\u00eb\u2013Kashar, me nj\u00eb kosto prej 330 milion\u00eb Euro, \u00ebsht\u00eb nj\u00eb rrezik i theksuar p\u00ebr p\u00ebrdoruesit, e pap\u00ebrfunduar, me hyrje-dalje t\u00eb pap\u00ebrfunduara p\u00ebr kamion\u00ebt e disa lavatri\u00e7eve betoni p\u00ebrgjat\u00eb saj, me nj\u00eb dalj\u00eb t\u00eb ngusht\u00eb dhe t\u00eb sajuar p\u00ebr tu lidhur me aksin e vjet\u00ebr drejt Fush\u00eb-Kruj\u00ebs&nbsp;pas protestave t\u00eb banor\u00ebve, mban uj\u00eb t\u00eb konsideruesh\u00ebm n\u00eb sip\u00ebrfaqe, ka disnivelim n\u00eb af\u00ebrsin\u00eb e t\u00eb gjith\u00eb urave, t\u00eb cilat \u201chedhin makinat n\u00eb aj\u00ebr\u201d, munges\u00eb t\u00eb theksuar t\u00eb shesheve t\u00eb sh\u00ebrbimit\/pushimit sipas standardeve t\u00eb nj\u00eb autostrade evropiane, dhe nj\u00eb s\u00ebr\u00eb problematikash t\u00eb tjera.<\/p>\n\n\n\n<p>N\u00eb t\u00eb nj\u00ebjt\u00ebn situat\u00eb ndodhet edhe rruga e Arbrit, nj\u00eb rrug\u00eb q\u00eb duket se \u00ebsht\u00eb \u201cdestinuar\u201d&nbsp;t\u00eb mos p\u00ebrfundoj\u00eb asnj\u00ebher\u00eb, por t\u00eb marr\u00eb pjes\u00eb nga buxheti p\u00ebrher\u00eb, p\u00ebrgjat\u00eb t\u00eb cil\u00ebs rr\u00ebshkitjet e dherave jan\u00eb kthyer n\u00eb nj\u00eb fenomen t\u00eb zakonsh\u00ebm.<\/p>\n\n\n\n<p>N\u00eb fillim t\u00eb mandatit t\u00eb tij t\u00eb par\u00eb, Kyeministri kritikonte paraardh\u00ebsin e tij dhe thoshte se \u201c<em>sot n\u00eb vitin 2013, Shqip\u00ebria nuk ka asnj\u00eb met\u00ebr rrug\u00eb t\u00eb certifikuar dhe t\u00eb plot\u00ebsuar sipas standardeve europiane, si\u00e7 i kan\u00eb t\u00eb gjitha vendet e Bashkimit Europian, ose q\u00eb jan\u00eb kandidate p\u00ebr n\u00eb Bashkimin Europian.<\/em>\u201d Dhe megjithat\u00eb, edhe pas 15 vjet\u00ebsh standardet jan\u00eb shum\u00eb t\u00eb mira n\u00eb kontrata, por shum\u00eb larg realitetit t\u00eb asfaltit q\u00eb hedhim n\u00eb k\u00ebto akse, apo standardit t\u00eb premtuar nga Kryeministri m\u00eb shum\u00eb se nj\u00eb dekad\u00eb m\u00eb par\u00eb.\/ ACQJ<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shembjet e rrug\u00ebve t\u00eb sapoinauguruara po ekspozojn\u00eb realitetin e projekteve m\u00eb t\u00eb kushtueshme t\u00eb qeveris\u00eb.
