{"id":426890,"date":"2026-01-30T10:55:36","date_gmt":"2026-01-30T09:55:36","guid":{"rendered":"https:\/\/zjarr.tv\/?p=426890"},"modified":"2026-01-30T10:55:39","modified_gmt":"2026-01-30T09:55:39","slug":"u-inaugurua-per-fushate-pa-kolaudim-tuneli-i-murrizit-ngre-pikepyetje-per-sigurine","status":"publish","type":"post","link":"https:\/\/zjarr.tv\/sq\/u-inaugurua-per-fushate-pa-kolaudim-tuneli-i-murrizit-ngre-pikepyetje-per-sigurine\/","title":{"rendered":"U inaugurua p\u00ebr fushat\u00eb pa kolaudim, tuneli i Murrizit ngre pik\u00ebpyetje p\u00ebr sigurin\u00eb"},"content":{"rendered":"\n<p>N\u00eb 13 mars t\u00eb vitit t\u00eb kaluar, kryeministri Edi Rama shpalli me mburrje se \u201clufta me malin\u201d ishte fituar dhe se tuneli i Murrizit, pjes\u00eb e aksit t\u00eb njohur si Rruga e Arbrit q\u00eb lidh Tiran\u00ebn me Dibr\u00ebn, do t\u00eb hapej p\u00ebr kalim normal.<br>\u201cSyri i keq m\u00eb n\u00eb fund plasi, se te ai tunel u mblodh e gjith\u00eb energjia negative dhe gjeologjia e atij tuneli ishte nj\u00eb tmerr,\u201d deklaroi Rama.<\/p>\n\n\n\n<p>T\u00eb nes\u00ebrmen, m\u00eb 14 mars, tuneli u hap p\u00ebr qarkullim me ceremoni dhe muzik\u00eb.<\/p>\n\n\n\n<p>Por ende pa kaluar 10 muaj, p\u00ebrdoruesit e rrug\u00ebs filluan t\u00eb dyshonin n\u00ebse tuneli kishte qen\u00eb v\u00ebrtet gati p\u00ebr hapje.<\/p>\n\n\n\n<p>Deputetja e Partis\u00eb Demokratike, Denisa Vata, e cila e p\u00ebrdor vazhdimisht tunelin e Murrizit p\u00ebr t\u2019u kthyer n\u00eb sht\u00ebpi nga Tirana, tha se n\u00eb nj\u00eb nga udh\u00ebtimet v\u00ebreu plasaritje dhe tavanin q\u00eb pikonte. E shqet\u00ebsuar p\u00ebr sigurin\u00eb, Vata filmoi krisjet dhe b\u00ebri publike pamjet.<\/p>\n\n\n\n<p>N\u00eb p\u00ebrgjigje t\u00eb shqet\u00ebsimeve t\u00eb ngritura nga deputetja Vata, Autoriteti Rrugor Shqiptar, ARRSH i konfirmoi p\u00ebrmes nj\u00eb shkrese drejtuar Kuvendit n\u00eb fillim t\u00eb janarit se pjesa n\u00eb fjal\u00eb e rrug\u00ebs s\u00eb Arbrit ishte ende pa kolaudim, duke ngritur nj\u00eb val\u00eb t\u00eb re alarmi.<\/p>\n\n\n\n<p>\u201c\u2026Ju informojm\u00eb se \u201cTuneli i Murrizit\u201d, pjes\u00eb e \u201csegmentit nr. 3\u2033 t\u00eb territorit t\u00eb \u201cRrug\u00ebs s\u00eb Arbrit\u201d, \u00ebsht\u00eb segment q\u00eb nuk \u00ebsht\u00eb dor\u00ebzuar ende pran\u00eb ARRSH-s\u00eb p\u00ebr ndjekjen e procedurave t\u00eb kolaudimit,\u201d thuhet n\u00eb shkres\u00ebn e ARRSH drejtuar Vat\u00ebs.<\/p>\n\n\n\n<p>Vata i tha BIRN se mbeti e skandalizuar nga ky fakt.<\/p>\n\n\n\n<p>\u201cKryeministri bashk\u00eb me zonj\u00ebn Balluku e kan\u00eb inauguruar me daulle dhe fest\u00eb edhe pse nuk \u00ebsht\u00eb i kolauduar,\u201d tha ajo, duke shtuar se inaugurimi ishte b\u00ebr\u00eb p\u00ebr fushat\u00eb dhe se ishte ende e pasqaruar p\u00ebr sigurin\u00eb e tunelit.<\/p>\n\n\n\n<p>Sipas inxhinierit Xhevahir Ngjeqari, hapja e tunelit pa aktin e kolaudimit p\u00ebrb\u00ebn nj\u00eb shkelje t\u00eb r\u00ebnd\u00eb t\u00eb ligjit.<\/p>\n\n\n\n<p>\u201cTuneli nuk duhej t\u00eb ishte hapur pa kolaudim. Edhe nj\u00eb kotec pulash nuk hapet pa kolaudim, sepse ka t\u00eb b\u00ebj\u00eb me sigurin\u00eb,\u201d tha Ngjeqari.<\/p>\n\n\n\n<p>Drejtori i ARRSH-s\u00eb, Ami Kozeli k\u00ebmb\u00ebnguli p\u00ebr BIRN se tuneli ishte i sigurt, pavar\u00ebsisht munges\u00ebs s\u00eb aktit t\u00eb kolaudimit.<\/p>\n\n\n\n<p>\u201cAbsolutisht po. Nuk ka asnj\u00eb problem (t\u00eb siguris\u00eb),\u201d tha Kozeli, i cili nuk iu p\u00ebrgjigj pyetjes n\u00ebse kishte nj\u00eb shkres\u00eb apo vendimarrje q\u00eb garantonte sigurin\u00eb e tunelit.<\/p>\n\n\n\n<p>Nj\u00eb p\u00ebrfaq\u00ebsues i kompanis\u00eb koncesionare \u201cGjoka 87\u201d i tha BIRN se defektit vinin p\u00ebr shkak t\u00eb punimeve n\u00eb tunelin paralel t\u00eb siguris\u00eb, pa e v\u00ebn\u00eb n\u00eb diskutim sigurin\u00eb e tunelit. Por ai pranoi n\u00eb nj\u00ebfar\u00eb m\u00ebnyre se hapja kishte qen\u00eb e parakohshme.<\/p>\n\n\n\n<p>\u201cKishte presion nga njer\u00ebzit p\u00ebr hapjen e tunelit,\u201d tha ai, duke shtuar: \u201cne jemi m\u00eb t\u00eb qet\u00eb t\u00eb punojm\u00eb me tunel t\u00eb mbyllur\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"708\" height=\"744\" src=\"https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli.jpg\" alt=\"\" class=\"wp-image-426891\" srcset=\"https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli.jpg 708w, https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli-285x300.jpg 285w, https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli-11x12.jpg 11w, https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli-400x420.jpg 400w, https:\/\/zjarr.tv\/wp-content\/uploads\/2026\/01\/tuneli-696x731.jpg 696w\" sizes=\"auto, (max-width: 708px) 100vw, 708px\" \/><\/figure>\n\n\n\n<p>Nd\u00ebrtimi i rrug\u00ebs prej 54 kilometrash q\u00eb lidh Tiran\u00ebn me Dibr\u00ebn filloi n\u00eb vitin 2018, pasi kompania \u201cGjoka Konstruksion\u201d fitoi koncesionin me ofert\u00ebn prej 33.6 miliard\u00eb lek\u00ebsh.<\/p>\n\n\n\n<p>Projekti parashikon nd\u00ebrtimin e nj\u00eb rruge me dy korsi, e cila kalon n\u00eb nj\u00eb seri me gjasht\u00eb tunele dhe dy ura t\u00eb larta. Por vepra kryesore e projektit, tuneli 3.8 kilometra i gjat\u00eb i Qaf\u00ebs s\u00eb Murrizit, ngeci p\u00ebr shkak t\u00eb problemeve.<\/p>\n\n\n\n<p>Rruga ishte planifikuar q\u00eb t\u00eb p\u00ebrfundonte n\u00eb prill 2022, por p\u00ebr shkak t\u00eb problemeve n\u00eb nd\u00ebrtimin e tunelit t\u00eb Murrizit, Ministria e Infrastruktur\u00ebs e zgjati afatin p\u00ebr kompanin\u00eb koncesionare \u201cGjoka 87\u201d disa her\u00eb radhazi. Marr\u00ebveshja e fundit mes pal\u00ebve p\u00ebrcaktonte se punimet duhej t\u00eb mbaronin n\u00eb maj 2025.<\/p>\n\n\n\n<p>Dy muaj p\u00ebrpara p\u00ebrfundimit t\u00eb k\u00ebtij afati, tuneli u hap p\u00ebr qarkullim dhe kryeministri e shpalli at\u00eb t\u00eb p\u00ebrfunduar. Por pal\u00ebt pranojn\u00eb tashm\u00eb se punimet n\u00eb rrug\u00eb nuk kan\u00eb p\u00ebrfunduar.<\/p>\n\n\n\n<p>I pyetur p\u00ebr munges\u00ebn e kolaudimit, kreu i ARRSH, Ami Kozeli i tha BIRN se ky proces mund t\u00eb b\u00ebhej vet\u00ebm pas p\u00ebrfundimit t\u00eb segmentit.<br>\u201cE kuptoj politik\u00ebn, por kolaudimi nuk ka t\u00eb b\u00ebj\u00eb me aksesueshm\u00ebrin\u00eb e aksit\u201d, tha ai duke iu referuar q\u00ebndrimeve t\u00eb Vat\u00ebs. Sipas tij, kolaudimi b\u00ebhet kur p\u00ebrfundojn\u00eb t\u00eb gjitha punimet.<\/p>\n\n\n\n<p>\u201cAty ka ende punime t\u00eb pap\u00ebrfunduara, por kjo nuk e b\u00ebn t\u00eb paaksesuesh\u00ebm,\u201d k\u00ebmb\u00ebnguli Kozeli.<\/p>\n\n\n\n<p>Edhe p\u00ebrfaq\u00ebsuesi i kompanis\u00eb i tha BIRN n\u00eb kushtet e anonimatit se punimet nuk kishin p\u00ebrfunduar ende.<\/p>\n\n\n\n<p>\u201cRruga e Arbrit \u00ebsht\u00eb e ndar\u00eb n\u00eb disa segmente; segmenti tre, p\u00ebr shkak se tuneli ndihm\u00ebs nuk ka mbaruar akoma, nuk mund t\u00eb merret n\u00eb dor\u00ebzim,\u201d tha ai, nd\u00ebrsa shpjegoi se plasaritjet dhe problemet n\u00eb tunelin e hapur ishin pik\u00ebrisht pasoj\u00eb e punimeve n\u00eb vijim.<br>\u201c\u00cbsht\u00eb presioni q\u00eb vjen nga tubi paralel, nga puna q\u00eb po b\u00ebhet n\u00eb tunelin ndihm\u00ebs dhe ka presione ekstreme dhe ka dh\u00ebn\u00eb defekte n\u00eb asfalt. Nuk kan\u00eb rrezik strukturor,\u201d theksoi ai.<\/p>\n\n\n\n<p><strong>Dyshimet mbi sigurin\u00eb<\/strong><\/p>\n\n\n\n<p>Tuneli i Murrizit nuk \u00ebsht\u00eb i pari q\u00eb vihet n\u00eb p\u00ebrdorim n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb. Rrug\u00eb t\u00eb ngjashme jan\u00eb inauguruar dhe mbyllur pas inaugurimit p\u00ebr shkak t\u00eb nxitimit, kryesisht t\u00eb lidhur me ciklet e fushatave elektorale.<\/p>\n\n\n\n<p>P\u00ebr specialist\u00ebt e fush\u00ebs, tuneli nuk duhej t\u00eb ishte hapur pa p\u00ebrfunduar t\u00eb gjitha punimet n\u00eb m\u00ebnyr\u00eb q\u00eb jet\u00eb plot\u00ebsisht i sigurt p\u00ebr p\u00ebrdoruesit.<\/p>\n\n\n\n<p>Inxhinieri Xhevahir Ngjeqari i tha BIRN pasi pa pamjet e d\u00ebmeve se duhet b\u00ebr\u00eb nj\u00eb analiz\u00eb e qart\u00eb se \u00e7far\u00eb jan\u00eb dhe sa t\u00eb r\u00ebnda paraqiten.<\/p>\n\n\n\n<p>\u201cProbleme t\u00eb tilla ndodhin n\u00eb nd\u00ebrtim dhe jan\u00eb t\u00eb llogaritura, por duhet t\u00eb kuptohet n\u00ebse jan\u00eb r\u00ebnie t\u00eb suvas\u00eb apo jan\u00eb d\u00ebme n\u00eb struktur\u00eb.
