N\u00eb vendet fqinje aplikohen norma shum\u00eb m\u00eb t\u00eb ul\u00ebta t\u00eb TVSH-s\u00eb, nga 5\u201310%.<\/p>\n\n\n\n<p><em>A \u00ebsht\u00eb e domosdoshme n\u00eb Shqip\u00ebri nj\u00eb reform\u00eb e thell\u00eb, e cila rregullon mas\u00ebn dhe m\u00ebnyr\u00ebn e taksimit t\u00eb produkteve bujq\u00ebsore, blegtorale dhe ushqimeve baz\u00eb?<\/em><\/p>\n\n\n\n<p>Mb\u00ebshtetja direkte p\u00ebr fermer\u00ebt n\u00eb Shqip\u00ebri \u00ebsht\u00eb relativisht e ul\u00ebt krahasuar me at\u00eb t\u00eb vendeve t\u00eb BE-s\u00eb.<\/p>\n\n\n\n<p>N\u00eb nj\u00eb koh\u00eb kur sot shumica e familjeve shqiptare shpenzojn\u00eb deri n\u00eb 60% t\u00eb t\u00eb ardhurave t\u00eb tyre p\u00ebr ushqim, \u00e7mimet e produkteve baz\u00eb vazhdojn\u00eb t\u00eb mbeten nj\u00eb nga shqet\u00ebsimet kryesore ekonomike dhe sociale n\u00eb vend. Shqip\u00ebria aplikon nj\u00eb nga nivelet m\u00eb t\u00eb larta t\u00eb Tatimit mbi Vler\u00ebn e Shtuar (TVSH) p\u00ebr ushqimet n\u00eb rajon dhe m\u00eb gjer\u00eb n\u00eb Europ\u00eb, duke r\u00ebnduar drejtp\u00ebrdrejt mbi konsumatorin.<\/p>\n\n\n\n<p><em>A \u00ebsht\u00eb ky problem vet\u00ebm \u00e7\u00ebshtje taksash apo ka edhe problematika t\u00eb tjera q\u00eb duhen marr\u00eb n\u00eb konsiderat\u00eb?<\/em><\/p>\n\n\n\n<p>N\u00ebse b\u00ebjm\u00eb nj\u00eb analiz\u00eb ekonomike, ajo tregon se situata \u00ebsht\u00eb m\u00eb komplekse dhe k\u00ebrkon nj\u00eb qasje t\u00eb integruar q\u00eb p\u00ebrfshin tre shtylla kryesore: reform\u00ebn fiskale, mb\u00ebshtetjen e prodhimit vendas dhe rregullimin e tregut.<\/p>\n\n\n\n<p><strong>TVSH e lart\u00eb dhe barra mbi konsumatorin.<\/strong><\/p>\n\n\n\n<p>Aktualisht, Shqip\u00ebria aplikon nj\u00eb TVSH prej 20% p\u00ebr pothuajse t\u00eb gjitha produktet ushqimore, p\u00ebrfshir\u00eb ato baz\u00eb si buka, qum\u00ebshti, vez\u00ebt dhe perimet. Ky model \u00ebsht\u00eb n\u00eb kontrast t\u00eb fort\u00eb me vendet e Bashkimit Europian, ku ushqimet baz\u00eb taksohen me norma shum\u00eb m\u00eb t\u00eb ul\u00ebta, shpesh nga 0% deri n\u00eb 10%.<\/p>\n\n\n\n<p>Kjo diferenc\u00eb ka pasoja t\u00eb drejtp\u00ebrdrejta: familjet me t\u00eb ardhura t\u00eb ul\u00ebta, q\u00eb shpenzojn\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb buxhetit p\u00ebr ushqim, preken m\u00eb shum\u00eb nga ky nivel taksimi. N\u00eb thelb, sistemi aktual fiskal rezulton regresiv, duke rritur pabarazin\u00eb ekonomike.<\/p>\n\n\n\n<p>Nj\u00eb reform\u00eb q\u00eb ul TVSH-n\u00eb p\u00ebr ushqimet baz\u00eb n\u00eb nivelin 5\u201310% do t\u00eb sillte nj\u00eb ulje t\u00eb menj\u00ebhershme t\u00eb \u00e7mimeve p\u00ebr konsumator\u00ebt, duke leht\u00ebsuar presionin financiar mbi familjet dhe duke rritur fuqin\u00eb bler\u00ebse.<\/p>\n\n\n\n<p><strong>Bujq\u00ebsia dhe blegtoria n\u00eb Shqip\u00ebri \u00ebsht\u00eb nj\u00eb potencial i pashfryt\u00ebzuar.<\/strong><\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, nj\u00eb nga arsyet kryesore pse \u00e7mimet mbeten t\u00eb larta \u00ebsht\u00eb prodhimi i kufizuar vendas. Shqip\u00ebria, pavar\u00ebsisht potencialit t\u00eb saj natyror, nuk ka arritur t\u00eb zhvilloj\u00eb nj\u00eb sektor bujq\u00ebsor dhe blegtoral konkurrues. Fermer\u00ebt p\u00ebrballen me kosto t\u00eb larta p\u00ebr karburantin, plehrat kimike dhe inputet e tjera, nd\u00ebrkoh\u00eb q\u00eb mb\u00ebshtetja nga shteti mbetet e kufizuar krahasuar me standardet europiane. N\u00eb vendet e BE-s\u00eb, subvencionet jan\u00eb nj\u00eb element ky\u00e7 p\u00ebr stabilizimin e prodhimit dhe uljen e kostove.<\/p>\n\n\n\n<p>Nj\u00eb program i mir\u00ebstrukturuar mb\u00ebshtet\u00ebs n\u00eb Shqip\u00ebri do t\u00eb duhej t\u00eb p\u00ebrfshinte:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Subvencione direkte p\u00ebr fermer\u00ebt dhe blegtor\u00ebt.<\/li>\n\n\n\n<li>Ulje t\u00eb kostos s\u00eb inputeve.<\/li>\n\n\n\n<li>Investime n\u00eb magazinim, p\u00ebrpunim dhe logjistik\u00eb.<\/li>\n<\/ul>\n\n\n\n<p>Efekti i k\u00ebtyre masave nuk do t\u00eb ishte i menj\u00ebhersh\u00ebm, por p\u00ebr nj\u00eb periudh\u00eb afatmesme do t\u00eb \u00e7onte n\u00eb rritje t\u00eb prodhimit vendas dhe ulje t\u00eb var\u00ebsis\u00eb nga importet, duke stabilizuar \u00e7mimet.<\/p>\n\n\n\n<p><strong>Tregu dhe roli i nd\u00ebrmjet\u00ebsve?<\/strong><\/p>\n\n\n\n<p>Nj\u00eb tjet\u00ebr hallk\u00eb problematike \u00ebsht\u00eb m\u00ebnyra se si funksionon tregu ushqimor n\u00eb Shqip\u00ebri. Shpesh, ekziston nj\u00eb diferenc\u00eb e madhe midis \u00e7mimit q\u00eb merr fermeri dhe atij q\u00eb paguan konsumatori. Kjo vjen si pasoj\u00eb e nj\u00eb zinxhiri t\u00eb gjat\u00eb nd\u00ebrmjet\u00ebsish, munges\u00ebs s\u00eb organizimit t\u00eb tregut dhe nivelit t\u00eb lart\u00eb t\u00eb informalitetit.<\/p>\n\n\n\n<p>Formalizimi i tregut dhe krijimi i kanaleve direkte midis prodhuesit dhe konsumatorit do t\u00eb ndihmonin n\u00eb uljen e kostove dhe rritjen e transparenc\u00ebs. Po ashtu, kontrolli i praktikave abuzive dhe rritja e konkurrenc\u00ebs jan\u00eb element\u00eb thelb\u00ebsor\u00eb p\u00ebr nj\u00eb treg m\u00eb efikas.<\/p>\n\n\n\n<p><strong>Sa kushton nj\u00eb reform\u00eb e till\u00eb?<\/strong><\/p>\n\n\n\n<p>Nj\u00eb paket\u00eb e plot\u00eb reformash do t\u00eb kishte nj\u00eb kosto t\u00eb konsiderueshme p\u00ebr buxhetin e shtetit, e vler\u00ebsuar n\u00eb rreth 300\u2013350 milion\u00eb euro n\u00eb vit. Kjo p\u00ebrfshin humbjen e t\u00eb ardhurave nga ulja e TVSH-s\u00eb, subvencionet p\u00ebr sektorin bujq\u00ebsor dhe investimet n\u00eb infrastruktur\u00eb dhe formalizim.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ads.adsense.al\/www\/delivery\/lg.php?bannerid=0&amp;campaignid=0&amp;zoneid=138&amp;loc=https%3A%2F%2Fboldnews.al%2F2026%2F04%2F09%2Fshqiperia-perballe-cmimeve-te-larta-te-produkteve-ushqimore-dhe-pagave-te-uleta%2F&amp;referer=https%3A%2F%2Fboldnews.al%2Fcategory%2Fpolitike%2F&amp;cb=f0114961f1\" alt=\"\"\/><\/figure>\n\n\n\n<p>Megjithat\u00eb, kjo kosto mund t\u00eb kompensohet pjes\u00ebrisht p\u00ebrmes: reduktimit t\u00eb evazionit fiskal,<br>rritjes s\u00eb taksimit p\u00ebr sektor\u00ebt me fitime t\u00eb larta,<br>p\u00ebrfitimit nga fondet e Bashkimit Europian.<\/p>\n\n\n\n<p>N\u00eb nj\u00eb periudh\u00eb m\u00eb afatgjat\u00eb, do t\u00eb kishim nj\u00eb ekonomi m\u00eb formale dhe nj\u00eb sektor prodhues m\u00eb t\u00eb fort\u00eb, i cili do t\u00eb gjeneronte m\u00eb shum\u00eb t\u00eb ardhura p\u00ebr shtetin.<\/p>\n\n\n\n<p>Nj\u00eb reform\u00eb e till\u00eb \u00ebsht\u00eb e domosdoshme pasi ofron nj\u00eb zgjedhje t\u00eb q\u00ebndrueshme dhe p\u00ebrmir\u00ebsim t\u00eb vazhduesh\u00ebm.<\/p>\n\n\n\n<p>N\u00eb thelb, ulja e \u00e7mimeve t\u00eb ushqimeve n\u00eb Shqip\u00ebri nuk mund t\u00eb arrihet me masa t\u00eb izoluara. Ulja e TVSH-s\u00eb pa rritur prodhimin vendas do t\u00eb kishte efekt t\u00eb kufizuar, nd\u00ebrsa subvencionet pa rregullim t\u00eb tregut mund t\u00eb mos p\u00ebrkthehen n\u00eb \u00e7mime m\u00eb t\u00eb ul\u00ebta p\u00ebr konsumatorin.<\/p>\n\n\n\n<p>Vet\u00ebm nj\u00eb qasje e integruar, q\u00eb kombinon politik\u00ebn fiskale me mb\u00ebshtetjen e prodhimit dhe reformimin e tregut, mund t\u00eb sjell\u00eb rezultate t\u00eb q\u00ebndrueshme. Sistemi aktual fiskal \u00ebsht\u00eb jo optimal p\u00ebr nj\u00eb ekonomi me t\u00eb ardhura t\u00eb ul\u00ebta.<br>Politikat e fragmentuara nuk japin efekt.
