B\u00ebhet fjal\u00eb p\u00ebr kontrat\u00ebn A q\u00eb p\u00ebrfshin Veriun e Shqip\u00ebris\u00eb me nj\u00eb gjat\u00ebsi 336 kilometra dhe Kontrat\u00ebn B q\u00eb p\u00ebrfshin Tiran\u00ebn, Dibr\u00ebn e nj\u00eb s\u00ebr\u00eb rajonesh t\u00eb tjera me gjat\u00ebsi t\u00eb rrjetit rrugor 286 kilometra. Ky model i k\u00ebrkuar me k\u00ebmb\u00ebngulje nga Banka Bot\u00ebrore dhe mb\u00ebshtetur financiarisht prej k\u00ebsaj t\u00eb fundit, ende mbetet pezull p\u00ebr shkak t\u00eb rishikimit q\u00eb ju b\u00eb kontratave. K\u00ebto t\u00eb fundit m\u00eb her\u00ebt shfaq\u00ebn problematika pasi gjendja reale e asetit rrugor nuk p\u00ebrputhej me at\u00eb t\u00eb raportuar.<\/p>\n<p>Tiran\u00eb-Durr\u00ebs raportohet n\u00eb gjendje t\u00eb k\u00ebnaqshme<br \/>\nN\u00ebse ka nj\u00eb rrug\u00eb p\u00ebr t\u00eb cil\u00ebn ka ankesa, p\u00ebr gjendjen e mjerueshme n\u00eb t\u00eb cil\u00ebn ndodhet, ajo \u00ebsht\u00eb autostrada Tiran\u00eb-Durr\u00ebs. Por nuk duket k\u00ebshtu n\u00eb syt\u00eb e institucioneve zyrtare t\u00eb cilat n\u00eb mars si p\u00ebr ironi raportonin se \u201ckushtet e asfaltit k\u00ebrkojn\u00eb mir\u00ebmbajtje periodike dhe punime rehabilitimi, drenazhi mund t\u00eb k\u00ebrkoj\u00eb pun\u00eb t\u00eb vogla rehabilituese kurse siguria raportohet n\u00eb p\u00ebrgjith\u00ebsi n\u00eb gjendje t\u00eb k\u00ebnaqshme\u201d. Kushdo q\u00eb e ka p\u00ebrshkuar k\u00ebt\u00eb rrug\u00eb s\u00eb fundmi e kupton fare mir\u00eb q\u00eb gjendja q\u00eb paraqitet n\u00eb dokumente \u00ebsht\u00eb shum\u00eb larg realitetit.<\/p>\n<p>I nj\u00ebjti dokument raporton se trafiku n\u00eb k\u00ebt\u00eb rrug\u00eb konsiderohet t\u00eb jet\u00eb i lart\u00eb (n\u00eb rangun  prej 20.000\u201030.000 dhe n\u00eb disa seksione> 30.000) n\u00eb  krahasim  me  rrug\u00ebt  e  tjera  t\u00eb  Shqip\u00ebris\u00eb,  p\u00ebr  shkak  t\u00eb  bizneseve  dhe zonave industriale, qendrave t\u00eb m\u00ebdha  tregtare dhe se rruga konsiderohet shum\u00eb e r\u00ebnd\u00ebsishme edhe p\u00ebr shkak t\u00eb lidhjes me Aeroportin e Rinasit.<\/p>\n<p>Qeveria raportoi pak muaj m\u00eb par\u00eb se po parashikonte nd\u00ebrhyrje n\u00eb autostrad\u00ebn Tiran\u00eb-Durr\u00ebs dhe vet\u00ebm hedhja e disa shtresave asfalt do t\u00eb k\u00ebrkonte 11 milion\u00eb euro. Por kjo sigurisht do t\u00eb ishte e p\u00ebrkohshme pasi me nj\u00eb shum\u00eb t\u00eb till\u00eb nuk mund t\u00eb b\u00ebhet zgjidhja p\u00ebrfundimtare e problematik\u00ebs q\u00eb ka rruga e cila do plot 30 milion\u00eb euro.<\/p>\n<p>Detajet e kontrat\u00ebs A<br \/>\nZona e projektit sipas raportit t\u00eb publikuar nga ARRSH p\u00ebrfshin Lezhe, Shkod\u00ebr, Puk\u00eb, Kuk\u00ebs dhe Bajram Curri, si dhe zonat kufitare Muriqan, Hani i Hotit, Vermosh (q\u00eb p\u00ebrfaq\u00ebsojn\u00eb tre kufijt\u00eb n\u00eb Mal t\u00eb Zi) dhe Qafe Morin\u00eb (kufiri n\u00eb Kosov\u00eb).<\/p>\n<p>\u201cAto p\u00ebrfshijn\u00eb dy rrug\u00eb relativisht t\u00eb sheshta t\u00eb tilla si SH1 (Lezhe-Hani i Hotit), dhe rrug\u00ebt e vjetra kodrinore \/ malore t\u00eb ngushta n\u00eb kushte shum\u00eb t\u00eb k\u00ebqija, q\u00eb k\u00ebrkojn\u00eb rehabilitim t\u00eb gjer\u00eb (SH5_Shkoder \u2013 Kuk\u00ebs). Rruga q\u00eb mbledh m\u00eb s\u00eb shumti trafikun \u00ebsht\u00eb SH1_Lezhe-Shkod\u00ebr (pjes\u00eb e korridorit Veri-Jug). T\u00eb gjitha rrug\u00ebt konsiderohen n\u00eb m\u00ebnyr\u00eb t\u00eb arsyeshme af\u00ebr qytetit t\u00eb Shkodr\u00ebs. Rrug\u00ebt SH5 dhe SH22 (Qaf\u00eb-Mali Qaf\u00eb-Morin\u00eb) zakonisht paraqesin disa probleme aksesi dhe v\u00ebshtir\u00ebsi n\u00eb q\u00ebndrueshm\u00ebrin\u00eb gjat\u00eb periudh\u00ebs s\u00eb dimrit, duke k\u00ebrkuar mir\u00ebmbajtje t\u00eb r\u00ebnd\u00eb dim\u00ebrore\u201d, thuhet n\u00eb raport.<\/p>\n<p>Kompania q\u00eb do t\u00eb b\u00ebj\u00eb mir\u00ebmbajtjen sipas kontrat\u00ebs \u00ebsht\u00eb bashkimi i GECI l.t.d dhe Bioliap a.t.e.v.e p\u00ebr nj\u00eb vler\u00eb 21.2 milion\u00eb euro.<\/p>\n<p>Detajet e kontrat\u00ebs B<br \/>\n\u201cRrug\u00ebt sipas kontrat\u00ebs B sipas ARRSH,  jan\u00eb t\u00eb vendosura n\u00eb Tiran\u00eb (duke p\u00ebrfshir\u00eb Durr\u00ebsin) dhe rajonet e Dibr\u00ebs dhe lidhin qytetet e Tiran\u00ebs, Fush\u00eb Kruj\u00ebs, Lezh\u00ebs, Peshkopis\u00eb, Durr\u00ebsit dhe Rrogozhin\u00ebs.<\/p>\n<p>\u201cAto p\u00ebrfshijn\u00eb rrug\u00eb relativisht t\u00eb reja t\u00eb sheshta n\u00eb gjendje t\u00eb mir\u00eb dhe rrug\u00eb t\u00eb vjetra kodrinore \/ malore n\u00eb kushte t\u00eb k\u00ebnaqshme dhe t\u00eb k\u00ebqija (SH6_Skuraj-Peshkopi), q\u00eb k\u00ebrkojn\u00eb rehabilitim t\u00eb gjer\u00eb. Rrug\u00ebt q\u00eb mbledhin pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb trafikut jan\u00eb<\/p>\n<p>SH2_Tirana-Durr\u00ebs (pjes\u00eb e Korridorit Veri-Jug dhe lidhja e kryeqytetit me portin kryesor t\u00eb vendit),<\/p>\n<p>SH1_Tirane-Lezhe (pjes\u00eb e Korridorit Veri-Jug) dhe SH4_Durres-Rrogozhine pjes\u00eb e korridorit Veri-Jug).<\/p>\n<p>T\u00eb gjitha rrug\u00ebt ndodhen n\u00eb m\u00ebnyr\u00eb t\u00eb arsyeshme pran\u00eb Fush\u00eb-Kruj\u00ebs, pa probleme t\u00eb aksesit ose ndonj\u00eb rrethan\u00eb tjet\u00ebr t\u00eb ve\u00e7ant\u00eb q\u00eb ta b\u00ebr\u00eb mir\u00ebmbajtjen e tyre ve\u00e7an\u00ebrisht t\u00eb v\u00ebshtir\u00eb, me p\u00ebrjashtim t\u00eb rrug\u00ebs SH6, e cila \u00ebsht\u00eb e ngusht\u00eb dhe kodrinore dhe shpesh k\u00ebrkon pastrimin e bor\u00ebs dhe me prezenc\u00eb t\u00eb akullit, si dhe rr\u00ebshqitjet e tok\u00ebs jan\u00eb t\u00eb pranishme n\u00eb disa pjes\u00eb\u201d thuhet n\u00eb raport.<\/p>\n<p>Edhe n\u00eb k\u00ebt\u00eb rast fitues i kontrat\u00ebs 5 vje\u00e7are \u00ebsht\u00eb i nj\u00ebjti bashkim kompanish GECI l.t.d dhe Bioliap a.t.e.v.e p\u00ebr nj\u00eb vler\u00eb 19.6 milion\u00eb euro.\/monitor\/<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Autoriteti Rrugor Shqiptar (ARRSH) ka publikuar s\u00eb fundmi dy raporte q\u00eb lidhen me kontratat e n\u00ebnshkruara me kompanit\u00eb q\u00eb kan\u00eb fituar t\u00eb drejt\u00ebn mir\u00ebmbajtjes s\u00eb disa akseve n\u00eb vend bazuar n\u00eb performac\u00eb.
