{"id":61259,"date":"2019-01-12T10:43:30","date_gmt":"2019-01-12T09:43:30","guid":{"rendered":"https:\/\/zjarr.tv\/?p=61259"},"modified":"2019-01-12T10:43:30","modified_gmt":"2019-01-12T09:43:30","slug":"lidhja-me-rrugen-e-kombit-6-vjet-burg-per-vdekjen-e-40-personave","status":"publish","type":"post","link":"https:\/\/zjarr.tv\/sq\/lidhja-me-rrugen-e-kombit-6-vjet-burg-per-vdekjen-e-40-personave\/","title":{"rendered":"Lidhja me Rrug\u00ebn e Kombit, 6 vjet burg p\u00ebr vdekjen e 40 personave"},"content":{"rendered":"<p>Administratori i shoq\u00ebris\u00eb q\u00eb zbaton koncesionin e Rrug\u00ebs s\u00eb Kombit, Nicola Spadavecchia, u d\u00ebnua dje me 6 vjet burg nga Gjykata e Avenilos n\u00eb Itali.<\/p>\n<p>Spadavecchia u shpall fajtor p\u00ebr \u2018shp\u00ebrdorim detyre\u2019, pasi gjat\u00eb koh\u00ebs q\u00eb ka punuar si inxhinier p\u00ebr kompanin\u00eb \u2018Autostrade per Italia\u2019, nuk ka kryer kontrollet dhe mir\u00ebmbajtjen e nevojshme t\u00eb ur\u00ebs Acqualonga, ur\u00eb n\u00eb t\u00eb cil\u00ebn humb\u00ebn jet\u00ebn 40 besimtar\u00eb n\u00eb vitin 2013, t\u00eb cil\u00ebt udh\u00ebtonin n\u00eb nj\u00eb autobus q\u00eb doli nga ura p\u00ebr shkak t\u00eb mbrojt\u00ebsve t\u00eb d\u00ebmtuara.<\/p>\n<p>Nicola Spadavecchia u em\u00ebrua administrator i vet\u00ebm i shoq\u00ebris\u00eb \u2018Albanian Highway Concession\u2019 shpk, n\u00eb fund t\u00eb tetorit 2017, edhe pse ishte 67 vje\u00e7, i dal\u00eb n\u00eb pension dhe n\u00ebn hetim p\u00ebr aksidentin tragjik.<\/p>\n<p>Ende dhe sot Spadavecchia vazhdon t\u00eb jet\u00eb administrator-mandati i tij p\u00ebrfundon n\u00eb vitin 2022.<\/p>\n<p>Aksidenti p\u00ebr t\u00eb cil\u00ebn u d\u00ebnua Nicola Spadavecchia<\/p>\n<p>M\u00eb 28 korrik 2013, nj\u00eb autobus me 49 pelegrin\u00eb q\u00eb ktheheshin nga vendi i shenjt\u00eb i Padre Pios, i mbetur pa frena, ra n\u00eb humner\u00eb duke marr\u00eb me vete 14 bordura an\u00ebsore t\u00eb siguris\u00eb, t\u00eb b\u00ebra me \u00e7imento t\u00eb tipit \u201cNew Jersey\u201d (si ato t\u00eb autostrad\u00ebs Tiran\u00eb-Durr\u00ebs) q\u00eb sipas ekspertiz\u00ebs gjyq\u00ebsore nuk ishin kontrolluar dhe mir\u00ebmbajtur si\u00e7 duhej dhe si pasoj\u00eb ato nuk siguruan mbrojtjen e nevojshme p\u00ebr t\u00eb ndaluar daljen e autobusit nga ura.<\/p>\n<p>N\u00eb at\u00eb aksident humb\u00ebn jet\u00ebn 40 persona, q\u00eb shokuan dhe prek\u00ebn gjith\u00eb Italin\u00eb.<\/p>\n<p>Hetimi i m\u00ebpassh\u00ebm i Autoritetit Komb\u00ebtar Antikorrupsion t\u00eb Italis\u00eb, i drejtuar nga gjykat\u00ebsi antikorrupsion Raffaele Cantone, arriti n\u00eb konkluzionin se n\u00eb vitin 2009, n\u00eb nj\u00eb tender t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr rind\u00ebrtimin e barrierave an\u00ebsore n\u00eb at\u00eb pjes\u00eb t\u00eb autostrad\u00ebs, e cila administrohej nga Spadavecchia, nuk u p\u00ebrfshi z\u00ebvend\u00ebsimi i barrierave t\u00eb vjetra, t\u00eb cilat as nuk ishin kontrolluar, pavar\u00ebsisht se ishin t\u00eb g\u00ebrryera n\u00eb pjes\u00ebn e lidhjes me asfaltin.<\/p>\n<p>Shkaku kryesor i aksidentit tragjik ishte mungesa e mir\u00ebmbajtjes s\u00eb autobusit, i cili kishte dokumente fallco kolaudimi. N\u00eb nj\u00eb moment, autobusit i ishte prishur sistemi i transmetimit duke e b\u00ebr\u00eb t\u00eb pamundur uljen e shpejt\u00ebsis\u00eb, nd\u00ebrsa frenimi nuk kishte arritur ta mbante brenda ur\u00ebs. Autobusi u p\u00ebrplas me barrier\u00ebn an\u00ebsore t\u00eb siguris\u00eb, t\u00eb cilat jan\u00eb shk\u00ebputur menj\u00ebher\u00eb pasi ishin t\u00ebr\u00ebsisht t\u00eb g\u00ebrryera, duke mos ndaluar dot daljen e autobusit nga ura. Gjykata arriti n\u00eb p\u00ebrfundimin se, pavar\u00ebsisht se shkaku i aksidentit ishte defekti i autobusit, barrierat e pamir\u00ebmbajtura ishin faktor vendimtar n\u00eb tragjedi.
