Cilat jan\u00eb arsyet p\u00ebr k\u00ebt\u00eb?<\/p>\n<p>Lidija Prokic: Duhet th\u00ebn\u00eb se indeksi yn\u00eb mat perceptimin e korrupsionit p\u00ebr vitin 2017. Si n\u00eb Kosov\u00eb ashtu edhe n\u00eb Shqip\u00ebri, ky ka qen\u00eb vit zgjedhjesh e p\u00ebr rrjedhoj\u00eb u lan\u00eb m\u00ebnjan\u00eb shum\u00eb reforma. Kjo d\u00ebshmon se institucionet n\u00eb Shqip\u00ebri dhe Kosov\u00eb nuk jan\u00eb t\u00eb fuqishme dhe ndikohen aq shum\u00eb nga rrethanat politike saq\u00eb b\u00ebhen m\u00eb pak efektive.<\/p>\n<p><strong>Cilat jan\u00eb sektor\u00ebt m\u00eb t\u00eb korruptuar ose m\u00eb pak t\u00eb korruptuar n\u00eb vendet e Ballkanit Per\u00ebndimor?<\/strong><\/p>\n<p>Ky indeks \u00ebsht\u00eb nj\u00eb matje e korrupsionit n\u00eb sektorin publik n\u00eb t\u00eb gjith\u00eb bot\u00ebn, por nuk na jep informacion rreth korrupsionit n\u00eb sektor\u00eb t\u00eb ve\u00e7ant\u00eb t\u00eb shoq\u00ebris\u00eb. Sipas hulumtimeve tona, sektor\u00ebt m\u00eb t\u00eb rrezikuar nga korrupsioni jan\u00eb: sh\u00ebndet\u00ebsia, energjetika, industria nxjerr\u00ebse dhe infrastruktura. N\u00eb t\u00eb gjith\u00eb k\u00ebta sektor\u00eb shteti rezulton i kapur t\u00ebr\u00ebsisht ose pjes\u00ebrisht dhe kapja \u00ebsht\u00eb nd\u00ebrsektoriale. Kjo do t\u00eb thot\u00eb se nj\u00eb sektor \u00ebsht\u00eb i kapur nga interesat e grupeve ose individ\u00ebve t\u00eb fuqish\u00ebm e m\u00eb pas paraja e korruptuar p\u00ebrdoret p\u00ebr t\u00eb ruajtur kapjen, shpesh duke bler\u00eb mosnd\u00ebshkimin e korruptimit.<\/p>\n<p><strong>\u00c7far\u00eb b\u00ebni ju me k\u00ebt\u00eb indeks?<\/strong><\/p>\n<p>Ne e p\u00ebrdorim indeksin p\u00ebr t\u2019i treguar publikut se sa efektive \u00ebsht\u00eb lufta kund\u00ebr korrupsionit. P\u00ebrtej IPK-s\u00eb ne vazhdojm\u00eb t\u00eb mb\u00ebshtesim\u00a0 institucione t\u00eb pavarura dhe sisteme t\u00eb forta kontrolli dhe parandalimi n\u00eb t\u00eb gjith\u00eb bot\u00ebn. P\u00ebr t\u00eb arritur k\u00ebt\u00eb ne punojm\u00eb si n\u00eb nivel global ashtu edhe n\u00eb nivel shtetesh, nj\u00eb prioritet p\u00ebr qeverin\u00eb p\u00ebr t\u00eb hapur vendimmarrjen p\u00ebr pjes\u00ebmarrjen e shoq\u00ebris\u00eb civile dhe p\u00ebr t\u00eb angazhuar qytetar\u00eb p\u00ebr t\u00eb monitoruar dhe raportuar p\u00ebr rastet e korrupsionit. Ne gjithashtu mbledhim t\u00eb dh\u00ebna dhe nd\u00ebrtojm\u00eb instrumente q\u00eb ndihmojn\u00eb angazhimin e shoq\u00ebris\u00eb q\u00eb t\u00eb monitoroj\u00eb korrupsionin dhe t\u2019i b\u00ebj\u00eb presion qeveris\u00eb q\u00eb t\u00eb merret seriozisht me luft\u00ebn kund\u00ebr korrupsionit.<\/p>\n<p><strong>Si ka ndryshuar indeksi n\u00eb Shqip\u00ebri, Kosov\u00eb dhe Maqedoni gjat\u00eb 15-20 viteve t\u00eb fundit?<\/strong><\/p>\n<p>Tani p\u00ebr tani, metodologjia jon\u00eb lejon vet\u00ebm krahasime p\u00ebr periudh\u00ebn e gjasht\u00eb viteve t\u00eb fundit, q\u00eb nga viti 2012. P\u00ebr t\u00eb qen\u00eb e drejt\u00eb m\u00eb duhet t\u00eb pranoj se n\u00eb nj\u00eb periudh\u00eb m\u00eb afatmesme, pra 5-6 vje\u00e7are, k\u00ebto vende jan\u00eb p\u00ebrmir\u00ebsuar. N\u00eb rastin e Shqip\u00ebris\u00eb, nga 31 pik\u00eb q\u00eb kishte n\u00eb vitin 2013 ajo ka arritur 36 n\u00eb k\u00ebt\u00eb vit. Pra, \u00ebsht\u00eb nj\u00eb p\u00ebrmir\u00ebsim i duksh\u00ebm nga ana statistikore. Nd\u00ebrsa Kosova ka shkuar nga 33 (2015) n\u00eb 37 (2018). Megjithat\u00eb progresi i tyre nuk \u00ebsht\u00eb i konsoliduar, prandaj edhe prej vitit t\u00eb kaluar ne shohim se secila prej tyre kan\u00eb humbur nga dy pik\u00eb.<\/p>\n<p>Edhe pse mund t\u00eb themi se sfidat kryesore jan\u00eb t\u00eb nj\u00ebjta. Ka disa dallime nga vendi n\u00eb vend. E ato kan\u00eb t\u00eb b\u00ebjn\u00eb me raportin nd\u00ebrmjet demokracis\u00eb dhe suksesit n\u00eb luft\u00ebn kund\u00ebr korrupsionit. P\u00ebr shembull, n\u00eb Maqedonin\u00eb, gjat\u00eb periudh\u00ebs s\u00eb qeveris\u00eb autokratike, sistemi i kontrolleve dhe parandalimit t\u00eb korrupsionit u \u00e7montua n\u00eb nj\u00eb mas\u00eb shum\u00eb t\u00eb madhe \u00e7ka u pasqyrua edhe n\u00eb nj\u00eb r\u00ebnie t\u00eb dukshme t\u00eb IPK-s\u00eb n\u00eb periudh\u00ebn 2013 (42) \u2013 2018 (37).<\/p>\n<p>N\u00eb Kosov\u00eb dhe n\u00eb Shqip\u00ebri gjendja \u00ebsht\u00eb p\u00ebrmir\u00ebsuar, por k\u00ebto vende kan\u00eb pasur nj\u00eb pik\u00ebnisje shum\u00eb t\u00eb ul\u00ebt. Institucionet kan\u00eb dob\u00ebsi n\u00eb zbatimin e ligjeve ekzistuese. Influenca e elitave politike \u00ebsht\u00eb shum\u00eb e lart\u00eb dhe financat politike nuk jan\u00eb transparente. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb po ngushtohet hap\u00ebsira p\u00ebr median investigative. K\u00ebto zhvillime jan\u00eb shum\u00eb t\u00eb d\u00ebmshme p\u00ebr demokracin\u00eb dhe favorizojn\u00eb korrupsionin, si\u00e7 e shohim edhe n\u00eb vendet e tjera ku jan\u00eb n\u00eb pushtet qeveri populiste.<\/p>\n<p><strong>Cila \u00ebsht\u00eb kostoja e k\u00ebtij korrupsioni?<\/strong><\/p>\n<p>Kostoja e korrupsionit bie mbi qytetar\u00ebt. Kur institucionet jan\u00eb t\u00eb dob\u00ebta dhe zbatimi i ligjeve varet nga vullneti politik, at\u00ebher\u00eb qytetar\u00ebt nuk kan\u00eb qasje t\u00eb mjaftueshme n\u00eb drejt\u00ebsi. Kostoja e korrupsionit ndikon gjithashtu n\u00eb cil\u00ebsin\u00eb e sh\u00ebrbimeve sociale si\u00e7 jan\u00eb kujdesi sh\u00ebndet\u00ebsor ose arsimi, dhe e nj\u00ebjta gj\u00eb vlen edhe p\u00ebr mjedisin. P\u00ebr shembull, projektet e infrastruktur\u00ebs kryhen me transparenc\u00eb t\u00eb pamjaftueshme dhe nd\u00ebrsa kostoja e tyre \u00ebsht\u00eb e lart\u00eb, ndikimi n\u00eb mjedis \u00ebsht\u00eb shpesh i d\u00ebmsh\u00ebm dhe dobia e p\u00ebrgjithshme \u00ebsht\u00eb e debatueshme.<\/p>\n<p><strong>\u00c7far\u00eb mund t\u00eb b\u00ebjn\u00eb vendet e Ballkanit Per\u00ebndimor p\u00ebr ta zgjidhur problemin?<\/strong><\/p>\n<p>K\u00ebtu po flasim p\u00ebr vende q\u00eb jan\u00eb t\u00eb gjitha n\u00ebn mesataren bot\u00ebrore t\u00eb IPK-s\u00eb dhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb qeverit\u00eb e tyre pretendojn\u00eb se jan\u00eb t\u00eb gatshme p\u00ebr negociata me BE-n\u00eb, q\u00eb \u00ebsht\u00eb rajoni me m\u00eb pak korrupsion n\u00eb t\u00eb gjith\u00eb bot\u00ebn. Q\u00eb kjo t\u00eb ndodh\u00eb, ata duhet t\u00eb punojn\u00eb me shum\u00eb m\u00eb tep\u00ebr p\u00ebrkushtim dhe p\u00ebrtej asaj q\u00eb k\u00ebrkon procesi i antar\u00ebsimt. N\u00ebse ka p\u00ebrkushtim t\u00eb v\u00ebrtet\u00eb p\u00ebr t\u00eb luftuar korrupsionin, at\u00ebher\u00eb \u00ebsht\u00eb shum\u00eb e leht\u00eb t\u00eb sigurohet hap\u00ebsir\u00eb \u200b\u200bp\u00ebr institucionet p\u00ebr t\u00eb vepruar, p\u00ebr t\u2019i dh\u00ebn\u00eb publikut qasje n\u00eb informata dhe p\u00ebr t\u00eb v\u00ebn\u00eb nj\u00eb k\u00ebrkes\u00eb p\u00ebr partit\u00eb politike q\u00eb te zbulojn\u00eb plot\u00ebsisht informacionet p\u00ebr financat e tyre. P\u00ebr fat t\u00eb keq, ajo q\u00eb shohim n\u00eb rajon sjell m\u00eb pak shpres\u00eb dhe m\u00eb shum\u00eb arsye p\u00ebr shqet\u00ebsim.<em>\/DW<\/em><\/p>\n<p>Lidija Prokic \u00ebsht\u00eb konsulent\u00eb rajonale pran\u00eb Transparancy International in Berlin.<\/p>\n<p>*) Numri m\u00eb i lart\u00eb i pik\u00ebve n\u00eb renditjen e Transparency International \u00ebsht\u00eb 100 pik\u00eb, n\u00ebse n\u00eb nj\u00eb vend nuk ka aspak korrupsion. Nd\u00ebrsa me 0 pik\u00eb vler\u00ebsohet nj\u00eb vend, i cili \u00ebsht\u00eb t\u00ebr\u00ebsisht i korruptuar. Nd\u00ebr vendet me nivelin m\u00eb t\u00eb ult\u00eb t\u00eb korrupsionit gjat\u00eb vitit 2017, sipas Transparency International, ishte Danimarka me 88 pik\u00eb, pasuar nga Zelanda e Re, Singapori, Suedia dhe Zvicra. Shikuar nga rajonet e ndryshme, gjendja m\u00eb e mir\u00eb paraqitet n\u00eb Evrop\u00ebn Per\u00ebndimore, me nj\u00eb mesatare prej 66 pik\u00eb, ku bien ne sy\u00a0 p\u00ebr keq vende si\u00a0 Kroacia (48), Rumania (47), Hungaria (46), Greqia (45) dhe Bullgaria (43).
