P\u00ebrse Autoriteti i Aviacionit Civil nuk p\u00ebrdori t\u00eb gjith\u00eb forc\u00ebn q\u00eb i kishte v\u00ebn\u00eb shteti n\u00eb dispozicion? Dhe pse, pavar\u00ebsisht nga problemet e r\u00ebnda t\u00eb evidentuara, nuk paraqiti asnj\u00ebher\u00eb asnj\u00eb kallzim penal kund\u00ebr firm\u00ebs koncesionare, sikurse \u00ebsht\u00eb detyrimi ligjor?<\/p>\n<p>P\u00ebrgjegj\u00ebsia n\u00eb k\u00ebt\u00eb fush\u00eb \u00ebsht\u00eb n\u00eb form\u00eb piramide: n\u00eb baz\u00eb t\u00eb saj \u00ebsht\u00eb kompania koncesionare \u201cTIA\u201d dhe firma \u201cICTS\u201d, e cila ka fituar tenderin privat p\u00ebr sigurin\u00eb e aeroportit, por n\u00eb maj\u00eb mbetet Autoriteti i Aviacionit Civil, t\u00eb cilit i takon kontrolli p\u00ebrfundimtar. K\u00ebshtu, n\u00ebse ka gabuar koncesionari, \u00ebsht\u00eb p\u00ebrgjegj\u00ebsia edhe e AAC-s\u00eb q\u00eb nuk ka reaguar n\u00eb mas\u00ebn e duhur.<\/p>\n<p>Redaksia investigative e Shqiptarja. com ka analizuar situat\u00ebn e siguris\u00eb n\u00eb aeroportin \u201cN\u00ebn\u00eb Tereza\u201d nga viti 2016 e deri m\u00eb sot, duke zbuluar se grabitja skandaloze e pak dit\u00ebve m\u00eb par\u00eb \u00ebsht\u00eb vet\u00ebm episodi i fundit i nj\u00eb serie shkeljesh t\u00eb siguris\u00eb n\u00eb t\u00eb, t\u00eb ndodhura k\u00ebto tre vjet\u00ebt e fundit. Nj\u00eb nga k\u00ebto episode, i regjistruar nd\u00ebrmjet 15 dhe 16 janarit 2017, u konsiderua aq i r\u00ebnd\u00eb, sa t\u00eb \u201cklasifikohej\u201d, pra t\u00eb mbulohej nga sekreti shtet\u00ebror. Mbi k\u00ebt\u00eb episode nuk kemi mundur t\u00eb mbledhim detaje t\u00eb tjera, por \u00ebsht\u00eb e sigurt q\u00eb p\u00ebr k\u00ebt\u00eb rast ka nisur nj\u00eb hetim i brendsh\u00ebm, i cili edhe nj\u00eb her\u00eb tjet\u00ebr nuk ka sjell\u00eb asnj\u00eb rezultat.<\/p>\n<p><strong>D\u00ebshtimet n\u00eb testin e siguris\u00eb n\u00eb prill 2016<\/strong><\/p>\n<p>Sipas dosjes me fakte t\u00eb mbledhura nga Shqiptarja. com,\u00a0n\u00eb testin e Siguris\u00eb q\u00eb AAC ka zhvilluar n\u00eb dat\u00eb 20 prill 2016 (pra dy muaj para vjedhjes s\u00eb dat\u00ebs 30 qershor q\u00eb ndodhi brenda n\u00eb pist\u00ebn e aeroportit), kompania e siguris\u00eb \u201cICTS Albania\u201d, e kontraktuar nga koncesionari i aeroportit t\u00eb Rinasit, ka d\u00ebshtuar n\u00eb tri pika: 1.N\u00eb skaner p\u00ebr kalimin e artikujve t\u00eb ndaluar (objekt i mpreht\u00eb); 2.N\u00eb skaner p\u00ebr eksploziv\u00eb; 3.N\u00eb kamerat e siguris\u00eb p\u00ebr diktimin e nj\u00eb personi (testuesi) q\u00eb k\u00ebrc\u00ebnon perimetrin rrethues.<\/p>\n<p>Duke par\u00eb r\u00ebnd\u00ebsin\u00eb e k\u00ebtij procesi dhe rezultatin e testimit t\u00eb fsheht\u00eb, Aviacioni Civil, n\u00ebp\u00ebrmjet raportit t\u00eb dat\u00ebs 13.05.2016, k\u00ebrkoi q\u00eb plani i masave korrigjuese t\u00eb d\u00ebrgohej brenda 10 dit\u00ebve nga marrja n\u00eb dor\u00ebzim e tij. Por kompania koncesionare \u201cTIA\u201d nuk i ka respektuar afatet kohore t\u00eb caktuara nga AAC p\u00ebr adresimin e gjetjeve t\u00eb testimit. N\u00eb lidhje me d\u00ebshtimin e testit t\u00eb fshehur t\u00eb perimetrit t\u00eb aeroportit, TIA ka adresuar vet\u00ebm mang\u00ebsin\u00eb e sistemit CCTV dhe masat p\u00ebr korrigjimin e tyre, por jo mang\u00ebsin\u00eb n\u00eb patrullimin e perimetrit, i cili mungonte p\u00ebrgjat\u00eb t\u00eb gjith\u00eb koh\u00ebs s\u00eb testimit tek gardhi i rrethimit t\u00eb aeroportit.<\/p>\n<p><strong>Rekomandimet e l\u00ebna nga auditi pas grabitjes s\u00eb qershorit 2016<\/strong><\/p>\n<p>Pas grabitjes s\u00eb armatosur brendapist\u00ebs s\u00eb aeroportit, q\u00eb cil\u00ebsohet si zon\u00eb e kufizuar e siguris\u00eb,m\u00eb 30 qershor 2016, drejtori ekzekutiv i AAC-s\u00eb ka mbledhur Komitetin Komb\u00ebtar t\u00eb Siguris\u00eb t\u00eb Aviacionit Civil m\u00eb 8 korrik 2016. Pas k\u00ebsaj mbledhje \u00ebsht\u00eb zhvilluar nj\u00eb audit i p\u00ebrbashk\u00ebt i siguris\u00eb, i kryer m\u00eb dat\u00eb 10-14 tetor 2016. Ky audit ka l\u00ebn\u00eb nj\u00eb s\u00ebr\u00eb rekomandimesh, si: 1.N\u00eb aeroport t\u00eb kryhen rregullisht ushtrime t\u00eb siguris\u00eb nga aeroporti dhe n\u00eb nivel komb\u00ebtar, ku t\u00eb p\u00ebrfshihen edhe operator\u00ebt e aeroportit, shoq\u00ebrit\u00eb ajrore, Policia, Dogana, Ofruesi i Sh\u00ebrbimeve t\u00eb Lundrimit Ajror (Albcontrol Sh.a), AAC dhe partner\u00eb t\u00eb tjer\u00eb; 2.N\u00eb aeroport t\u00eb kryhet vler\u00ebsim i rrezikut dhe t\u00eb vendoset frekuenca dhe rrug\u00ebt p\u00ebr kryerjen e patrullimeve dhe v\u00ebzhgimit; 3.Policia t\u00eb p\u00ebrfshihet m\u00eb shum\u00eb n\u00eb sigurin\u00eb e aviacionit dhe t\u00eb vendosen kanale komunikimi me t\u00eb mira p\u00ebr nj\u00eb koordinim m\u00eb efikas midis Policis\u00eb dhe aeroportit; 4.N\u00eb aeroport (nga vet\u00eb koncesionari) t\u00eb ket\u00eb mbik\u00ebqyrje m\u00eb t\u00eb fort\u00eb dhe kontroll t\u00eb cil\u00ebsis\u00eb mbi sh\u00ebrbimet e siguris\u00eb s\u00eb \u201cICTS Albania\u201d; 5.Imazhet e kamerave n\u00eb dhom\u00eb (CCTV Room) t\u00eb ndahen\/ t\u00eb jen\u00eb on-line me Policin\u00eb, ose t\u00eb ket\u00eb nj\u00eb oficer policie t\u00eb pranish\u00ebm n\u00eb dhom\u00eb; 6.T\u00eb ngrihet nj\u00eb qend\u00ebr operimi e siguris\u00eb n\u00eb CCTV Room, ose n\u00eb nj\u00eb dhom\u00eb tjet\u00ebr, me q\u00ebllim q\u00eb oficer\u00ebt e Policis\u00eb t\u00eb Komisariatit t\u00eb Aeroportit dhe personeli i \u201cICTS Albania\u201d t\u00eb ken\u00eb t\u00eb nj\u00ebjtin informacion n\u00eb t\u00eb njejt\u00ebn koh\u00eb; 7.Aeroporti t\u00eb konsideroj\u00eb uljen e numrit t\u00eb Daljeve t\u00eb Emergjenc\u00ebs, madje duke mbyllur port\u00ebn hyrje\/dalje p\u00ebrball\u00eb subjektit \u201cAir BP Albania SHA\u201d, ku ndodhi ngjarja e dat\u00ebs 30 qershor 2016 dhe s\u00eb paku dy portat tek zona ushtarake.<\/p>\n<p><strong>Problematikat e zbuluara pas incidenteve n\u00eb vitin 2017<\/strong><\/p>\n<p>N\u00eb dhjetor t\u00eb vitit 2016, p\u00ebr shkak t\u00eb nj\u00eb informacioni konfidencial, Policia e Shtetit ka k\u00ebrkuar rritjen e nivelit t\u00eb siguris\u00eb nga koncesionari n\u00eb Nivelin 2. Disa nga masat jan\u00eb zbatuar, por jo nj\u00eb pjes\u00eb e mir\u00eb e tyre. TIA kreu nj\u00eb ushtrim emergjence n\u00eb dat\u00eb 14 n\u00ebntor 2017 me subjekt \u201cShkaktim i zjarrit n\u00eb pist\u00eb\u201d, n\u00eb skenarin e t\u00eb cilit pretendohet se kishte pjes\u00eb dhe siguria. Autoriteti i Aviacionit Civil nuk e pranoi ushtrimin miks t\u00eb problemeve nga zjarri dhe at\u00eb t\u00eb siguris\u00eb, por k\u00ebrkoi t\u00eb planifikohej nj\u00eb ushtrim i mir\u00ebfillt\u00eb p\u00ebr sigurin\u00eb. Kjo k\u00ebrkes\u00eb e AAC nuk ka pa marr\u00eb p\u00ebrgjigje nga koncesionari. Nd\u00ebrkoh\u00eb q\u00eb ushtrimi i siguris\u00eb u konkretizua vet\u00ebm m\u00eb 31 mars 2019, pra me plot dy vite vones\u00eb.<\/p>\n<p>Pas disa incidenteve t\u00eb ndodhura, Drejtoria e Mbik\u00ebqyrjes s\u00eb Siguris\u00eb s\u00eb Aviacionit ka raportuar kryerjen e hetimeve t\u00eb siguris\u00eb p\u00ebr ngjarjen e datave 15-16 janar 2017 (e klasifikuar)dhe p\u00ebr incidentin e dat\u00ebs 9 shtator 2017, kur u zbulua \u00e7arja e rrethimit t\u00eb perimetrit nga nj\u00eb person i paautorizuar, n\u00eb tentativ\u00eb p\u00ebr t\u2019u imbarkuar n\u00eb nj\u00eb avion pasagjer\u00ebsh. Grupi i hetimit arriti n\u00eb konkluzionet se Operatori duhet: 1.T\u00eb kryej\u00eb analiz\u00ebn e shkaqeve rr\u00ebnj\u00ebsore t\u00eb shkeljes s\u00eb siguris\u00eb s\u00eb aeroportit, t\u00eb dat\u00ebs 9 shtator 2017; 2. T\u00eb kryej\u00eb studimin p\u00ebr vler\u00ebsimin dhe menaxhimin e rrezikut ndaj siguris\u00eb s\u00eb aeroportit; 3.T\u00eb zhvilloj\u00eb dispozitat n\u00eb programin e siguris\u00eb s\u00eb aeroportit, p\u00ebr mbrojtjen e perimetrit dhe t\u00eb kontrollit n\u00eb hyrje; 4.T\u00eb p\u00ebrfundoj\u00eb dhe t\u00eb paraqes\u00eb n\u00eb AAC kopje t\u00eb marr\u00ebveshjeve (SLAs) me Komand\u00ebn e Forc\u00ebs Ajrore dhe Policin\u00eb e Komisariatit Rinas p\u00ebr ndarjen e p\u00ebrgjegj\u00ebsive dhe bashk\u00ebpunimin n\u00eb kuad\u00ebr t\u00eb masave parandaluese t\u00eb siguris\u00eb s\u00eb aviacionit, p\u00ebrfshir\u00eb kontrollin e hyrjeve t\u00eb paautorizuara n\u00eb zonat e siguris\u00eb dhe t\u00eb jo-siguris\u00eb (ana e jashtme e perimetrit rrethues t\u00eb siguris\u00eb); 5.T\u00eb p\u00ebrmir\u00ebsoj\u00eb sistemin e patrullimit, v\u00ebzhgimit, ndri\u00e7imit dhe mir\u00ebmbajtjes s\u00eb perimetrit rrethues t\u00eb siguris\u00eb s\u00eb aeroportit, p\u00ebrmes vendosjes s\u00eb masave shtes\u00eb, q\u00eb t\u00eb shmanget rip\u00ebrs\u00ebritja e incidenteve, apo shkeljeve t\u00eb siguris\u00eb n\u00eb \u201cTIA\u201d dhe t\u00eb njoftoj\u00eb AAC.<\/p>\n<p>N\u00eb fund t\u00eb k\u00ebtij raporti grupi i hetimit konkludon se n\u00eb total masat e siguris\u00eb n\u00eb aeroportin e Rinasit nuk jan\u00eb t\u00eb mjaftueshme. \u201cNj\u00eb nga objektivat primare t\u00eb siguris\u00eb s\u00eb aeroportit \u00ebsht\u00eb q\u00eb t\u00eb garantoj\u00eb nj\u00eb mjedis t\u00eb sigurt p\u00ebr aktivitetet e aeroportit dhe t\u00eb mund\u00ebsoj\u00eb kryerjen e tyre n\u00eb m\u00ebnyr\u00eb efi\u00e7ente. Ngjarjet e m\u00ebsip\u00ebrme tregojn\u00eb se masat aktuale, q\u00eb ka vendosur Operatori i Aeroportit Nd\u00ebrkomb\u00ebtar &#8220;N\u00ebn\u00eb Tereza&#8221; Rinas, nuk jan\u00eb t\u00eb mjaftueshme dhe efektive. Ato duhet t\u00eb rishikohen n\u00eb kontekst t\u00eb ngjarjeve t\u00eb ndodhura, por edhe t\u00eb rritjes s\u00eb k\u00ebrc\u00ebnimeve n\u00eb shkall\u00eb rajonale e globale ndaj siguris\u00eb s\u00eb aviacionit civil\u201d, thuhet n\u00eb mbyllje t\u00eb konkluzioneve. Por mesa duket as ky raport i ri \u201cfshikullues\u201d nuk e ka bindur Agjensin\u00eb e Aviacionit Civil q\u00eb t\u00eb marr\u00eb masa t\u00eb tjera ve\u00e7 k\u00ebshillimeve e rekomandimeve ndaj kompanis\u00eb koncesionare t\u00eb aeroportit.<\/p>\n<p><strong>Pas shum\u00eb d\u00ebshtimesh, vet\u00ebm nj\u00eb gjob\u00eb p\u00ebr koncesionarin<\/strong><\/p>\n<p>Problemet e siguris\u00eb n\u00eb aeroportin \u201cN\u00ebn\u00eb Tereza\u201d vazhduan edhe n\u00eb vitin 2018. Nj\u00eb tjet\u00ebr incident ndodhi m\u00eb dat\u00eb 16 qershor 2018, kur u zbulua kalimi n\u00eb check-in nga nj\u00eb pasagjer pa diktim. Pas incidentit, grupi i hetimit i AAC-s\u00eb arriti n\u00eb k\u00ebto konkluzione:\u201cDuke marr\u00eb shkas nga vonesa prej m\u00eb shum\u00eb se 72 or\u00ebsh, q\u00eb ka patur raportimi i k\u00ebtij incidenti sigurie, nga operatori i aeroportit, tek AAC, p\u00ebr shkak, si\u00e7 pretendohet, t\u00eb ndjekjes s\u00eb pro\u00e7edur\u00ebs s\u00eb brendshme p\u00ebr verifikimin e ngjarjes nga departamenti p\u00ebrkat\u00ebs, \u2018TIA\u2019 n\u00eb vazhdim duhet t\u00eb garantoj\u00eb q\u00eb nj\u00eb njoftim paraprak p\u00ebr AAC-n\u00eb t\u00eb p\u00ebrcillet n\u00eb koh\u00eb reale me mjetet n\u00eb dispozicion dhe m\u00eb pas t\u00eb plot\u00ebsohet n\u00eb form\u00ebn e duhur\u201d.<\/p>\n<p>M\u00eb 7 maj t\u00eb po k\u00ebtij viti nga Aviacioni Civil b\u00ebhet nj\u00eb testim i fsheht\u00eb sigurie, ku kompania koncesionare d\u00ebshtoi dhe m\u00eb n\u00eb fund nd\u00ebshkohet me nj\u00eb gjob\u00eb me vler\u00eb 500.000 lek\u00eb t\u00eb reja. \u201cPas testimit t\u00eb fsheht\u00eb t\u00eb siguris\u00eb m\u00eb 7 maj n\u00eb pik\u00ebn e kontrollit t\u00eb pasagjer\u00ebve, i cili rezultoi me d\u00ebshtimin e operatorit aeroportual n\u00eb evidentimin e artikullit t\u00eb ndaluar n\u00eb bagazhin e kabin\u00ebs s\u00eb pasagjerit (testues),komisioni i shqyrtimit t\u00eb kund\u00ebrvajtjeve administrative (KSHKA) v\u00ebrejti se \u201cTirana International Airport Shpk\u201d, n\u00eb veprimtarin\u00eb e tij lidhur me zbatimin e programit t\u00eb siguris\u00eb, ka neglizhuar p\u00ebrmbushjen e detyrimeve p\u00ebr garantimin e nj\u00eb mjedisi t\u00eb sigurt n\u00eb aeroport dhe parandalimin e akteve t\u00eb nd\u00ebrhyrjes s\u00eb paligjshme. P\u00ebrsa m\u00eb lart, Komisioni n\u00eb m\u00ebnyr\u00eb unanime p\u00ebrcaktoi se mosveprimet e subjektit p\u00ebrb\u00ebjn\u00eb kundravajtje administrative dhe, n\u00eb p\u00ebrputhje me ligjin, vendosi d\u00ebnimin me gjob\u00eb n\u00eb vler\u00ebn 500.000 lek\u00eb\u201c, thuhet n\u00eb vendimin e AAC.<\/p>\n<p><strong>D\u00ebshtimi i radh\u00ebs, nd\u00ebshkohet vet\u00ebm me paralajm\u00ebrim!<\/strong><\/p>\n<p>Por, pavar\u00ebsisht gjobitjes nga AAC, kompania koncesionare TIA dhe n\u00ebnkontraktori i saj i siguris\u00eb ICTS s\u00ebrish kan\u00eb shfaqur problem t\u00eb theksuara n\u00eb mbar\u00ebvajtjen e siguris\u00eb. Operatori aeroportual u b\u00eb p\u00ebrs\u00ebri subjekt hetimi nga AAC p\u00ebr shkak t\u00eb nj\u00eb tjet\u00ebr ngjarjeje, t\u00eb ndodhur n\u00eb fluturimin 2229 t\u00eb operatorit t\u00eb huaj \u201cBlue Panorama\u201d, n\u00eb mosevidentimin e artikullit t\u00eb ndaluar n\u00eb bordin e avionit dhe mosraportimin e ngjarjes pran\u00eb AAC-s\u00eb.Hetimi i AAC-s\u00ebp\u00ebr k\u00ebt\u00eb ngjarje arriti n\u00eb k\u00ebto konkluzione kundrejt operatorit TIA: 1.N\u00ebnkontraktori i sh\u00ebrbimit t\u00eb siguris\u00eb n\u00eb Aeroportin Nd\u00ebrkomb\u00ebtar \u201cN\u00ebn\u00eb Tereza\u201d, kompania \u201cICTS\u201d ka d\u00ebshtuar n\u00eb q\u00ebllimin e tij kryesor, q\u00eb \u00ebsht\u00eb moslejimi i artikujve t\u00eb ndaluar n\u00eb zonat e kufizuara t\u00eb siguris\u00eb dhe bordin e avion\u00ebve; \u2014-Autoriteti i Aviacionit Civil ka vendosur t\u00eb marr\u00eb mas\u00ebn paralajm\u00ebrim formal (paralajm\u00ebrim p\u00ebrpara vendosjes s\u00eb gjob\u00ebs) kundrejt Aeroportit Nd\u00ebrkomb\u00ebtar \u201cN\u00ebn\u00eb Tereza\u201d; 3.AAC ka revokuar certifikat\u00ebn e operimit t\u00eb Drejtuesit t\u00eb Siguris\u00eb t\u00eb \u201eTIA\u201c-s dhe ka k\u00ebrkuar propozimin p\u00ebr Drejtuesin e ri. Pra, \u00e7udit\u00ebrisht n\u00eb nj\u00eb rast t\u00eb p\u00ebrs\u00ebritur shkelje t\u00eb siguris\u00eb nga ana e koncesionarit t\u00eb aeroportit, kur vet\u00ebm pak koh\u00eb m\u00eb par\u00eb ishte gjobitur nga AAC, k\u00ebt\u00eb her\u00eb agjencia shtet\u00ebrore nuk \u00ebsht\u00eb edhe m\u00eb e ashp\u00ebr me operatorin privat, por \u00ebsht\u00eb mjaftuar vet\u00ebm me nj\u00eb paralajm\u00ebrim!<\/p>\n<p>Pavar\u00ebsisht shkeljeve t\u00eb p\u00ebrs\u00ebritura t\u00eb siguris\u00eb n\u00eb aeroportin \u201cN\u00ebn\u00eb Tereza\u201d, ministria e Infrastruktur\u00ebs dhe Energjis\u00eb vet\u00ebm grabitjes skandaloze t\u00eb dit\u00ebve t\u00eb fundit ka paralajm\u00ebruar p\u00ebr masa shum\u00eb t\u00eb rrepta, por ende nuk \u00ebsht\u00eb e qart\u00eb n\u00ebse \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb n\u00eb fund nj\u00eb kallzim penal p\u00ebr t\u2019i dh\u00ebn\u00eb mund\u00ebsi Prokuroris\u00eb t\u00eb nis\u00eb nj\u00eb hetim zyrtar. Ministria ka k\u00ebrc\u00ebnuar edhe se mund t\u00eb nis\u00eb procedurat p\u00ebr t\u00eb revokuar koncesionin. M\u00eb 7 korrik do t\u00eb skadoj\u00eb edhe licensa e dh\u00ebn\u00eb pes\u00eb vjet m\u00eb par\u00eb shoq\u00ebris\u00eb \u201cICTS Albania\u201d p\u00ebr t\u00eb zhvilluar aktivitetin e siguris\u00eb brenda aeroportit. Ky mund t\u00eb ishte rasti i duhur p\u00ebr t\u00eb rivendosur n\u00eb aeroportin e Tiran\u00ebs rregulla dhe siguri sipas standardeve t\u00eb k\u00ebrkuara. Hetimi i Prokuroris\u00eb, ve\u00e7 p\u00ebrgjegj\u00ebsis\u00eb s\u00eb firm\u00ebs koncesionare dhe t\u00eb shoq\u00ebris\u00eb \u201cICTS\u201d, gjithashtu duhet t\u00eb verifikoj\u00eb edhe arsyet e toleranc\u00ebs s\u00eb treguar nga ana e Autoritetit t\u00eb Aviacionit Civil dhe at\u00eb se pse \u00ebsht\u00eb pritur kaq gjat\u00eb p\u00ebrpara se t\u00eb nd\u00ebrhyhet n\u00eb m\u00ebnyr\u00eb rr\u00ebnj\u00ebsore.<\/p>\n<p>Testi i Siguris\u00eb nga AAC n\u00eb prill 2016, 3 pikat ku d\u00ebshtoi kompania e siguris\u00eb \u201cICTS Albania\u201d<\/p>\n<p>-N\u00eb skaner p\u00ebr kalimin e artikujve t\u00eb ndaluar (objekt i mpreht\u00eb);<\/p>\n<p>-N\u00eb skaner p\u00ebr eksploziv\u00eb;<\/p>\n<p>-N\u00eb kamerat e siguris\u00eb p\u00ebr diktimin e nj\u00eb personi (testuesi) q\u00eb k\u00ebrc\u00ebnon perimetrin rrethues.<\/p>\n<p>Rekomandimet e l\u00ebna nga Auditi i siguris\u00eb, tetor 2016<\/p>\n<p>-N\u00eb aeroport t\u00eb kryhen rregullisht ushtrime t\u00eb siguris\u00eb nga aeroporti dhe n\u00eb nivel komb\u00ebtar, ku t\u00eb p\u00ebrfshihen edhe operator\u00ebt e aeroportit, shoq\u00ebrit\u00eb ajrore, Policia, Dogana, Ofruesi i Sh\u00ebrbimeve t\u00eb Lundrimit Ajror (Albcontrol Sh.a), AAC dhe partner\u00eb t\u00eb tjer\u00eb.<\/p>\n<p>-N\u00eb aeroport t\u00eb kryhet vler\u00ebsim i rrezikut dhe t\u00eb vendoset frekuenca dhe rrug\u00ebt p\u00ebr kryerjen e patrullimeve dhe v\u00ebzhgimit.<\/p>\n<p>-Policia t\u00eb p\u00ebrfshihet m\u00eb shum\u00eb n\u00eb sigurin\u00eb e aviacionit dhe t\u00eb vendosen kanale komunikimi me t\u00eb mira p\u00ebr nj\u00eb koordinim m\u00eb efikas midis Policis\u00eb dhe aeroportit.<\/p>\n<p>-N\u00eb aeroport (nga vet\u00eb koncesionari) t\u00eb ket\u00eb mbikqyrje m\u00eb t\u00eb fort\u00eb dhe kontroll t\u00eb cil\u00ebsis\u00eb mbi sh\u00ebrbimet e siguris\u00eb s\u00eb \u201cICTS Albania\u201d.<\/p>\n<p>-.Imazhet e kamerave n\u00eb dhom\u00eb (CCTV Room) t\u00eb ndahen\/ t\u00eb jen\u00eb on-line me Policin\u00eb, ose t\u00eb ket\u00eb nj\u00eb oficer policie t\u00eb pranish\u00ebm n\u00eb dhom\u00eb.<\/p>\n<p>-T\u00eb ngrihet nj\u00eb qend\u00ebr operimi e siguris\u00eb n\u00eb CCTV Room, ose n\u00eb nj\u00eb dhom\u00eb tjet\u00ebr, me q\u00ebllim q\u00eb oficer\u00ebt e Policis\u00eb t\u00eb Komisariatit t\u00eb Aeroportit dhe personeli i \u201cICTS Albania\u201d t\u00eb ken\u00eb t\u00eb nj\u00ebjtin informacion n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb.<\/p>\n<p>-Aeroporti t\u00eb konsideroj\u00eb uljen e numrit t\u00eb Daljeve t\u00eb Emergjenc\u00ebs, madje duke mbyllur port\u00ebn hyrje\/dalje p\u00ebrball\u00eb subjektit \u201cAir BP Albania SHA\u201d, ku ndodhi ngjarja e dat\u00ebs 30 qershor 2016 dhe s\u00eb paku dy portat tek zona ushtarake.<\/p>\n<p>Konkluzionet e grupit t\u00eb hetimit pas incidenteve n\u00eb 2017:<\/p>\n<p>-T\u00eb kryej\u00eb analiz\u00ebn e shkaqeve rr\u00ebnj\u00ebsore t\u00eb shkeljes s\u00eb siguris\u00eb s\u00eb aeroportit, t\u00eb dat\u00ebs 9 shtator 2017;<\/p>\n<p>-T\u00eb kryej\u00eb studimin p\u00ebr vler\u00ebsimin dhe menaxhimin e rrezikut ndaj siguris\u00eb s\u00eb aeroportit;<\/p>\n<p>-T\u00eb zhvilloj\u00eb dispozitat n\u00eb programin e siguris\u00eb s\u00eb aeroportit, p\u00ebr mbrojtjen e perimetrit dhe t\u00eb kontrollit n\u00eb hyrje;<\/p>\n<p>-T\u00eb p\u00ebrfundoj\u00eb dhe t\u00eb paraqes\u00eb n\u00eb AAC kopje t\u00eb marr\u00ebveshjeve (SLAs) me Komand\u00ebn e Forc\u00ebs Ajrore dhe Policin\u00eb e Komisariatit Rinas p\u00ebr ndarjen e p\u00ebrgjegj\u00ebsive dhe bashk\u00ebpunimin n\u00eb kuad\u00ebr t\u00eb masave parandaluese t\u00eb siguris\u00eb s\u00eb aviacionit, p\u00ebrfshir\u00eb kontrollin e hyrjeve t\u00eb paautorizuara n\u00eb zonat e siguris\u00eb dhe t\u00eb jo-siguris\u00eb (ana e jashtme e perimetrit rrethues t\u00eb siguris\u00eb);<\/p>\n<p>-T\u00eb p\u00ebrmir\u00ebsoj\u00eb sistemin e patrullimit, v\u00ebzhgimit, ndri\u00e7imit dhe mir\u00ebmbajtjes s\u00eb perimetrit rrethues t\u00eb siguris\u00eb s\u00eb aeroportit, p\u00ebrmes vendosjes s\u00eb masave shtes\u00eb, q\u00eb t\u00eb shmanget rip\u00ebrs\u00ebritja e incidenteve, apo shkeljeve t\u00eb siguris\u00eb n\u00eb \u201cTIA\u201d dhe t\u00eb njoftoj\u00eb AAC.<\/p>\n<p>Aviacioni Civil nuk zbatoi masat nd\u00ebshkuese q\u00eb I jep ligji ndaj koncesionarit<\/p>\n<p>Pas grabitjes s\u00eb t\u00eb mart\u00ebs n\u00eb pist\u00ebn e aeroportit \u201cN\u00ebn\u00eb Tereza\u201d edhe nj\u00eb her\u00eb tjet\u00ebr u evidentuan problematikat e r\u00ebnda t\u00eb siguris\u00eb. Normalisht q\u00eb k\u00ebtu barr\u00ebn m\u00eb t\u00eb r\u00ebnd\u00eb e ka koncesionari privat, por edhe Agjencia e Aviacionit Civil, q\u00eb ka autoritetin direkt t\u00eb kontrollit shtet\u00ebror mbi k\u00ebt\u00eb koncesion privat ka p\u00ebrgjegj\u00ebsit\u00eb e saj. Pavar\u00ebsisht se AAC mund ta urdh\u00ebroj\u00eb direct koncesionarin e aeroportit legjislacioni shqiptar I jep n\u00eb dor\u00eb disa instrumenta shtr\u00ebngues t\u00eb cilat duket se kjo agjensi nuk I ka ushtruar.<\/p>\n<p>Kapitulli 7 I \u201cProgramit Komb\u00ebtar I Kontrollit t\u00eb Cil\u00ebsis\u00eb s\u00eb Siguris\u00eb n\u00eb Aviacionin Civil T\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb\u201d, \u00ebsht\u00eb I dedikuar p\u00ebr \u201cAktivitete e Trajtimit t\u00eb Mang\u00ebsis\u00eb dhe Masat Korrigjuese\u201d. N\u00eb pik\u00ebn 7.1.3 thuhet: \u201cN\u00eb rastet kur konstatohet mang\u00ebsi n\u00eb lidhje me p\u00ebrputhjen me Programin Komb\u00ebtar t\u00eb Siguris\u00eb s\u00eb Aviacionit, masa duhet t\u00eb jet\u00eb e till\u00eb q\u00eb t\u00eb detyroj\u00eb entitetin n\u00eb fjal\u00eb q\u00eb t\u00eb korrigjoj\u00eb mang\u00ebsit\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme\u201d. Pra n\u00eb legjislacion thuhet qart\u00eb se AAC duhet q\u00eb n\u00eb rast se konstaton shkelje te vendosi masa \u201cdetyruese\u201d.<\/p>\n<p>Por nga \u00e7ka \u00ebsht\u00eb evidentuar, masa m\u00eb shtr\u00ebnguese q\u00eb ka marr\u00eb AAC ndaj koncesionarit ka qen\u00eb vet\u00ebm nj\u00eb gjob\u00eb 500 mij\u00eb lek\u00eb t\u00eb reja, \u00e7ka \u00ebsht\u00eb qesharake para fitimeve me miliona euro q\u00eb ka ky koncesionar n\u00eb vit nga aeroporti. N\u00eb pik\u00ebn 7.2 ku flitet p\u00ebr \u201cProcesi i korigjimit dhe etapat e k\u00ebtij procesi\u201d thuhet se: \u201cNj\u00eb proces me etapat e tij specifike nd\u00ebrtohet n\u00eb lidhje me aktivitetin ed korrigjimit\/riparimit t\u00eb mang\u00ebsive t\u00eb konstatuara si dhe me masat nd\u00ebshkimore administrative apo gjyq\u00ebsore. Ky proces konsiston n\u00eb 4 etapa t\u00eb cilat jan\u00eb: a)K\u00ebshillim dhe Bindje; b)Paralajm\u00ebrim formal; c)Nd\u00ebshkim me gjob\u00eb; d)Kall\u00ebzim penal\u201d<\/p>\n<p>Nga sa \u201cShqiptarja. com\u201d, ka evidentuar AAC ka p\u00ebrdorur vet\u00ebm 3 format e para t\u00eb \u201cProcesit t\u00eb Korrigjimit\u201d. Me gjith\u00eb morin\u00eb e shkeljeve t\u00eb siguris\u00eb AAC ka aplikuar: \u201cK\u00ebshillim dhe Bindje\u201d; \u201cParalajm\u00ebrim formal\u201d; dhe vet\u00ebm nj\u00eb her\u00eb \u201cNd\u00ebshkim me gjob\u00eb\u201d.
