K\u00ebt\u00eb e pohoi p\u00ebr\u00a0Exit.al\u00a0nj\u00eb nga ekpert\u00ebt q\u00eb punon n\u00eb nd\u00ebrtimin e rrug\u00ebs.<\/p>\n<p>Si rezultat, jo vet\u00ebm kostoja e gjith\u00eb punimeve t\u00eb kryera p\u00ebr hapjen e tubit kryesor t\u00eb tunelit, \u00ebsht\u00eb humbje p\u00ebr kompanis\u00eb nd\u00ebrtuese\u00a0Gjoka Konstruksion sha, por tani duhet t\u00eb p\u00ebrshtatet projekti inxhinjerik, pasi tuneli nuk mund t\u00eb hapet m\u00eb n\u00eb t\u00eb njejtin vend.<\/p>\n<p>P\u00ebr t\u00eb kuruar d\u00ebmin n\u00eb imazhin publik, pas lajmit t\u00eb shembjes s\u00eb tunelit, dje, Edi Rama b\u00ebri dje\u00a0nj\u00eb vizit\u00eb\u00a0n\u00eb kantierin nd\u00ebrtimor t\u00eb rrug\u00ebs, ku \u00ebsht\u00eb shfaqur duke b\u00ebr\u00eb disa hapa n\u00eb pjes\u00ebn hyr\u00ebse t\u00eb tunelit, n\u00eb drejtim dal\u00ebs, duke pohuar natyrsh\u00ebm: \u201cqenka fantastike\u201d.<\/p>\n<p>Kronika e vizit\u00ebs \u00ebsht\u00eb nj\u00eb montazh qesharak filmimesh dhe deklaratash t\u00eb intepretuara me kujdes p\u00ebr t\u00eb theksuar se \u00e7do gj\u00eb shkon sipas planifikimit, ve\u00e7an\u00ebrisht ecuria e punimeve t\u00eb tunelit, dhe madje punimet do p\u00ebrfundojn\u00eb para afatit.<\/p>\n<p>As Kryeministri, as Ministrja Belinda Balluku, as proari i kompanise nd\u00ebrtuese Rrok Gjoka nuk i jan\u00eb referuar shembjes dhe apo faktit se, tashm\u00eb, tuneli do t\u00eb duhet t\u00eb hapet n\u00eb nj\u00eb gjurm\u00eb t\u00eb re, pasi d\u00ebmtimi e ka b\u00ebr\u00eb tubin e hapur t\u00eb pariparuesh\u00ebm.<\/p>\n<p>P\u00ebrtej k\u00ebsaj kronike propagandistike, gjith\u00e7ka mbehet sekret dhe gazetar\u00ebt nuk lejohen as t\u2019i afrohen kantjerit t\u00eb nd\u00ebrtimit.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb\u00a0Open Data Albania, kompania ka marr\u00eb n\u00eb janar 2019 nga qeveria k\u00ebstin e par\u00eb, prej mbi 2,1 miliard\u00eb lek\u00eb (mbi 20 milion\u00eb euro) vet\u00ebm pak muaj pas fillimit t\u00eb punimeve, pasi ka deklaruar se ka kryer 25 p\u00ebr qind t\u00eb punimeve ose mbi 8 miliard\u00eb lek\u00eb punime. Kontrata p\u00ebrcakton se pagesat nga qeveria do t\u00eb b\u00ebhen n\u00eb 13 k\u00ebste q\u00eb paguhen \u00e7do tre muaj.<\/p>\n<p>Deri n\u00eb momentin e shembjes ishte p\u00ebrparuar rreth 600 metra thell\u00ebsi nga ana e Tiran\u00ebs, nd\u00ebrkoh\u00eb q\u00eb sapo kishin filluar punimet nga ana tjet\u00ebr\u2014tuneli nd\u00ebrtohet duke punuar n\u00eb t\u00eb dyja drejtimet p\u00ebr t\u2019u takuar n\u00eb mes. Tuneli ishte planifikuar t\u00eb kishte dy tuba, secili me gjat\u00ebsi 3,2 kilometra, nj\u00eb kryesor p\u00ebr kalimin e trafikut dhe nj\u00eb tub i ngusht\u00eb paralel q\u00eb do t\u00eb p\u00ebrdoret vet\u00ebm n\u00eb rast emergjencash.<\/p>\n<p>Fillimisht, brenda tunelit ndodhi nj\u00eb rr\u00ebshqitje n\u00eb mes t\u00eb muajit maj n\u00eb nj\u00eb gjat\u00ebsi prej 15 metrash. Por duket se shembja ka vazhduar, e ndihmuar nga rreshjet e koh\u00ebve t\u00eb fundit q\u00eb kan\u00eb shtuar rr\u00ebshqitjen n\u00eb nj\u00eb terren i cili kishte rezultuar m\u00eb i rr\u00ebshqitsh\u00ebm se sa ishte planifikuar. Si\u00e7 duket nga fotot e botuara nga\u00a0Exit.al\u00a0tuneli \u00ebsht\u00eb shembur deri n\u00eb hyrje t\u00eb tij.<\/p>\n<p>Burimi i Exit.al u shpreh se shkaku kryesor p\u00ebr shembjen ishte projekti i dob\u00ebt inxhinjerik i dhe mungesa e njohurive dhe p\u00ebrvoj\u00ebs s\u00eb ekipit t\u00eb projektit n\u00eb nd\u00ebrtim tunelesh.<\/p>\n<p>K\u00ebt\u00eb pohim e ka p\u00ebrforcuar edhe inxhinjeri gjeolog Prof. Dr. Bashkim Lleshi, i cili \u00ebsht\u00eb shprehur p\u00ebr\u00a0portalin Rruga e Arb\u00ebrit:<\/p>\n<p>Shembja nuk ka ndodhur p\u00ebr arsye gjeologo-teknike, por p\u00ebr moszbatim t\u00eb teknik\u00ebs s\u00eb avancimit t\u00eb tuneleve, ndoshta p\u00ebr p\u00ebrdorje mbi mas\u00ebn e duhur t\u00eb l\u00ebnd\u00ebs eksplozive.<\/p>\n<p>Nd\u00ebrkoh\u00eb, nj\u00eb nga inxhinjer\u00ebt e projektit, Mark Pepkola\u00a0kishte pohuar\u00a0n\u00eb prill 2019 se tuneli do t\u00eb p\u00ebrfundonte gjasht\u00eb muaj para afatit, q\u00eb duket nj\u00eb ngutje e pajustifikuar.<\/p>\n<p>Megjithat\u00eb, burimi i Exit.al n\u00eb grupin e specialist\u00ebv t\u00eb projektit shprehet se projekti teknik dhe i zbatimit p\u00ebr tunelin nuk ka qen\u00eb i miratuar nga K\u00ebshilli Teknik i Autoritetit Rrugor Shqiptar (ARRSH).<\/p>\n<p>Exit.al\u00a0pyeti ARRSH-n\u00eb n\u00ebse projekti \u00ebsht\u00eb miratuar nga K\u00ebshilli, por nuk mori asnj\u00eb p\u00ebrgjigje nga ky institucion.<\/p>\n<p>N\u00ebse ky pohim \u00ebsht\u00eb i vertet\u00eb, do t\u00eb kishim t\u00eb b\u00ebnim me nj\u00eb skandal, i cili b\u00ebn p\u00ebrgjegj\u00ebs jo vet\u00ebm kompanin\u00eb Gjoka Konstruksion, por edhe\u00a0mbikqyr\u00ebsin e punimeve, ARRSH-n\u00eb dhe Ministrin\u00eb e Infrastruktur\u00ebs dhe Energjitik\u00ebs, t\u00eb cilat kan\u00eb lejuar punime pa projekt t\u00eb miratuar.<\/p>\n<p>E gjith\u00eb kjo ngjarje nxjerr n\u00eb pah faktin se koncesioni p\u00ebr nd\u00ebrtimin e rrug\u00ebs, q\u00eb parashikon dy tunele dhe disa ura, iu dha nj\u00eb kompania q\u00eb nuk ka as kapacitetet teknike dhe as p\u00ebrvoj\u00ebn n\u00eb vepra t\u00eb tilla. P\u00ebr m\u00eb tep\u00ebr i gjith\u00eb procesi i kontraktimit ka qen\u00eb nj\u00eb proces i dyshimt\u00eb sikurse shpjegohet m\u00eb posht\u00eb.<\/p>\n<p>Kontrata\u00a0mes Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjitik\u00ebs dhe kompanis\u00eb Gjoka Konstruksion sha u n\u00ebnshkrua n\u00eb mars 2018 dhe punimet filluan n\u00eb gusht 2018.<\/p>\n<p>Kontrata 13 vjecare p\u00ebr \u201cp\u00ebrmir\u00ebsimin, nd\u00ebrtimin, operimin dhe mir\u00ebmbajtjen e Rrug\u00ebs s\u00eb Arbrit\u201d \u00ebsht\u00eb e tipit Partneritet Publik Privat me kosto totale nd\u00ebrtimi prej 33 miliard\u00eb lek\u00ebsh (rreth 260 milion\u00eb euro) dhe rreth 7 miliard\u00eb t\u00eb tjera koso mir\u00ebmbajtje.<\/p>\n<p>Projekti p\u00ebrfshin p\u00ebrfundimin e rreth 15 kilometra rrug\u00eb t\u00eb nd\u00ebrtuara pjes\u00ebrisht nga qeveria e m\u00ebparshme, projektimin dhe nd\u00ebrtimin e rreth 26 kilometra rrug\u00eb t\u00eb reja\u2014p\u00ebrfshi tunelin 3,2 kilomtra t\u00eb Qaf\u00ebs s\u00eb Murrizit, dhe t\u00eb 6 urave me gjat\u00ebsi n\u00ebn 400 metra secila\u2014si dhe mir\u00ebmbajtjen e rrug\u00ebs.<\/p>\n<p>Nd\u00ebrtimet duhet t\u00eb kryehen brenda 44 muajsh, nd\u00ebrsa mir\u00ebmbajtja do t\u00eb b\u00ebhet p\u00ebr 111 muaj t\u00eb tjer\u00eb. Sipas planifikimit fillestar, rruga do t\u00eb hapej p\u00ebr trafikun n\u00eb pranver\u00ebn e vitit 2022.<\/p>\n<p>Edhe pse i trajtuar si kontrat\u00eb PPP, investimi do t\u00eb financohet i gjith\u00eb nga shteti, pa asnj\u00eb risk p\u00ebr kompanin\u00eb private. Pagesa e qeveris\u00eb fillon, pas kryerjes s\u00eb 25 p\u00ebr qind t\u00eb punimeve t\u00eb parashikuara, ose pas vitit t\u00eb par\u00eb n\u00ebse jan\u00eb realizuar t\u00eb pakt\u00ebn 20 p\u00ebr qind e volumit t\u00eb punimeve t\u00eb parashikuara dhe pastaj do t\u00eb b\u00ebhen pagesa t\u00eb rregullta \u00e7do tre muaj.<\/p>\n<p>Praktikisht, kompania private do t\u00eb kryej\u00eb punime paraprake n\u00eb vler\u00ebn e pak milion\u00eb eurove p\u00ebr t\u00eb cilat do t\u00eb paguhet vet\u00ebm pas pak muajsh, nj\u00ebsoj sikur nd\u00ebrtimi t\u00eb ishte b\u00ebr\u00eb me nj\u00eb kontrat\u00eb t\u00eb thjesht\u00eb prokurimi. Madje, qeveria do t\u00eb paguaj\u00eb edhe interesin p\u00ebr kredin\u00eb q\u00eb kompania do t\u00eb marr\u00eb p\u00ebr financimin e investimit.<\/p>\n<p>Kjo do t\u00eb thot\u00eb se i vetmi element q\u00eb ka nj\u00eb kosto p\u00ebr privatin \u00ebsht\u00eb se duhet t\u00eb p\u00ebrballoj\u00eb fillimisht nj\u00eb pjes\u00eb t\u00eb vog\u00ebl t\u00eb punimeve me financim t\u00eb paguar nga ai vet\u00eb p\u00ebr t\u2019u rimbursuar menj\u00ebher\u00eb nga qeveria.<\/p>\n<p>Mbajtja e nj\u00eb tenderi n\u00eb baz\u00eb t\u00eb nj\u00eb propozimi t\u00eb pak\u00ebrkuar ishte gjithashtu e dyshimt\u00eb, pasi projekti p\u00ebr nd\u00ebrtimin e rrug\u00ebs ka qen\u00eb nj\u00eb projekt i hersh\u00ebm i qeveris\u00eb dhe p\u00ebr k\u00ebt\u00eb arsye nuk mund t\u00eb b\u00ebhej me propozim t\u00eb pak\u00ebrkuar sikurse u b\u00eb.<\/p>\n<p>Qeveria\u00a0ra fillimisht dakord\u00a0q\u00eb rruga t\u00eb nd\u00ebrtohej nga kompania kineze\u00a0China State Construction\u2014kompania e treta m\u00eb e madhe n\u00eb bot\u00eb n\u00eb fush\u00ebn e nd\u00ebrtimit\u2014\u00a0me financim t\u00eb qeveris\u00eb kineze.<\/p>\n<p>Por kompania kineze\u00a0u t\u00ebrhoq\u00a0pasi qeveria shqiptare u p\u00ebrpoq t\u2019i impononte asaj nj\u00eb s\u00ebr\u00eb kushtesh t\u00eb papranueshme p\u00ebr kompanin\u00eb q\u00eb \u00e7uan jo vet\u00ebm n\u00eb largimin e kompanis\u00eb, por edhe anullimin e financimit t\u00eb qeveris\u00eb kineze p\u00ebr k\u00ebt\u00eb projekt.<\/p>\n<p>Pas k\u00ebsaj, qeveria mori\u00a0nj\u00eb propozim t\u00eb pak\u00ebrkuar\u00a0nga firma\u00a0Gjoka Konstruksion\u00a0dhe mbi k\u00ebt\u00eb baz\u00eb organizoi tenderin p\u00ebr koncesionin e rrug\u00ebs, n\u00eb t\u00eb cil\u00ebn Gjoka mori disa pik\u00eb bonus, por q\u00eb qen\u00eb t\u00eb panevojshme pasi dy kompanit\u00eb e tjera pjes\u00ebmarr\u00ebse nuk paraqit\u00ebn ofert\u00eb financiare, duke e l\u00ebn\u00eb Gjok\u00ebn automatikisht fituese.<\/p>\n<p>\u00cbsht\u00eb e paqart\u00eb se si u kalua nga nj\u00eb kontrat\u00eb e tipit t\u00eb past\u00ebr PPP, ku kompania do p\u00ebrdorte fondet e saj p\u00ebr nd\u00ebrtimin e rrug\u00ebs dhe do ta rimerrte financimin p\u00ebrmes vendosjes s\u00eb tarif\u00ebs s\u00eb kalimit, n\u00eb formul\u00ebn e financimit totalisht nga qeveria t\u00eb nd\u00ebrtimit t\u00eb rrug\u00ebs.<\/p>\n<p>Sido q\u00eb t\u00eb jet\u00eb, paaft\u00ebsia e kompanis\u00eb duket se ka shkaktuar kosto shtes\u00eb t\u00eb cilat tani mbetet t\u00eb shihet se si do t\u00eb p\u00ebrballohen.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tuneli i shembur\u00a0i Murriz\u00ebs n\u00eb Rrug\u00ebn e Arbrit nuk mund t\u00eb riparohet dhe do t\u00eb braktiset.
