The head of the CEC, Ilirjan Celibashi, has revealed the agreement between the two political parties, the Socialist Party and the Socialist Party, on the amendments to the Electoral Code regarding the diaspora vote that will be presented today to the Albanian Parliament.

The agreement with the two representatives of the political parties, according to Celibashi, is related to the structure that will deal with the evaluation and counting of ballots.

He stated that part of this process, in addition to the CEC, should also include political parties.

“Since this process is being carried out for the first time and has fundamental trust from all parties, it would be appropriate that political parties, especially the CEC, be included in the process of evaluating and counting ballots,” said Celibashi.

The head of the CEC added: “In this way, it also overcomes the impasse of the moment of review by the Regulatory Commission of the act related to the procedure for counting and evaluating ballots and I think that the consulted proposal, almost agreed in principle with the representatives of political parties, addresses everyone’s concerns regarding trust in the process of evaluating and counting votes”.

Ilirjan Celibashi: There are about 42,055 requests submitted so far in the PER system. 28,462 have been reviewed, there are 18 thousand registered voters, This is the figure that shows how many voters from abroad would vote today.

Meanwhile, today I will forward to the Assembly, and for the information of the parliamentary parties, a proposal for several technical amendments to the Electoral Code consisting, first, of granting the right to the CEC to procure the service of sending the postal part both in the outward and in the return of the ballots.

This is due to the fact that the law on the budget also defines a budget that will pay the costs of sending the ballots from the CEC to voters abroad and the return to the CEC.

The review of the deadlines related to the registration of electoral subjects and candidates in order to benefit from 10 more days available to prepare as needed and without jeopardizing the process of preparing the ballots and sending them to voters abroad.

Also, after consultations with representatives of the two main political parties, the Socialist Party and the Democratic Party, and after evaluating all aspects of the ballot counting, I will propose to the Assembly to amend the Electoral Code regarding the structure that will deal with the evaluation and counting of ballots.

Given that this process is being carried out for the first time and is based on the trust of all parties, it would be appropriate to include political parties, especially the CEC, in the process of evaluating and counting ballots. In this way, it also overcomes the impasse of the moment of review by the Regulatory Commission of the act related to the procedure for counting and evaluating ballots, and I believe that the consulted proposal, almost agreed in principle with representatives of political parties, addresses everyone’s concerns regarding the trust in the process of evaluating and counting votes.
