In a press conference yesterday, Enkelejd Alibeaj spoke about the Criminal Amnesty bill, where he gave the final position of the official PD, saying that they will vote for the initial version with the addition of the amendment for the protesters.

Alibeaj said that no product that came out of the trinomial BKH-SPAK-GJKKO should be affected by the amnesty.

We analyzed the draft law proposed by the government and found that the initial version respected, on the one hand, the fact that all those convicted by SPAK-GJKKO would not benefit from a reduced sentence, exemption from punishment or prosecution.

Secondly, we started from the fact that in the initial version, a category was not included, it is about the protestors who were prosecuted and referred to those citizens who participated in political protests of the DP, civil society or spontaneous.

It was these two values that led us to file this amendment, with these two conditions. The first condition is very important, that in a criminal amnesty the product or activity of SPAK and GJKKO should not be affected, nor the investigated, nor those in the trial process, nor those convicted.

The second condition was to amnesty the protesters, who are not only from the DP. As a countermeasure was the amendment. It should not be forgotten that all these protesters were followed by our group of lawyers.

Having said that, since I was also a representative in the Laws Commission, I am a witness that several amendments were sneakily introduced that aimed to reduce the sentence of persons convicted by GJKKO. It is not yet known who entered it.

No product that came out of the trinomial BKH-SPAK-GJKKO should be affected by the amnesty. The reason is found in the bill. Article 2, point two letter e, is to increase the efficiency of the justice system.

That’s why we’re standing firm and clear with this restriction.

I publicly asked Minister Manja if he had discussed the initial draft law with the new Justice Institutions, I received a positive answer. So the draft law had received the green light from SPAK, GJKKO, KLGJ.

Secondly, amendments that come in stealthily and do not come out to anyone and the idea that they can pass with smoke and flames do not have the DP’s vote.

I do not recommend to anyone the amoral mechanism of fishing for votes in parliament. It is a law that should enjoy the support of all parties, without touching the red lines”, said Alibeaj.
