With the final decision in hand to return to prison, the police have gone to execute this decision for the former head of the Municipality of Lezha, Fran Frrokaj.
Three days ago, the Appeal of the GJKKO requested his return to prison, because it doubled the sentence, a reason that apparently caused Frrokaj not to hang up his handcuffs at home, especially on Christmas days. The police have announced that he has not been found at home, while checks in the TIMS system show that he has not left the territory of Albania, but there is still no data on his whereabouts.
It was SPAK prosecutors, Dritan Premçi and Vladimir Mara, who issued the order for the execution of the sentence immediately after the sentence, but Frrokaj is still wanted to return to his cell. According to information and verifications of the Special Prosecution in the TIMS system, Frrokaj is located in the territory of Albania, while the search for him and the implementation of the court’s decision continue.
On Monday of this week, the Special Court of Appeal sentenced the former mayor of Lezha, Fran Frrokaj, to 4 years in prison, after being found guilty of abuse of office in connection with the alienation of 66 thousand m2 of property in the place known as “Rana e Hedhun” as well as for 2 illegal construction permits. Due to the shortened trial, he will serve 2.8 years in prison, double the sentence that Frrokaj received from the First Instance.
In addition to Frrokaj, the court also changed the decision for former officials of the Municipality of Lezha, Bledar Cara and Juxhina Mema. Cara, unlike the first instance that dismissed the investigation, was sentenced by the appeal to 1 year and 4 months of imprisonment. The same decision was given to Juxhina Mema, but the prison sentence was suspended and probation was assigned for the next 5 years. Meanwhile, the land area of 66 thousand square meters in the “Rana e Hedhun” area was confiscated and transferred to the state.
The investigation into the appropriation of this area worth about 13 million euros began in 2019. The investigation has shown that employees of the administration of the former Shenkoll Municipality, including Fran Frrokaj, the mayor of this municipality at the time, have favored the registration of 82 real estate properties for several people. Frrokaj was also sentenced to 2 years in prison by the Shkodra Court, again related to the alienation of 234 thousand meters of land on the coast of Shëngjin, but he benefited from amnesty months ago and on April 24, 2024.
