The former Minister of Infrastructure and Energy, Damian Gjiknuri, has presented himself to SPAK.
The reason for his arrival at the building of the Special Prosecutor’s Office is still unknown.
Gjiknuri has been to SPAK several times.
In February 2023, for almost an hour he answered the interest of the prosecutors regarding a report made by him in 2017, when he held the position of Minister of Infrastructure and Energy.
“In finding one of the biggest abuses in the history of roads in Albania, which was contracted for 240 million euros and ended with a cost of 400 million euros. I gave my explanations to the prosecutor’s office and I have nothing to add”, declared Gjiknuri then.
The report of the former minister Gjiknuri for abuses in the Tirana-Elbasan road project came after violations found by an audit report of the ministry he was leading. For abuses with the tendering for the construction of this road axis in 2018, the former Prosecutor’s Office for Serious Crimes brought criminal responsibility against the former head of ARRSH, Dashamir Xhika and his two subordinates, Albens Alite and Aksel Duka.
Further, the file was sent for competence to the Prosecutor’s Office of Tirana, while in 2021 the Court of Tirana dismissed the charges against them. In the same decision, the court concluded that there were violations in the tendering procedure and asked the Special Prosecutor’s Office to find the persons responsible.
