The Special Prosecution Office against Corruption and Organized Crime came this Thursday afternoon with an official reaction regarding the news announced the day before, that unauthorized persons had attempted to enter the files of special prosecutors.

Through an official announcement, SPAK announces that on March 12, 2025, they received information that they had been targeted by an illegal intrusion into the e-mail addresses of prosecutors. However, thanks to security measures, according to what the Special Prosecution Office announces, they were unable to interfere with the internal system of the Special Structure against Corruption and Organized Crime, which remains intact.

Also, thanks to the investigations, it has resulted that only the e-mail addresses of some prosecutors were interfered with, but not the general IT system of this institution.

According to the Special Prosecution Office, the responsible persons managed to obtain some information, but were unable to access the investigation files.

Also, during this hacking, an attempt was made to hack the e-mail of the head of the Special Prosecution Office, Altin Dumani. This attempt was unsuccessful by the responsible persons.

It is reported that one of the arrested persons hacked the e-mail, while the other distributed the information obtained from the e-mail addresses of the special prosecutors to third parties. SPAK informs that it has seized the equipment used to carry out the hack, as well as the downloaded files.

“Thanks to an intensive investigation led by the Special Prosecution Office, with the involvement of the BKH and the Expertise Sector of this Prosecution Office, it was possible to uncover this illegal interference, by identifying and arresting within 24 hours two citizens – the individual who carried out the interference in the e-mails and the one who distributed the information to third parties. It was also possible to seize the equipment used to carry out the interference as well as the downloaded files,” SPAK’s response states, while further emphasizing that up to this stage of the investigation there is no evidence that the arrested persons have collaborated with internal personnel of the Special Prosecution Office.

SPAK’s full response:

The Special Prosecution Office against Corruption and Organized Crime received information on March 12, 2025 that it had been targeted by an illegal interference of the e-mail addresses of the special prosecutors. Thanks to security measures, it was not possible to interfere with the internal system of the Special Structure against Corruption and Organized Crime (SPAK), which remains intact.

From the verifications, it resulted that only the e-mail addresses of some prosecutors were interfered with, but not the general IT system of the institution. The responsible persons managed to obtain some information, without being able to provide access to the investigative files. They also attempted to interfere with the e-mail of the Head of the Special Prosecution, Mr. Altin Dumani, but without success.

Thanks to an intensive investigation led by the Special Prosecution, with the involvement of the BKH and the Expertise Sector of this Prosecution, it became possible to discover this illegal interference, by identifying and arresting within 24 hours two citizens – the individual who carried out the interference in the e-mails and the one who distributed the information to third parties. It was also possible to seize the equipment used to carry out the intervention as well as the downloaded files.

The prosecutor of the case, in order to preserve the investigative secret, has ordered the persons who have come into possession of this information not to publish it. Meanwhile, other individuals who may have had connections with the arrested persons and have possessed the information have also been questioned.

In parallel with the criminal proceedings, the Special Prosecution Office launched an internal administrative investigation, which confirmed that the general IT system has not been compromised. At the same time, additional measures have been taken to strengthen the protective protocols of the institution’s general IT system.

Up to this stage of the investigation, there is no evidence that the arrested persons have collaborated with internal SPAK personnel.

SPAK assures the public and all interested parties that all measures have been taken to protect the files, sensitive data and to preserve the integrity of the institution’s infrastructure.

Investigations into this matter continue amid suspicions of the existence of a structured criminal group.
